The meeting was called to order by Chairman Santos Rivero at 7:30 P.M., at the Miami Shores Village Hall, with the following members present: Santos Rivero, Chairman Franklin E. Grau Thomas.L. James Sandy Sottilare Julie A. S. Williamson Absent: Arthur H. Taylor,. excused absence. William Schroeder Also presents Frank LuBien, Code:Enforcement Director Jack Wilson., Code Enforcement Inspector 1. MINUTES - March 5, 1987 The minutes of the meeting of,March 5, 1987 were:approved, as written, by a motion made by Dr. James., seconded by Mrs. Williamson, and passed by unanimous vote. 2. AFFIDAVIT OF: VIOLATION, CASE NO. 87-4222-184 JOHN COLLINS, 11016 N. W. 2nd AVE. VARIOUS VIOLATIONS Members reviewed..photographs,.as Mr..LuBien recited the facts behind the violation, he stated that the conditions as..seen in the photographs still prevail as of todays' inspection. The overgrown and unsightly yard was cleaned up,,.but nothing has been done about the poorpainting conditions,'.in.spite afa letter received from the owner that:the violation would_be corrected. Mrs. Williams moved to proceed to the next step, seconded by Mr. Sottilare and passed unanimously. 3. AFFIDAVIT OF`VIOLATION,.CASENO. 87-4275-185 WILFRID, PIERRE, 24 N. W. 109th, ST. UNLAWFUL FENCE Mr. LuBien:noted the facts behind the violation are an unlawful fence installed in the alley right of way. Members reviewed photographs of this violation. Mr. LuBien'.also stated that the Final Notice was hand delivered today and though.he had conversation with Mr. Pierre he was not sure the violation notice is understood. A motion to proceed to the next step was made by Mrs. Williamson, seconded by Mr. Sottilare, and passed unanimously. • • • CODE ENFORCEMENT BOARD -2- 4/2/87 4. AFFIDAVIT, OF VIOLATION, CASE NO. 87-4278-186 FELIX ATILES-FIGUEROA,262 N. E. 103rd ST. NO GARBAGE CONTAINERS Mr. LuBien noted that inoperable vehicles as.cited in::this violation have been -removed, however no action has been. taken to: provide proper containers for garbage and trash. He futther noted that this is a recurring violation, and that Mrs. Figueroa has been before the Board for this same violation previously. Members reviewed photographs of the garbage strewnover the ground. Mrs. Williamson moved to proceed to the next step, seconded by Dr. James, and carried by unanimous vote. 5. AFFIDAVIT OF VIOLATION, CASE NO. 87-4279-187 FRANCISCO VARELA, 130. N. W. 97th ST. CONSTRUCTION WORK WITHOUT PERMIT Members reviewedphotographs, as Nr. LuBien recited the facts behind the violation. He also stated that he has had problems with this location in the past. Mr. Sottilare moved to go to the next step, seconded by Dr. James, and passed by unanimous vote. 6. AFFIDAVIT OF VIOLATION, CASE NO, 87-2708-188 AT.FTANDRO AGUILERA, 1276 N. E. 93rd ST. 2 BOATS IN FRONT YARD Mr..LuBien stated that a complaintwas received thattwo boats were parked in the front yard at this location. An inspection confirmed the violation. Further, the owner of this property had the same type violation previously and -was brought before the Board. At that time he.was advised that any future violations would result in immediate action by the Board. Members looked at photographs ofthe .violation. Mr..Sottilare:made a motion. to proceed to the next step, seconded by Mrs.Williamson, and passed unanimously. 7. AFFIDAVIT OF VIOLATION, CASE NO. 87-3657-189 JULIA MASHAMESH, 1 N. W. 110th ST. PARKING TOW TRUCK IN RESIDENTIAL ZONE Members reviewed photographs, as Mr. LuBien read thefacts behind the violation. Mr. LuBien called Members attention tothefact that two notices were sentcertified mail. Also he called attention to the Notation on the notice, that this is a recurring violation. Failure to comply by the specified date and any futureviolations will result in charges being filedwith the Code Enforcement Board. A motion was made by Mr. Sottilare to proceed to the next step, seconded by Mrs. Williamson, and passed by unanimous vote. • • • CODE ENFORCEMENT BOARD -3- 4/2/87 8. REPORTS FROM PREVIOUS MEETINGS A. CASE NO.:86-3972-177 JUDITH WILLIAMS, 86 N. E. 95th ST. VARIOUS VIOLATIONS Progress is being made to rectify this violation. Mrs. Williams has until May to be in compliance. B. CASE NO. 86-4100-179 HAZEL M. DUCRET & CHRISTIAN DUCRET, 1175 N. E. 101st ST. UNLAWFUL SCREEN ENCLOSURE The screen enclosure has been removed. Some debris remains, but Mr. LuBien anticipates this will be cleaned up when the yard is mowed. C. CASE NO. 87-3824-180 GIGI GRAY, 9300 N. BAYSHORE DRIVE CONSTRUCTION, WITHOUT PERMIT Violation has-been corrected. D. CASE NO. 87-3895-181 FLOSSIE HAYNES, 190 N. W. 98th ST. CONSTRUCTION WITHOUT PERMIT Mr. LuBien noted that Mrs. Haynes.andMr, Smiley had an attorney represent them at the Hearing, who stated that the violation will be corrected forthwith. The building is still there. He will follow. regular procedure. E. CASE NO. 87-4173-182 BARBARA PRENDERGAST, 712 N. E. 95th ST. UNLAWFUL FENCE Unlawful fence remains, there has been no change. F. CASE NO. 87.4175-183 SANDRA GALLAGHER, 360 N, W. 112th TERR, VARIOUS VIOLATIONS This residence continues to be a mess. Truck has been removed.. Activity has slowed somewhat.
