HISTORIC PRESERVATION BOARD
NOVEMBER 21, 1983
A regular meeting of the Historic Preservation Board of Miami
Shores Village was held on Monday, November 21, 1983, at 7:30 p.m.
at the Village Hall, with the following Board members present:
Marty Stofik, Chairman
James A. Dixon, Jr,
Victor D. Griffith
Henry D. Gaggstatter
Absent: Ralph Renick
2) MINUTES:
Minutes of the meeting of October 3, 1983 were approved as
written by motion made by Mr. Dixon, seconded by Mr. Gaggstatter,
and carried.
3) CONSIDERATION OF NOMINATED PROPERRTIES:
a) 577 N.E. 96 Street, owner - Carl Fabian
Following discussion, review of photographs of the "Camp House"
and consideration of the architectural and historical history
of this structure, all agreed this is a fabulous house,
Mrs. Carl R. Fabian was present at the meeting and showed
photographs of the interior of her home to the Board. For
the benefit of Mrs. Fabian, our Chairman explained the
essential elements of our Ordinance as well as the necessary
steps to be taken in the event external changes are desired.
Following consideration by the Board, Mr. Dixon moved that
recommendation be made to Council for Landmark Designation
of this property, seconded by Mt, Gaggstatter, and carried
unanimously.
Mrs. Fabian was advised this would be taken to Council on
December 20th, rather than December 6th.

b) 152 N.E. 92 Street, owner - Jose Barrocas
Mr. Stofik noted that there had been some rather unfortunate
alterations made to this structure and this family, who are
very much involved in historic preservation,have corrected
many incompatible changes made by previous owners. Mrs.
Barrocas is an architect and has just completed her master
thesis on twenty of the most historic homes in Dade County..
Following review of photographs and the fact sheet,. Mr.
Griffith moved the Board recommend Landmark Designation
for this structure, seconded by Mr. Gaggstatter, and
carried unanimously.
361 N.E. 101 Street, owner - Sjoerd Leemburg
Due to its symmetry, this is a very unusual Kiehnel &
Elliott structure. Following review of the fact sheet
and photographs of the home, Mr. Dixon moved for
recommendation for Landmark Designation, seconded by
Mr, Griffith,and carried unanimously,
d) 553 N.E. 101 Street, owner - Jim Yates
Mr. Yates requested landmark designation of this property
and now is vacilating on whether or not he wishes designation.
Mr. Dixon stated that under the circumstances, in deference to
Mr. Yates, we should pass on this structure. Discussion
followed relative to Mr. Yates intention to build an addition
to the house and also, whether or not the Board would consider,
at this time, the structure of significance for landmark
designation recommendation,
The Board was in accord to drop this house from cons ,deration
and so inform the owner,
e) 501 N.E. 101 Street,(Lucien Renuart Res,) ownerr:Robert Koppen
Mr. Dixon advised the Board he spoke to Mr. Robert Koppen,
who is very conscious of the significance of historical
designation, but was mainly concerned about deed restrictions
relative to conveying title. Mr. Dixon noted he assured Mr.
Koppen there were no deed restrictions and Mr, Koppen then
advised Mr. Dixon he wished more time to think this over.

Mr. Dixon advised the Board he would get back to Mr.
Koppen before our next meeting, and whether Mr. Koppen
agrees or not, at that time we can consider whether or
not we will designate the home.
Following discussion, Mr. Dixon moved that we table
this structure for designation consideration until our
next meeting, seconded by Mr. Gaggstatter, and carried
unanimously,
4) NOMINATION OF PROPERTIES TO BE CONSIDERED
The following properties are to be discussed at the December 19th
meeting:

The four residences on N.E. 92 Street may be considered as
District,
a Historic.
The Chairman requested.the Board to submit, at our December meeting,
nominations for consideration in February, 1984.

6) DISCUSSION REGARDING PROPERTIES NOMINATED FOR
WHICH OWNER CONSENT HAS NOT BEEN OBTAINED
The Chairman noted this was put on the agenda because of
properties such as the Barnott Homestead. Mrs, Stofik questioned
whether the Board would consider sending some communication to
people who for various reasons requested their home not be
considered for landmark designation, advising we are still
interested in their homes and would appreciate discussing
this with them. Mr. Dixon agreed this would bea good idea
to follow-up and place on a future agenda.
7) STATUS REPORT ON INFORMATION BROCHURE - MR. DIXON
Mr. Dixon advised he will have the information brochure available
very shortly and this brochure should be included with letter sent
to owners who have not yet consented to designation.
Mention at this time was made of several homes who should receive
our brochure and letter, namely,Col. Harris' house, the Fowler
home, Cawthorn house, Connolly house, and the Colangelo residence.
8) COMMENTS, REPORTS' AND ANNOUNCEMENTS
The Chairman announced receipt of a letter from Mk, Dixon resigning
from the Preservation Board as he is moving to Tallahassee the 1st
week in January, 1984,
Mr. Dixon advised.he will continue to own his
but this will not be his principal residence
to his nephew. Mr. Dixon will fly in several

Following discussion with the Board, Mr. Dixon withdrew his letter
resigning from the Preservation Board and advised that he will continue
service but would not seek reappointment.
A letter was received from Richard K,Johnson declining our offer of
position of Special Advisor to the Board, noting his time is limited
to devote to civic duties and he therefore would prefer to utilize.

Mrs. Stofik reported on Mr. Dixon's eloquent speech to Council
with reference to recommendation of the Historic Preservation
Board that consideration be given to naming Village property
in memory of past founders of the community: The Village
Manager is in the process of preparing appropriate language
to be added to our Ordinance to delegate this to the Historic
Preservation Board.
Our Chairman attended the National Trust Preservation Meeting
in San Antonio. In attendance were more than 2,000 people
and the conference was very successful.
Mrs. Stofik informed the Board that the recording, secretary,
Gloria Mato, was leaving the employ of the Village, Mr,
Dixon moved that the Board offer Mrs. Mato their heartfelt
thanks for her work and dedication to this Board and best wishes
'in the future. Motion was seconded by Mr'. Griffith and carried
unanimously.
February 10th and lith, there will be a series of three seminars
co-sponsored by Dade Heritage Trust and Florida International
University's Continuing Education Division about tax benefits
of Historic Preservation, Historic Preservation as a Real Estate
project and the buying and restoring of historic buildings.
In conjunction with Friends of the Library, on February 15, 1984
Arva Parks will show a film, Miami, The Magic City.
The meeting adjourned at 9:30 p.m.
