03-17-2015 Regular Meeting• Barbara Estep, MMC Village- Clerk Miami Shores Village Office of the Village Clerk 10050 N.E.2nd Avenue Miami Shores, Florida 33138 MIAMI SHORES VILLAGE REGULAR COUNCIL MEETING The Miami Shores Village Council held their regularly scheduled Council Meeting on Tuesday, March 17, 2015 in the Council Chambers of Village Hall. The meeting was called to order at 7:30 PM with the following members present: PRESENT: Herta Holly Jesse Walters Hunt Davis Ivonne Ledesma Jim McCoy • ALSO PRESENT: Tom Benton, Village Manager Barbara Estep, Village Clerk Richard Sarafan, Village Attorney • PUBLIC INPUT: For items appearing on the Council Agenda. No one came forward to speak. CONSIDERATIONS 1) VILLAGE CLERK Barbara A. Estep A) APPROVAL OF THE MARCH 3, 2015 COUNCIL MEETING MINUTES. Councilman Davis moved approval of the March 3, 2015 Council Meeting Minutes. Councilwoman Ledesma seconded the motion and the vote was unanimous in favor of the motion. 2) VILLAGE MANAGER Tom Benton A) AN ORDINANCE OF MIAMI SHORES VILLAGE, FLORIDA, AMENDING THE VILLAGE'S POLICE OFFICERS' RETIREMENT SYSTEM; PROVIDING FOR IN- SERVICE DISTRIBUTION OF BENEFITS; PROVIDING FOR RETROACTIVE APPLICATION; PROVIDING FOR CODIFICATION; PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE. Ms. Estep read the caption of the ordinance into the record. Mr. Sarafan spoke briefly regarding the proposed ordinance, indicating the ordinance corrects the Plan's language to reflect current practices regarding the DROP (Deferred Retirement Option Plan) program as well as to correct what is seen as • • "qualification defects" by State and Federal regulating agencies. Mr. Sarafan indicated that passage of the two proposed ordinances (Item 2A and 2B) is the first step in the process of correcting the Plan's language. Additional legislation will be proposed at a later date. Councilman Davis moved to approve the proposed ordinance on first reading. Councilman McCoy seconded the motion and the vote was unanimous in favor of the motion. B) AN ORDINANCE OF MIAMI SHORES VILLAGE, FLORIDA, AMENDING THE VILLAGE'S GENERAL EMPLOYEE PENSION PLAN; PROVIDING FOR IN-SERVICE DISTRIBUTION OF BENEFITS; PROVIDING FOR RETROACTIVE APPLICATION; PROVIDING FOR CODIFICATION; PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE. Ms. Estep read the caption of the ordinance into the record. This ordinance is a companion ordinance to Item 2A, the difference is that this ordinance addresses the General Employee Pension Plan rather than the Police Officer's Retirement Plan. Councilman Davis moved approval of the ordinance on first reading. Councilman McCoy seconded the motion and the vote was unanimous in favor of the motion. 3) ANNOUNCEMENTS Ms. Estep read the announcements. 4) PUBLIC COMMENTS Bekky Leonard Ms. Leonard announced information regarding the Property Owner's Association Candidate Forum scheduled for March 3 at 7:00 PM at the Community Center. Alberto Bogozi & Deepak Ganju Mr. Bogozi and Mr. Ganju spoke of the traffic problems associated with the Miami Shores Elementary School. 5) COUNCIL COMMENTS Jesse Walters No Comment Ivonne Ledesma Councilwoman Ledesma thanked the residents attending the meeting and spoke of the other candidate forums including Unite Miami Shores scheduled for 7:00 PM on April 2 at the Miami Theater Center and the Chamber of Commerce forum at 12:15 PM on March 24 at the Country Club. Councilwoman Ledesma also spoke of absentee ballots. Jim McCoy Councilman McCoy wished everyone a Happy St. Patrick's Day. Hunt Davis Councilman Davis spoke of the upcoming candidate forums and Spring events.
