RESIDENT BUDGET WORKSHOP
THURSDAY, JULY 9, 2015
COMMUNITY CENTER
6:30 PM
Mayor Alice Burch called the workshop meeting to order at 6:35 PM with all members of the Council
present. Also present was Village Manager, Tom Benton, Village Clerk, Barbara Estep, members of the
Finance Department and the Department Heads.
Mr. Benton provided highlights of the Fiscal Year 2015-2016 budget document including the General
Fund Budget and the All Funds Budget. Mr. Benton indicated that included in the budget is funding for
three new positions, a Building Department Clerk, a command staff member for the Police Department
and a Public Works Assistant Director, funded for six months. Through the use of a power point
presentation, Mr. Benton provided general information relating to the Villages revenue sources, the
departmental budgets, personnel expenditures, capital projects and trend histories. Mr. Benton
provided an example of a property tax bill to demonstrate the Village's share of the average household.
Residents asked questions and spoke about police cameras, uniform bids, the Charter School funding
and rent payment, the mobility study and capital projects and their priorities. In addition, funding the
sewer project and the debt service tax charges were clarified.
The Council was asked to consider two funding requests. One request was to fund the Fine Arts
Commission at $8,000 for the new fiscal year rather than the current $7,000 included in the budget. The
second item was to fund new holiday lights/decorations. In addition, it was requested that rather than
spend funds on median renovation, those funds, along with additional payroll overtime funding be used
to eradicate non-native and nuisance trees.
As there were no more comments offered by the residents in attendance, Mayor Burch thanked
everyone for their input and the meeting was adjourned at 8:12 PM.
