CODE ENFORCEMENT BOARD MEETING
March 3, 1988
The Miami Shores Village Code Enforcement Board regular meeting convened
on Mar¢h 3, 1988. The meeting was called to order at 7:30`P.M., at Miami
Shores Village Hall by Chairman. Grau, with the following members present:

1. MINUTES - January 7, 1988
The minutes of the meeting of January 7, 1988 were approved, as written,
by a motion made by Mr. Stokesberry, seconded by Dr. James, and passed.
2. COUNCILWOMAN MARTY STOFIK
COUNCIL CONCERNS RE: CODE ENFORCEMENT AND PROCESSES
Mrs. Stofik stated she comes as emissary from the Village Council to ask
assistance in response to Council concerns: 1. What can be done in Miami
Shores to achieve more effective Code Enforcement -having fewer properties
in violation. 2. What we can do as community to address the problem of
properties, while not in flagrant violation of, code, are beginning to look
unkempt, unsightly, and, neglected. Council is aware, there are exceptions,
but Council is concerned more with general rule, at to be more specific
general deterioration. Some examples East of Biscayne Blvd. cited as a
junk car in front yard, rental property occupied solely by teenagers, garage
apartment behindlaalome where college age studentsare renting, four houses
in need of paint, a house with Christmas wraps still on the front door,
inadequate off street parking and some yards overgrown with weeds, etc.
Neighbors are embaressed with their street, a general decline, snowballing.
A part may be the Village's fault; a sidewalk in very bad disrepair, several
trees desperately needing trimming.
To begin: work towarda solution, Council has asked: Planning & Zoning Board
to rewrite definition for the word 'family' in the Code, and instituted an
investigation by the Board of Realtors who misrepresent single family homes
as multi family dwellings. Code Watch Program is started, and a letter has
been developed to be sent to all new Miami, Shoresresidents regarding all
requirements which have to do with upkeep of property according to Code,
(garbage disposal, hedge height, permit requirements, etc). Funding has
been provided to put Code Enforcement Department on the computer system.
Mrs. Stofik continued that the Village Manager has been requested to submit,
the cost of addidional personnel to aid enforcement. Effective Code Enforce-
ment
nforce:ment is achieved by reducing the number of properties that are not now in
compliance.

Now we need some of your:ideas, what Council can do with regard to funding,
• policy and procedures, legislative changes, staffing, ticketing, etc.
Mr. Custin opened Board discussion by voicing his thoughts on forclosure on
liens, and:.legal procedures. There also was much discussion concerning
problems with boarder` rentals or multi family type rentals, need for addi-
tlonax:.p.ersonnel, and a.written guideline Code Enforcement Policy.
Mr. Stokesberry mentioned a Code Watch.Program:where .a knock on the door,
and offer Of a remedy will result in response. This could be a program
where a few well trained courteous people might be deputized.:Mr.. Stokesberry
continued that manpower;is the answer, and he is not sure they have to -be
paid. There was also a discussion on. a definition of number of cars which
may be parked at a residence, liMitinggarage enclosures, roof types.
Members concur that a good system might be to -focus in on.a different problem
each month. Also mentioned were the many cases coming:before the Board which
are a. financial plea. Mr. Schroeder suggested that this could be an area
where the Mayor's Task Force could be effective. Construction;work in limbo
was also -mentioned. Mr. Henderson suggested using Mobile Crime Watch as
reporters, and. also .the book by the Village Manager, "All'You Wanted to Know'%

Mr. Stokesberry noted that directive has come. from Council to-Code.Enforce_;.•
ment and Planning & Zoning cannot be left out. All agree that something
positive can be done and good things. can begin to happen. More manpower
is definitely needed. The procedure needs to be streamlinedand expedited,
an emergency procedure instituted for particularly derelict::property, and
a continuous advertising program to instill pride.
.Mr. Stokesberry commented that Countii.has requested Code Enforcement Board
make recommendations to.strength code enforcementyby March 15 Council meeting.
He then moved that the Chairman of the Code Enforcement Board, Planning &
Zoning Board and the Mayor as. Council representative, with two representatives
from each Board and Council, that is nine people for. a=work. group,':for -the
purpose of providing serious guidelines and policies foei.better.;_Code Enforce-
ment. The motion was seconded by Mr. Henderson, and passed by unanimous roll
call vote.
Dr. James excused himself from the meetingat this time:.
Mr. Henderson suggested and.moved that Mr. LuBien be given immediate assistance
to enforce the Code Enforcement'. Program, ,seconded by Mr. Stokesberry.
Discussion followed concerning the possible need to hire a bi lingual. person"_'.
in the field and clerical personnel, and if they should be full or part time
help. Mr. Henderson withdrew his motion when it was explained funds have
been allocated for this purpose.
Mr. Custin then madea motion requesting Mr. LuBien.provide Members with a
five year case load history and possible projections. Mr. St.hroeder seconded
the motion. Discussion ensued concerning better personnel, streamlined,
efficient and more effective Code Enforcement. The motion passed unanimously.
It was then agreed that., this imformation,be assembled, and it will be
reviewed by the Board at the next meeting. Also requested is a paragraph
description of procedure and length of time for enforcing a case.
