HISTORIC PRESERVATION BOARD
FEBRUARY 14, 1983
A regular meeting of'the Historic Preservation Board was
held on Monday, February 14, 1983, at 7:30 p.m.,, at the Village
Hall with the following members present:
Marty Stofik, Chairman
C. Lawton McCall
Victor D. Griffith
Ralph Renick
Absent: James A. Dixon, Jr.
2. MINUTES:
The following corrections made to minutes of January 17, 1983.
Item 3, Certificates of Recognition, substitute attached estimates
in lieu of paragraph shown. Item 5, paragraph (b) Wright House,
line 4, substitute word "possible" in place of "probable".
Minutes of. January 17, 1983 were approved as. corrected by motion
made by Mr. Griffith, seconded by Mr. McCall, and carried unani-
mously.
3. REVIEW OF PROPERTIES NOMINATED FOR LANDMARK DESIGNATION
.Before proceeding with this item, the Chairman recommended the
Board establish -a policy, not only for this meeting but for
future meetings., with reference to properties for which we
have not received owner consent. Mrs..Stofik advised ,several
properties on the agenda lack owners consent for one reason
or another: The Board entered into a discussion whether
consideration should be extended to these properties, perhaps
to no avail. Chairman recommended a motion of intent to
recommend for designation and then table; or proceed and
make the motion to recommend for nomination and defer sending
it. to Council.
Mr. Griffith recommended the Board concentrate on people interested
.in landmark designation and consider properties on an item -be -item
basis and not pursue properties lacking owner consent; the Board
concurred and proceeded to review the properties item -by -item.

a. WEISE HOUSE, 121 N.E. 100 Street
Copy of the Landmark Fact Sheet and photographs were
reviewed by the Board. Three generations of the
Weise family attended the meeting, Mrs. Sidney Weise,
Mrs. Edith Miller, her daughter, and Mrs. Miller's
son and daughter. Mrs. Weise presented the original
plans and contractors documents for review as well as
an album of photos depicting the few changes made to
the, structure.
Following discussion, Mr. McCall moved recommendation
be made to Council for Historic Landmark Designation
of the Weise residence. Motion was.seconded by Mr.
Griffith and carried unanimously. Mrs. Weise was
advised this would go to Council on March 1, 1983.
b. FOWLER HOUSE, 300 N.E. 91 Street
This residence is administered by the First State
Bank in Trust for Mrs. Gertrude Fowler; as long
as she is in residence and'then passes on to two
nieces. We have written to the Senior Trust Officer
of the First State Bank, Mr. Douglas Wilbur and he
is taking this up with the Trust Committee for review
of the designation. We are awaiting a response.
It was determined by the Board on reviewing the Land-
mark Fact Sheet that we would pursue designation efforts,
as Mrs. Stofik completed research of the site, which is
historically and structurally significant.After discussion,
.motion was made by Mr. McCall that this item be tabled
until we receive consent to designation by the Bank,
seconded by Mr. Griffith and carried unanimously.
PRUITT.HOUSE, 363 N.E. 98 Street
This residence, as the home of our first mayor, has
historical significance as well.as structural import.
We have not obtained owners consent for designation
as Mr. David C. McGrath is out of the country.
.Following discussion, motion was made by Mr. Renick
'to table this item until we can contact Mr..McGrath,
seconded by Mr. McCall and carried unanimously.

Mrs. Stofik advised that Mr. Bennett does not wish to
make a commitment on designation at the present time.
He wishes to. think about the idea.
Mr. Renick moved to table this item for a future
meeting, seconded by Mr. Griffith,.and carried
unanimously.
e. McCALL HOUSE, 568 N.E. 102 Street
Mr. McCall requested that we withdraw his home for
designation consideration at the present time. The
Board conceded to this request. Mr. McCall does not
wish the home designated as long as he is on the
Board of the Historic Preservation of Miami Shores.
Mr. Griffith moved that we table the McCall residence
indefinitely, seconded by Mr. Renick and carried with
the following vote:
Mrs. Stofik Yes
Mr. Griffith Yes
Mr. Renick Yes
Mr. McCall was excused from the vote.
f. SPEARS -HARRIS HOUSE, 287 N.E. 96 Street
This was tabled at our last meeting until decision
was made by Col. Emrys C. Harris•with reference to
designation. Both Col. Harris and Miss Pratt Spears,
his aunt, have both been in poor health and have not
had the energy to go into this. Col. Harris has
respectfully requested that we table this until he
is in better condition to discuss this with the Board.
Mr. Renick moved that we table this item for future
consideration, seconded by Mr. Griffith and carried
unanimously.

4.. NOMINATION OF PROPERTIES TO BE CONSIDERED
FOR LANDMARK DESIGNATION
Six inquiries were received in response to form in the Village
Hall News of February, 1983. In addition to these properties
Chairman supplied the Board with sites mentioned as possible
nominees. Before discussion is held on further designations
Mrs. Stofik recommended a Workshop session to go over all
information sent to us by the State and Federal Government
so there is uniformity in the information we give.the residents.
Also at the Workshop the Board will review the Interest Grant
Program and ERTA and TEFRA Tax information and the Chairman
will give an account of the Historic Preservation Statewide
Conference.
All members agreed to hold a Workshop session at our next
meeting, March 21, 1983,
In the meantime, the Board will study the list ofresidents interested
in Landmark Designation.
5. VILLAGE COUNCIL ACTION ON BOARD RECOMMENDATIONS
At the February 1st Council meeting five properties were
recommended for designation. Mrs. Stofik reported the Miami
Shores Elementary School was deferred at her request, until
the School Board develops its policy on historic preservation
of significant school properties. The Tyler House, Wright House,
Old Pump House and the Grand Concouse Apartments were approved
by Council for designation.
:Chairman advised Council gave a round of -applause to the Preservation
Board in appreciation for their excellent performance.
6. CERTIFICATES OF RECOGNITION AND PLAQUES
Certificates - Art work for the certificates is in the hands of
Mrs. Held; purchase order has been approved, and certificates
should be available shortly.
Plaques - Dade County brass plaque, obtained by the Village
Manager, was discussed by the Board. This plaque could be.
obtained for $50.00 or less.
Discussion was held on the responsibility of payment for plaques.
Determination has not been made whether the Village. should split
the cost with the nominee.

Mr. Renick showed photographs of Savannah plaques to the Board.
He displayed a copper plaque from Metal Decor, Springfield,
Illinois - priced at $68.00. Mr. Renick spoke with Sr. Myra
Marck, Barry University Art Department, and determined that
Barry could furnish plaque with artwork comparable with Metal
Decor's for approximately $20./$30. Discussion was held relative
to method of protecting copper from the elements. Specifics
on plaques will be supplied at our next meeting.
7. COMMENTS, REPORTS AND ANNOUNCEMENTS,
Mrs. Stofik noted that the Chairman and recording secretary
attended the Statewide Conference for Historic Preservation
Boards on January 22, 1983. A great deal of material was
covered at this conference and information will be reviewed
at our Workshop Session.
