10-22-1984 Regular Meeting• • • Miami Jhores91llage F L OR ID A HISTORIC PRESERVATION BOARD OCTOBER 22, 1984 A regular meeting of the Historic Preservation Board of Miami Shores Village was held on Monday, October 22, 1984. The meeting was called to order by the Chairman, Marty Stofik, at 7:30 p.m., at the Miami Shores Village Hall. The following members were present: Marty Stofik, Chairman Gregory Anderson Margo Newton Absent: Henry D. Gaggstatter Ralph Renick 2. MINUTES Approval of the minutes of the September 17, 1984 meeting were deferred, pending presence and approval of Board members present at that meeting. 3. WELCOME & ORIENTATION FOR NEW MEMBERS Mrs. Stofik welcomed Gregory Anderson, and Margo. Newton, the two new members to the Board. She then summarized the purpose of the Historic Preservation Board, what the Board is doing, the procedures used for designation, and project what the Board will be doing. She stated that the Status Report members received in their materials packet, gives some indication of the properties considered and those designated in the past two years. Mrs. Stofik indicated the biggest problem in getting Landmark Designation on certain properties is the Owner Consent clause in the Miami Shores Ordinance. She further advised members of the suit filed by Dade County against the City of Miami Beach, because of the Owner Consent clause in their ordinance. The Historic Preservation Board, in a manner, is using this as a test case to challenge other municipalities, whose ordinance allows for Owner Consent. Discussion followed. Members were then advised that all the obvious properties have been identified and nominated. • • HISTORIC PRESERVATION BOARD -2- October 22, 1984 4. SURVEY GRANT Mrs. Stofik advised that an advertisement will be placed for a Professional in Historic Preservation to lead this project. She indicated that she will confer with Mr. Forney regarding the right person for this job. Mrs. Stofik outlined the various objectives to effect the Survey Grant, which must be completed by June 30, 1985. This $1,500 matching funds Grant would allow for the hiring of a consultant to guide an actual house by house review survey and write up documentation report on each property which was built approximately..50 years ago. The consultant will also finalize for submittal to the National Register reports on the Old Pump House at the Community Church, and The Grand Concourse Apartments. Mr. Gaggstatter has volunteered to photograph all properties to be discussed. Mrs. Stofik and Mrs. Newton will be assigned much of the leg background work and reviewing files and building dates. Mr. Anderson will research the history of the property, including a particular family's relationship to the history of Miami Shores Village. Further discussion ensued relating to the Grant. Books which might be of interest to. new members were recommended by Mrs. Stofik. They are: Biscayne.Country and Lemon City by Thelma Peters, a local resident, and Wilderness in the Tropics and Miami The Magic City, written by Ivan Rodriguez and his County Staff, In reply to several questions, Mrs. Stofik stated that properties on the Status Report, which have not been designated for lack of owner consent are reviewed from time to time. Designation status may be assigned to objects, walls archaeological sites, as well as houses, buildings and land. As a representative of the Historic Preservation Board, Mrs. Stofik stated that she has worked closely with the Planning & Zoning Board to obtain special variances for Landmark Homes. 5. COMMENTS, REPORTS, ANNOUNCEMENTS 1. The Secretary, Josephine Church will order name plates for the two new members of the Board. 2. Mrs. Stofik, outlined a letter from Mr. Forney, Village Manager relating to the Sunshine Law, Pg 5 - 30 addressing the require- ment to posting of notice of meetings. 3. Election of a Chairman for the coming year was postponed for the next meeting when other members will be present. 4. Sec. 5, paragraph 5 of the Miami Shores:Village Ordinance on Historic Preservation, states the covenant on Landmark properties shall be recorded with Dade County. Mrs. Stofik will pursue to file resolution to record. • • • HISTORIC PRESERVATION BOARD -3- October 22, 1984 5. Membership in the Florida Conference Preservation. Boards, Division of Florida Trust was discussed. Mrs. Newton moved that the full Board join the Florida Conference as a group, the member- ship fee of $20.00, to be paid from the Historic Preservation Board budget, seconded by Mr. Anderson, and carried unanimously. 6. Mrs. Stofik announced the next meeting of the Historic Preservation Board will be held on Monday, November 19th. 7. In regard to property at: 107 N. E. 96th St. owner: Robert S. Viscount This property listed on the Status Report as tabled on 1/23/84 was discussed. Research of the minutes of that meeting indicated it was tabled at that time, because the true owner was unknown. Mrs. Newton presented a letter from Robert S. Viscount, owner of the home, stating that he would be honored to have the house recognized as a historic landmark. Mrs. Newton then moved for nomination, seconded by Mr. Anderson and carried: unanimously. This recommendation will be presented to Council at the Nov. 6th meeting, for final approval. Mrs. Newton will represent Mrs. Stofik at this meeting. Meeting adjourned at 8:45. 9024_, Se etary
