09-17-1984 Regular Meeting• Miami CSI2Orenfilage FLORIDA HISTORIC PRESERVATION BOARD SEPTEMBER 17, 1984 A regular meeting of the Historic Preservation Board of Miami Shores Village was held on Monday, September 17, 1984. The meeting was called to order by the. Chairman, Marty Stofik, at 7:30 p.m., at the Miami Shores Village Hall. The following members were present: Marty Stofik, Chairman Henry D. Gaggstatter Victor D. Griffith Ralph Renick Absent: James A. Dixon, Jr. 2. MINUTES The minutes of the meeting of April 23, 1984 were approved as written, by a motion made by Mr. Gaggstatter, seconded by Mr. Griffith, and carried unanimously. 3. REQUEST FOR CERTIFICATION OF APPROPRIATENESS MIAMI SHORES COUNTRY CLUB: owner -Miami Shores Village Mrs. Stofik read a memo from Mr. Forney, Village Manager, regarding designation of the Miami Shores Golf Course as a Historic Site. Mr. Gaggstatter moved to issue, as requested, a permanent Certificate of Appropriateness, which will permit the Club to conduct all normal golfoperations, maintenance, re- location of holeg, etc. as is required. Further that any major excavation projects will be brought to the attention of the Board and to the Dade County Archeological people prior to their initiation. The motion was seconded by Mr. Griffith and carried unanimously. 4. CONSIDERATION OF NOMINATED PROPERTIES a. 361 N. E. 97th ST. owner - Harriet G. Blackwell Members reviewed photographs and fact sheet on this house. Mrs. Stofik noted that the information folder on the house indicated the house was built in 1926. It is a Mediterranean revival two-story structure: masonry/stucco construction. There were two one story additions to the house, one in 1936, one in 1944; both additions are in line with the original structure. Shirley Ottinger, representing Mrs. Blackwell, stated that she 4111 had no particular, interesting facts about the house to offer. HISTORIC PRESERVATION BOARD -2- September 17, 1984 Ms. Ottinger said that Mrs. Blackwell is not interested in having the house designated in her name alone, but as the T. J. Blackwell Residence. Ms. Ottinger attended the meeting to be informed of the procedure and action of the Board and to report back to Mrs. Blackwell. Mr. Griffith noted that the house has a particular historical relationship to the Miami Shores Village, in light of the accomplishments and contributions of the Blackwell family to the community. Mr. Renick moved for recommendation, seconded by Mr. Gaggstatter, and carried unanimously. Mrs. Stofik advised. Ms. Ottinger, that this recommendation goes to Council for final Landmark Designation approval. b. 75 N. E. 104th ST. owner - Joseph J. Velez Mrs. Stofik informed members that Mrs. Velez called from Boca Raton, she returned the call, but was unable to make contact. She further noted that the original plans on file do not represent the present building. Following discussion, Mr. Griffith moved to table recommending this house until more information is known about the house, seconded by Mr. Gaggstatter, and carried unanimously. C. 1069 N. E. 91st TERR. owner - Elroy Decker Mrs. Stofik noted that there is very littlein the files on this property. No history to study. She further noted that the tower seems to be the only significant feature. Mr. Gaggstatter moved that this house not be recommended for designation at this time, seconded by Mr. Renick, and carried unanimously. d. 1098 N. E. 96th ST. owner.- Nikki & Richard Baron (Roy Hawkins Residence) This Mediterranean Revival Structure was built in 1928, it has been maintained and is in good condition. The new owner, Nikki Baron, in reply to Mrs. Stofik's query, stated that the windows had been changed by the Aldrich's, the previous owner. Mrs. Baron also noted that they are not presently interested in having the house recommended for designation. Mr. Griffith stated that due to the fact this house is so much a part of the history of Miami Shores Village it would certainly deserve a landmark designation. Mrs. Baron stated that, they wish to take extensive changes, beyond what has already been done, and she fears a difference of opinion of what her desires are, and what might be allowed if the house is designated. HISTORIC PRESERVATION BOARD -3- September 17, 1984 Following further discussion, Mr. Griffith moved to table this recommendation for designation, seconded by Mr. Gaggstatter, and carried unanimously. e. 273 N. E. 98th ST. owner - Joseph Darst Mrs. Stofik stated that she is especially impressed with the molded masonry detailing which surrounds the entry door. Mr. Darst, present at the meeting, stated that he has no objection to having the house designated. In reply to questions from the Board, Mr. Darst noted that most of the windows are steel casement, the roof, red barrel cement tile, fairly new. The large window with the solid. molded arch and wood jalousies is a sun room. Mr. Darst stated that he moved .in the house in 1981. Mrs. Stofik noted, the house is significant for its size, its representation of the early design for Miami Shores, and its association with the architect, Kiehnel & Elliott. Mr. Gaggstatter moved to recommend for Landmark Designation, seconded by Mr. Renick, and carried unanimously. f. 29 N. E. 91st ST. owner - Gerald J. Stofik (Marty) Mrs. Stofik relinquished the chair to Mr. Renick. This is a two-story Mediterranean. Revival structure with rough stocco exterior. Gable roof is Spanish barrel tile. French doors (two sets). provide entrance to house from porch. Porch roof houses solar water collector (original), visible from the street. Windows -are double -hung sash, original. In reply to Mr. Renick's query, Mrs. Stofik stated that the changes she anticipates are painting, and them when financial circumstances improve, she hopes to replace the incompatible aluminum hurricane awnings with canvas awnings. The house is significantbecause of its location on a site associated with pre -Miami Shores history, for its craftsman- ship, and because it is representative of the medium-sized homes built during the early Miami Shores. development, and because it remains strucu rally unchanged from its original. design. Mr. Gaggstatter moved to recommend this house for Landmark Designation, seconded by Mr. Griffith, and carried unanimously. Mrs. Stofik then returned to chair the meeting. Mrs. Stofik informed those present that the recommendation goes to Council for final approval. • • • HISTORIC PRESERVATION BOARD -4- September 17, 1984 g. 568 N. E. 102 ST. (tabled 2/14/83) owner - Lawton McCall Mr. Stofik. reminded members that in order to.discuss and recommend this house for designation, it.would first. have to be removed from the table. Following a brief discussion, no action was taken, and this remained tabled. 5. SURVEY GRANT Mrs. Stofik informed members that the Grant has been signed in Tallahassee and she is now waiting for its return. She stated. the $1,500.00 Matching Funds Survey Grant will hopefullypay for assistance of a Professional to assimilatea master file of designated properties, a map,. etc.. The matching funds, would include Secretarial hours, and the Board's volunteer hours. Mrs. Stofik further stated that Miami. Shores is the only active Historic Preservation Board which has not hadtheservices of a Professional Assistant. 6. NOMINATIONS OF PROPERTIES TO BE CONSIDERED Mrs. Stofik suggested the Board meet..every other month instead of every month, in the coming year. She informed members that a Statecreated body not subject to Historic Preservation/Dade County had a meeting with the School Board, agreement was reached to submit a Protective School List and Miami Shores Elementary School will be on the list. Regarding monination of properties to be considered, it was recommended that a survey be taken of the designated properties before advancing further. Two new members to the. Histo.ric Preservation Board, will be wel- comed at the October meeting. These two members will replace Mr. James A. Dixon, Jr, and. Mr. Victor D. Griffith, whose terms expire and who do not wish to continue to serve, with regrets. 7. COMMENTS, REPORTS., ANNOUNCEMENTS Mrs. Stofik stated that.she is very sorry to see Mr. Dixon and Mr. Griffith leave the Board. They have made many fine contribu- tions for which we are eternally grateful. Mr. Griffith stated that his.Uncle was the second Mayor of Miami Shores Village, he feels a special warmth to. Miami Shores and wanted to contribute something. to the Community_, he has greatly enjoyed serving. Mr. Dixon was absent from the meeting. The meeting adjourned at 9:00 p.m..
