04-23-1984 Regular Meeting• • cShores 9 llage FLORIDA #TISTQR PRE$,RRVATION B,QARD AUL 23, 1884 A regular meeting of the Historic Preservation Board of Miami Shores Village was held on Monday, April 23, 1984, The meeting was called to order at 7:30 p.m. at the Miami Shores Village Hall, The following members were present: Marty Stofik, Chairman James A. Dixon, Jr. Henry D. Gaggstatter Ralph Renick Absent: Victor D. Griffith. Also present: L, R. Forney, Village Manager 2, MINUTES: The minutes of the March 1, 1984 meeting were approved as written, by a motion made by Mr. Dixon, seconded by Mr. Gaggstatter and carried unanimously. 3. CONSIDERATION OF NOMINATED PROPERTIES: (a) 120 N. E. 91 Street, owner — Robert A, Frech Discussion followed review of photographs and fact sheet on this house. It was confirmed through tax records that the house was built in 1924, making it the second oldest house to be considered for desig- nation. The house remains significantly in its original con- dition, the only change appears to be a window on the second floor and a wrought iron door installed in front. Mr. Dixon moved for recommendation, seconded by Mr, Gaggstatter, and carried unanimously, Mr. Frech arrived later (8:20 p.m,) in the meeting, He stated that he has no particular comments about the house and has no objection to have it recommended for Landmark Designation. • • aiami cihorescillage F L OR ID A -2" April 23, 1984 ( ) 477 N, E. 92 Street; oWner—Myrall,;=Band Members reviewed photographs and fact sheet on this property. The house is primarily significant because of the work of a master, having been designed by Marion Manley, the first woman architect in Miami, Mks. Stofik read a letter from the owner, Mrs. Hand, stating that she is not interested in having the house designated at this time, Following discussion Mr, Gaggstatter moved to drop this property from the inventory, seconded by Mr. Renick, and passed unanimously. (c) 1009 N. E. 94 Street, owner - Karen Ellenby This property is especially significant for its archeological potential. The coral rock wall is an example of the use of native materials. Mrs. Stofik read a letter from the owner, Jay D. Ellenby, M,D., requesting that the property be removed from consideration. Further discussion followed review of photographs and the fact sheet. Mr. Dixon moved, that in view of the owners objection, no action be taken at this time, seconded by 'Mr. Gaggstatter, and carried unanimously. (d) 1008 N. E. 94 Street, owner - William Potter Mrs. Stofik stated that due to the fact the house has just been sold and the new owners have not been duly notified of the Boards consideration, this property cannot be considered at this time, Mr, Dixon ammended his previous motion to include 1008 N. Shores Country "Club • &Golf C iurse 10000 Biscayne Blvd. owner Miami Shores Village There WAS much discussion on -the merits, and rami- fications of designating the building and/or the Golf Course. It was the consensus of the members that the building itself has been altered numerous times over the years and that the historical value could -not be damaged if the building were replaced. Mr, Dixon moved to recommend this property to Council on the grounds that the property location, and the significant part it has played in Miami Shores History, makes it worthy of designation, provided that there is enough latitude to allow appropripate Golf Course maintenance, renovation and repair, and redesigning, etc. The motion was seconded by Mr. Renick, -rand carried unanimously, SUMMER SCHEDULE: Following discussion, in an effort to establish a summer meeting schedule it was determined that there will be a meeting in May and June, Mr. Dixon stated that his term on the Board will expire in June, and due to the fact that he is spending more and more time in Tallahassee, he definitely will resign at that time. Mrs. Stofik distributed a Memorandum Re; Meeting Schedule, she requested that ambers review it and be prepared to discuss same at the May meeting, 4. E, 97 Street, owner Harriet G, Blackwell 75 N. E, 104 Street, owner - Joseph J, Velez 29 N. E, 91 Street, owner - Marty Stofik/Marie Maitland 1069 N, E. 91 Terrace, owner - Elroy L, Decker 1098 N. E. 96 Street, owner - Juan L, Aldrich 273 N. E. 98 Street, owner - Joseph M, Dorst 5. PROPERTIES TO BE NAMED IN MEMORIAM Mr. Dixon's report on this item was tabled until the May 21 meeting. • • Jhores9illage FLORIDA -4- April 23, 1984 6. COMMENTS: Mrs, Fix, 54 N. E. 103rd Street, attended the meeting to report on a Champion Gumbo Limbo tree on her property, She reported that on April 17, 1984, Jerry Cordy, of the State Department of Agriculture measured the tree and took photographs which will be sent to Washington. It is re- ported that this is the largest and oldest Gumbo Limbo, on record, in the U. S. . (Measurements of the tree are as follows: 1 point/inch Circumference at 4.5' above ground 124" 124 points 1 " /4 ft Crown spread (110/2) 55' 14 points 1 " /foot Height 36' 36 points TOTAL 174 points) It was further noted that a neighbor does not wish the tree to overhang her property and she wants to cut it back significantly. Following much discussion, Mr, Dixon moved to recommend the tree as a historic object, seconded by Mr. Gaggstatter, and passed unanimously, Mrs. Stofik will visit the neighbor (on Tuesday, 4/24/84) in an effort to forestall any immediate drastic pruning. This recommendation will be made to Council at the May 1 meeting, 6. REPORTS, ANNOUNCEMENTS: Mrs, Stofik was pleased to report that a $1,500,00 Matching Funds Grant has been received from the State, a part of funds realized from Dade Charities Days, The monies will be used for a complete survey of Miami Shores historical buildings and photo- graphic archives to be established in conjunction with the survey, Matching funds coming from normal secretarial time and volunteer hours to assist an intern, who will be employed for several months to do a .tt cough designation report on all buildings listed on the site inventory, and to acquire a full set of pictures :o that when a property is nominated for designation the file is ready & complete. Use of funds will begin in July, MIAMI SHORES ELEMENTARY SCHOOL, which the Board attempted to designate unsuccessfully some time back.
