10-03-1983 Regular Meeting (2)• • Miami cShores9 llage F L OR ID A HISTORIC PRESERVATION BOARD OCTOBER 3, 1983 A regular meeting of the Historic Preservation Board of Miami Shores Village was held on Monday, October 3, 1983, at 7:30 p.m. at the Village Hall, with the following members present: Marty Stofik, Chairman James A. Dixon, Jr. Ralph Renick Victor D. Griffith Henry D. Gaggstatter 2) MINUTES: Minutes of the meeting of September 19, 1983 were approved as written by motion made by Mr. Dixon, seconded by Mr. Griffith, and carried. 3) CONSIDERATION OF NOMINATED PROPERTIES: Pruitt House - Mr. Dixon recommended that the Board reconsider this property for designation hence it was removed from table at our September 19th meeting. Mr. Dixon strongly urged the Board to consider the Pruitt House as a historical site, if not necessarily a historical structure. He reviewed the history of this structure and felt it was note- worthy as the residence of the first Mayor of Miami Shores, Frank 0. Pruitt. Mr. Griffith stated that designating this structure as a historical site would prevent further changes to the structure, as such changes would require Board approval if site designation is granted. Mr. Gaggstatter agreed with Mr. Dixon. Mrs. Stofik stated the structure was not architecturally worthy and she was not in favor of naming a site or a house as a historic landmark because of a person living there, unless it is an extraordinary house, and plans exist to restore the structure to the condition existing at the time the person lived there, as a museum type project. Mrs. Stofik does not feel designation of the Pruitt residence is appropriate; the house is not typical of South Florida architecture and does not possess any of the characteristics that make a house outstanding in our community. • Ahorealliage FLORIDA - 2 - October 3, 1983 The Chairman stated the changes made to the Pruitt house are appalling and the primary purpose of a site designation is to protect the property for future archeological excavations and further, to protect landscape features. Mrs. Stofik agrees that Mayor Pruitt should be honored, but designating this structure is not, in her estimation,the proper way to accomplish this. Mr. Renick stated he also had some difficulty with the architectural features of the Pruitt house. Following discussion, Mr. Dixon moved that the Pruitt residence be recommended for approval as a historic site, as the original residence of the first Mayor of Miami Shores, despite the poor architecture. Motion was seconded by Mr. Griffith and failed to carry with the following vote: Mrs. Stofik Nay Mr. Dixon Aye Mr. Renick Nay Mr, Griffith Aye Mr. Gaggstatter Nay Discussion followed relative to recognition of founders of Miami Shores Village. Mr. Dixon moved the Board recommend to Council the naming of new developments, parks or recrea- tional facilities, etc,,after the founders of Miami Shores Village. Mr. Renick seconded the motion and carried unanimously. 4) APPOINTMENT OF BOARD MEMBERS: The Village Council has seen fit to reappoint Mr. Renick and Mrs. Stofik to another term on the Historic Preservation Board, Mr. Henry D. Gaggstatter has joined our Board as the fifth member, replacing Mr. McCall, who has resigned. In conjunction with this, Mrs. Stofik recommended to the Board the appointment of Mr. Dick Johnson, as we have no architect on our Board. He will be a special advisor to the Board on technical matters and his service will be gratis. Mr. Dixon moved we request Mr. Johnson's services as advisor to the Historic Preservation Board, seconded by Mr. Gaggstatter, and carried unanimously. Although Mr. Griffith voted 'yes' for Mr. Johnson's service to the Board, he wished to record that he considers Miami Shores Village a 'postage stamp' Village, and he felt if all Board members did their 'homework', the Board would not require an advisor. • • CillOreanillage FLORIDA - 3 - October 3, 1983 5) ELECTION OF CHAIRMAN - 1983 - 1984 Mr. Dixon moved that Mrs. Marty Stofik be nominated Chairman of the Historic Preservation Board for 1983-1984, seconded by Mr. Gaggstatter and carried unanimously. "WISH LIST" Discussion was held on various properties submitted by Board members for consideration at future Board meetings for landmark designation. 7) NOMINATION OF PROPERTIES TO BE CONSIDERED: In conjunction with discussion in item 6, the following five properties will be considered at our November 21st meeting: 553 N.E. 101 Street 361 N.E. 101 Street 577 N.E. 96 Street 152 N.E. 92 Street 501 N.E. 94 Street - James M. Yates - Sjoerd Leemburg Carl E. Fabian - Jose E. Barrocas - Robert A. Koppen Proposed for discussion at the December 19th meeting are the following properties: 379 N.E. 94 Street 384 N.E. 94 Street 107 N.E. 96 Street 940 N.E. 95 Street 960 N.E. 95 Street - Paul S. Annis - Robert H. Davis - Robert S. Viscount - Dean R. Miller - Eugenia C. Blackwell 8) STATUS REPORT ON INFORMATION BROCHURE - MR. DIXON This report is not available for this meeting. • • • cfhores)illage F L O R ID A - 4 - October 3, 1983 9) COMMENTS, REPORTS AND ANNOUNCEMENTS Mrs. Stofik attended the Statewide Conference of the Florida Trust for Historic Preservation and advised that George Percy was the guest speaker at the luncheon. She also attended the organizational meeting of the Florida Conference of Preservation Boards and Commissions on September 29th and our Chairman, Mrs. Marty Stofik was unanimously elected as Chairman of the Florida Conference of Historic Preservation Boards and Commissions. The first statewide, all day meeting will be held in Gainsville in late January. Dade Council of Historic Preservation Boards is meeting October 17th at the Miami Womens Club. Also, on the same day, at the Sheraton Bal Harbour, there will be an all day exhibition of the proper manner to restore older structures.
