HISTORIC PRESERVATION BOARD
MARCH 21, 1983
A regular meeting of the Historic Preservation Board was
held on Monday., March 21, 1983, 7:30 p.m., at the Village Hall with
the following members present:
Marty Stofik, Chairman
C. Lawton McCall
.Ralph Renick
James A. Dixon, Jr.
Victor D. Griffith
2. MINUTES:
Minutes of the meeting of February 14, 1983 were approved
as written by motion made by James A. Dixon., Jr.,, seconded
by Ralph Renick, and carried unanimously.
3. WORKSHOP:
A workshop was held to review the Guidelines and Criteria
for Designation, Tax Incentives and the Effect of Designation
on subject properties.
Our guest speaker, Mr, Ivan A, Rodriguez, Director, Metro Dade
Historic Preservation Division and a resident of Miami Shores
Village, presented slides and discussed the criteria to be
considered in evaluating a building; is it simply to.recognize
historical sites; is it to recognize, protect and build-up on
the physical resources of the Village,each case has to be
considered separately using discretion and taking everything
into consideration. Evaluated were the Mercer Bldg the Pruitt
House and the Oxar property.
PLAQUES:
At this time Mr,. Renick introduced Mr. Herb Sachs, Sales Repre-
sentative of Metal Decor, Div. of Associates Engraving Co.,Inc.
Springfield, Ill. Examples of plaques accomplished by photo-
graphic process on copper, white metal (zinc) and brass were
inspected by the Board. Mr. Sachs advised the plaques can be
turned out over night. Discussion followed relative to weathering
of the plaques. The Board requested. Mr, Sachs, to return with specific
information on weathering of plaques and the care of same in this
climate.

REVIEW"OF ORDINANCE:
March 21, 1983
The Chairman quoted in its entirety Section 6, the Effect of
Landmark Designation. Noted was this section referred:to
exterior features only. Discussion was held.to assure the
Board would be consistent in giving information to residents
regarding alterations or additions to designated properties.
Mr. Dixon offered to draft a question and answer sheet, before
our next meeting, for propertyowners guidance.
Mr. John J. Bucki, 349 N.E. 93 Street and Mrs. Diana Flipse,.
10108 N.E. 1st Avenue, attended our meeting. Mr. Flipse
expressed interest in landmark, designation for.her property.
Mr. Bucki wishes to wait a while and study the Ordinance,
which the secretary will send him.
TAX INCENTIVES:
Discussion was held on tax benefits available to both commercial
and residential structures. Mr, Rodriguez noted the tax aspects
are very complex and Miami Shores is not in competition for funds
as the City of Miami, Miami Beach and Hialeah have .their. own funds,
Mrs. Stofik explained the Countys interest rate write-down plan.
Mr. Rodriguez offered his services to the Village on any matters
relative to Historic Preservation,
COLORS:
The question of original exterior residence colors, existing in
the early days of the Village were discussed, Light pink•was
utilized and other pastel colors. Mr. Rodriguez advised Metro'
:Dade Historic Preservation Division will soon publish a book
which will include appropriate paint colors according to age and
architecture represented,

4. NOMINATIONS OF PROPERTIES FOR LANDMARK DESIGNATION
At our April meeting we will cover. the three tabled properties,
namely, Fowler residence, Pruit residence and the Mercer Building.
Also, proposed for landmark designation at the April meeting is
residence of Barry K. Asmus (1926), 515 N.E. 101 Street and
the Don & Diana Flipse home, 10108 N.E. 1st Avenue (1926).
In May, consideration for designation will be given to the
following: '

5. COMMENTS, REPORTS AND ANNOUNCEMENTS
Preservation week is scheduled from May 8th through the 14th.
Included in that week, Miami Shores will have a display at the
Brockway Library about Historic Preservation in Miami Shores.
Pictures of designated properties will be displayed with
description.
The County will be organizing tours,including a tour of Northeast
Dade County- Biscayne Boulevard & 36th Street up to Old Spanish
Monastery - which will include a part of Miami Shores,
On May llth Mrs. Stofik will be part of delegation going to Tallahassee
to lobby for ad valorem tax -relief for historic properties.

Mrs. Stofik received a letter from Dr. Britton's office reiterating
their stand that a clearcut consent to designation is not possible.
This has been tabled by Council.
:Chairman reminded the Board to appear on April 5th for recognition
certificates to all Boards. (Miami Shores CountryClub)•
The meeting adjourned at 10:00 p.m.
