01-23-1984 Regular Meeting• iami cniores9Bage F L OR i D A HISTORIC PRESERVATION BOARD JANUARY 23, 1984 A regular meeting of the Historic Preservation Board of Miami Shores Village was held on Monday, January 23, 1984, at 7:30 p,m. at the Village Hall, with the following members present: Marty Stofik, Chairman Henry D. Gaggstatter Victor D. Griffith Ralph Renick Absent: James A. Dixon, Jr. 2) Minutes of the meeting of November 21, 1983 were approved as written by a motion made by Mr. Gaggstatter, seconded by Mr. Griffith, and carried unanimously. 3) CONSIDERATION OF NOMINATED PROPERTIES: (a) 379 N. E, 94th Street, owner - Paul Annis In light of the fact that Mr, Annis was not present nor had he been heard from, members reviewed photographs and discussion followed, It was agreed that the architectural design of the house is most interesting and worthy of consideration by the Board. Mr. Griffith moved to recommend Landmark Designation for this property to Council, seconded by Mr. Renick, and carried unanimously, (b) 384 N. E. 94 Street, owner - Robert Davis Mrs, Stofik informed the Board that this is a lovely house. Built for Miami Shores developer, Hugh Anderson, this house has a great deal of architectural detail. There have been some unfortunate changes of windows and doors; however, the original design remains essentially in tact, Following review of Photographs and discussion, Mr. Gaggstatter moved the Preservation Board recommend this structure for Landmark Designation, seconded by Mr. Renick, and passed unanimously. • • aiami Jhores9illage F L OR ID A - 2 - 1/23/84 (c) 107 N. E. 96 Street, owner - Robert Viscount Mrs Stofik informed the members that City records show the owner as Robert Viscount, However, Mrs, Viscount called from Conn. where she now lives, stating the house was sold seven months ago to a California company. Mr. Renick moved that consideration of this house be de- layed until a later date when a true owner is known, Motion was seconded by Mr. Gaggstatter,and carried unanimously. (d) 940 N. E. 95th Street, Owner- Dean Miller Photographs and information about the Miller residence were reviewed. Pam Miller was present at the meeting to represent her parents, the owners. Ms. Miller inquired regarding re- strictions in changes to the property. She was informed by Mrs, Stofik that changes are permitted so long as they are architectually compatible, and the proper permits are obtained. Ms. Miller also asked if there are any tax benefits which are available, Mrs, Stofik advised her that, at the present time, there are no property tax benefits. Ms. Miller stated that the house was built in 1933, and it is a most interesting house to live in. Much discussion followed. Members agreed on the architectual integrity of the house and felt the several large live oak trees added significantly to the property. Following consideration by the Board members, Mr, Renick moved that recommendation be made to Council for Landmark Designation of this property, seconded by Mr. Gaggstatter, and passed unanimously, Ms. Miller was advised the Village Council would make the final decision. Collins - Eugenia Blackwell This house and lot are both large and landscaping signifi- cant. Construction of this house could not be duplicated under the present building code. It was noted that this house is significant in tandem with the property at 940 N, E. 95 Street (item (d)). Following review of the fact sheet and the photographs of this house, Mr. Renick moved to recommend Landmark Desig- nation, seconded by Mr. Griffith and carried unanimously. 4. NOMINATIONS OF PROPERTIES TO BE CONSIDERED REVIEW OF PENDING NOMINATIONS These two items were considered jointly. Mrs. Stofik announced the February meeting will be delayed one week, and will be held on February 27 instead of February 20, a legal holiday. The following properties are to be discussed at the February 27 meeting: 284 N. E. 96 Street, owner - Dennis Fisher (Riach House) 313 N. E. 92 Street - owner -Donald W. McIntosh 333 N. E. 92 Street - owner -Blanche P. Clark 341 N. E. 92 Street - owner Alice Dickinson 357 N. E. 92 Street - owner -Thomas M. Beck For consideration at the March 19 meeting the following properites will be discussed: These first four properties had been previously tabled: 369 N. E. 97 Street - owner - Michael P. Connolly 9760 N. E. 5 Avenue Road - owner - Mr. & Mrs, Richard Colangelo 501 N. E. 94 Street - owner - Robert Koppen 351 N. E, 105 Street - owner - Mr. & Mrs. Dudley Cawthon Other houses to be considered for designation follow: 257 N. E. 91 Street 1291 N. E. 96 Street 310 N. She suggested the possibilities for Grant -in Aid be explored for whatever projects the members might wish to undertake. Follow- ing much discussion, Mr. Renick moved that Mrs. Stofik be empowered to investigate this proposition and report her findings back to the Historic Preservation Board at the next meeting. Mr. Gaggstatter seconded the motion, and it passed unanimously, 6. ACTION TO BE TAKEN ON PROPERTIES ON WHICH OWNER CONSENT HAS NOT BEEN OBTAINED, Mr. Gaggstatter recommended that the Board continue, as at present, with the program and perhaps as more and more properties are designated, others will reconsider, 7. COMMENTS,. REPORTS, ANNOUNCEMENTS. (1) Mrs, Stofik announced to the Board that on February 6, 1984 at12:15 p.m. the Dade County Historic Preservation Board will have a luncheon meeting at the Downtown Womens Club. School Board members will be present and preservation of schools will be discussed. (2) Mr. Renick attended the last meeting of the Dade Council of Preservation Boards. It was recommended that in order to fund the Council, each Board would pay $10.00 per year, Mr, Gaggstatter moved to accept the recommendation and pay the $10.00 from the budget,.. seconded by Mr. Griffith and carried unanimously, (3) February 22, 1984, 7:00 p.m., a film, titled, "Miami The Magic City" will be presented at the Brockway Library. Co-sponsors of the program are Friends of Brockway Library and the Historic Preservation Board of Miami Shores. (4) February 10 and 11, a two-day Seminar will be held at F. I, U.. Our Chairman, Mrs. Stofik will be Chairman for this Seminar, "How to Profit from Historic Preservation". • aiami Jhores9illage F L OR ID A - 5 - 1/23/84 (5) On Friday, February 24, Mrs. Stofik will be chairman for the Florida Conference of Preservation Board and Commission. This is a one -day workshop to be held in Tampa. Mailings will be going out soon. (6) April 27, 28, 29, will be Preservation Week in Miami Shores. Mrs. Stofik stated she has contacted representatives in El Portal, Biscayne Park, and in North Miami to determine how they would like to cooperate. There will be a Special Display at Brockway Library and a number of other activities are being planned, (7) In the absence of Mr. Forney, and a report on the change to ordinance to name Village Property in memorial, Mrs. Stofik requested the Secretary, Josephine Church, to check with Mr. Forney regarding this matter, (8) March 24, Miami Shores Mayor's Task Force - Circus Parade, Mrs. Stofik urged members to attend as many of these functions as possible.
