HISTORIC PRESERVATION BOARD
APRIL 25, 1983
A regular meeting of the Historic Preservation Board was
held on Monday, April 25, 1983, at 7:30 p.m., at the Village
Hall, with the following members present:
Marty Stofik, Chairman
C. Lawton McCall
Ralph Renick
James A. Dixon, Jr.
Victor D. Griffith
2) MINUTES:
Minutes of the meeting of March 21, 1983 were approved as
written by motion made by Mr. Griffith, seconded by Mr. McCall
and carried.
3) REVIEW OF PROPERTIES NOMINATED FOR LANDMARK DESIGNATION:
a. MERCER BUILDING, 9545 N.E. 2 AVENUE
Discussion was held on Mr. Bennetts views relative to
designation of the Mercer Building. The Chairman noted
that the purpose of the Board was to recommend to the
Council whether this site should or should not be designated
based on its own merits.
Mr. Renick moved that the Preservation Board recommend
Council approval of historic landmark designation for
the Mercer Building. Motion was seconded by Mr. Dixon
and passed unanimously.
b. PRUITT HOUSE, 363 N.E. 98 STREET
This property is in the process of being sold to Clarice
Weskel, of Robinson & Weskel Communications, who expressed
interest in landmark designation for the site.
Although the house may have historical significance as the
home of the first Mayor of the Village, Mr. Renick felt it
has been altered dramatically to the point. where the appearance
was unworthy of designation. Discussion was held on the historic
value of the property and Mr. Frank Pruitt°s service on the Dade
County Commission (Metro) and the Budget Commission. Mr, Dixon
felt that regardless of the architectural integrity, this house
should receive consideration for historical significance.

Following further discussion with reference to the
architectural significance, Mr. Renick moved that
the Board table consideration of this site, seconded
by Mr. McCall and carried 3/2, with Mr. Dixon and
Mrs. Stofik dissenting.
c. 300 N.E. 91 STREET, IN TRUST FOR MRS, GERTRUDE FOWLER
The Board is required to make a decision on designation
in order to clarify whether to pursue the trust holding.
this property for Mrs. Fowler.
Discussion followed relative to the basic attributes of
the original design and condition of the structure, plus
the fact that it is one of the earliest houses in Miami
Shores.
Mr. Dixon moved that the Board recommend to Council
designation of this structure as a historical landmark
of the Village. Mr. Renick seconded the motion, and
carried unimously,
d. 515 N.E,.101 STREET, BARRY ASMUS
This is a two-story mission style structure, described
fully in the Landmark Fact Sheet, This house has been
restored by Mr, Asmus, however, it retains its architectural
integrity. Mr. Barry Asmus was in attendance at the Board
meeting,
Following discussion, Mr. Dixon moved the Board recommend
to Council approval of designation of this site, Motion
was seconded by Mr. McCall and carried unanimously,
Mr, Asmus. was advised this will go to Council on May 3rd.

Mr. Donn Flipse•was present at this meeting,
This is a two-story Mediterranean revival structure, well
preserved.

Following review of the Landmark Fact Sheet, Mr.
Griffith moved the Board recommend to Council
approval of this site for landmark designation,
Motion was seconded by Mr, Renick and carried
unanimously,
This will be recommended to Council on May 3rd.
4) NOMINATION OF PROPERTIES TO BE CONSIDERED FOR LANDMARK DESIGNATION
Following review of various properties for which owners requested
designation as well as sites recommended by Board members, Mr.
Dixon. moved for consideration of the five structures listed
below. Mr. Griffith seconded the motion and it passed unanimously.
The five properties to be considered for Landmark Designation in
June by the Preservation Board are:

5) CERTIFICATES OF RECOGNITION AND PLAQUES
With reference to Plaques, the Board received a letter -quote from
Metal Decor, Springfield, Illinois of $48.90 each, net, for 32" x
16 gauge plate backed with 'l" brass.

Following discussion, Mr. Dixon moved we recommend to Council
acceptance of bid from Metal Decor to furnish plaques for historic
sites, subject to any terms or conditions Council wishes to place,
Motion was seconded by Mr, McCall. Mr. Renick asked to amend the
motion that the Village bear the cost of preparation of the plaques
and present same to the designees without charge, This was accepted
and the amended motion was carried unanimously.

Photocopy of the proposed Certificate of Recognition was
reviewed by the Board members. The certificates are at
the printers already, in an effort to have them ready for
distribution to the first five designated properties at
Council meeting of May 3rd, On May 3rd, the Mayor will
issue a proclamation designating the second week of May
as Historic Preservation Week,
6. COMMENTS, REPORTS AND ANNOUNCEMENTS
May 8th through 14th is Historic Preservation week in Dade
County and Mrs. Stofik has been attending meetings in Tallahassee
of the steering committee organizing all activities and legislature.
Mr, Ivan Rodriguez, Director, Metro Dade Historic Preservation
Division, will guide a tour organized by the County covering
Northeast Dade County - Biscayne Blvd, & 36th Street up to
the Old Spanish Monastery. The cost of $10,00 includes a
copy of the publication From Wilderness to Metropolis,
During Historic Preservation week in the Village, we will.
have a display at the Brockway Memorial Library.
Mr, Dixon advised the Chairman he is working on the Question
& Answer sheet the Board requested him to prepare. He also
asked -the the Iva M. Kapp residence to be considered in May
be handled by Mrs. Stofik as he will be out of town.
The Board congratulated Mr. Ralph Renick on his appointment
as a member of the Arts & Public Places Trust.
Mrs. Stofik is Assistant Editor of the Historic Preservation
Trust Magazine.
The next meeting of the Historic Preservation Board of Miami
Shores Village will be May 16, 1983,
