REGULAR COUNCIL MEETING
The Miami Shores Village Council held their regularly scheduled Council Meeting on Tuesday, October 21,
2014 in the Council Chambers of Village Hall. The Meeting was called to order at 7:30 PM with the following
individuals in attendance:

A) APPROVAL OF THE OCTOBER 7, 2014 COUNCIL MEETING MINUTES.
Vice Mayor Walters moved approval of the October 7, 2014 meeting minutes. Councilman McCoy seconded
the motion and the vote was unanimous in favor of the motion.
B) AN ORDINANCE OF THE MIAMI SHORES VILLAGE COUNCIL AMENDING
CHAPTER 18 "PERSONNEL" OF THE MIAMI SHORES VILLAGE CODE OF ORDINANCES,
PROVIDING FOR THE ADDITION OF FLORIDA STATE STATUTE, CHAPTER 185,
FLORIDA STATUTES, POLICE PENSION BENEFITS, PROVIDING FOR SEVERABILITY,
PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
Ms. Estep read the caption of the ordinance into the record and provided the Council with a brief summary
regarding the requirement to amend the Code in order to provide the Police Officers with additional pension
benefits. Councilwoman Ledesma moved approval of the ordinance on first reading. Councilman Davis
seconded the motion and the vote was unanimous in favor of the motion.
2) VILLAGE PLANNING DEPARTMENT David Dacquisto
A) AN ORDINANCE OF THE MIAMI SHORES VILLAGE COUNCIL AMENDING THE
MIAMI SHORES VILLAGE CODE OF ORDINANCES TO REPEAL CHAPTER 8.5 FLOOD
DAMAGE PREVENTION; TO ADOPT A NEW CHAPTER 8.5 FLOOD MANAGEMENT
ORDINANCE; TO ADOPT FLOOD HAZARD MAPS, TO DESIGNATE A FLOODPLAIN
ADMINISTRATOR, TO ADOPT PROCEDURES AND CRITERIA FOR DEVELOPMENT IN
FLOOD HAZARD AREAS, AND FOR OTHER PURPOSES; TO ADOPT LOCAL
ADMINISTRATIVE AMENDMENTS TO THE FLORIDA BUILDING CODE; PROVIDING
FOR APPLICABILITY, REPEALER; SEVERABILITY; AND AN EFFECTIVE DATE.
Ms. Estep read the title of the ordinance into the record. Mayor Holly opened the floor for the Public Hearing
and seeing no one come forward to speak, closed the Public Hearing. Councilman Davis moved approval of the

ordinance on second and final reading. Councilman McCoy seconded the motion and the vote was unanimous
in favor of the motion.
B) AN ORDINANCE OF THE MIAMI SHORES VILLAGE COUNCIL AMENDING THE
VILLAGE CODE OF ORDINANCES, CHAPTER 6, BUILDINGS AND BUILDING
REGULATIONS, BY ADDING NEW SECTIONS, SECTION 6-9 THROUGH SECTION 6-13,
PROVIDING FOR REGULATIONS AND AMENDMENTS TO THE FLORIDA BUILDING
CODE ADDRESSING MINIMUM REQUIRED BUILDING ELEVATIONS TO CONFORM TO
THE REQUIREMENTS SET FORTH IN CHAPTER 8.5: FLOOD MANAGEMENT, OF THE
CODE OF ORDINANCES, PROVIDING FOR CONFLICTS, PROVIDING FOR
SEVERABILITY, PROVIDING FOR AN EFFECTIVE DATE.
Ms. Estep read the caption of the ordinance into the record. Councilman Davis moved approval of the
ordinance on final reading. Councilwoman Ledesma seconded the motion. Mayor Holly opened the Public
Hearing but as no one came forward to comment, closed the Public Hearing and called for the vote which was
unanimous in favor of the motion.
C) AN ORDINANCE OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES,
FLORIDA, ADOPTING THE 2015 CAPITAL IMPROVEMENTS PROJECT SCHEDULE
ANNUAL UPDATE TO THE MIAMI SHORES VILLAGE 2025 COMPREHENSIVE PLAN;
AND PROVIDING FOR AN EFFECTIVE DATE.
Ms. Estep read the caption of the ordinance into the record. Councilman Davis moved approval of the
ordinance on second and final reading. Councilman McCoy seconded the motion. Mayor Holly opened the
floor for the Public Hearing and as no one came forward, closed the Public Hearing. Mayor Holly called for the
vote which was unanimous in favor of the motion.
3) VILLAGE CLERK Barbara A. Estep
Ms. Estep indicated that she had received a late application from Michael Monteverde and asked whether or not
the Council would like to consider the application along with the others as listed. The Council agreed that they
would like to consider Mr. Monteverde's application for appointment to the Planning & Zoning Board, the
Historic Preservation Board or the Fine Arts Commission.
Mayor Holly indicated that applicants would be given the opportunity to introduce themselves and offer any
pertinent information but due to the number of people applying to multiple Boards, applicants would not be
given the opportunity to speak as each Board is announced.

Receiving four votes each, Ms. Susan Ackley and Ms. Miryam Rojas were appointed to the Fine Arts
Commission. Prior to voting a second ballot, Mr. Alan Poppe volunteered to fill the one year term. Following a
brief discussion, Councilman Davis moved to appoint Mr. Victor Bruce and Mr. Neil Kodsi to 3 year terms and
Mr. Alan Poppe to the 1 year term. Vice Mayor Walters seconded the motion and the vote was unanimous in
favor of the motion.

5) PUBLIC COMMENTS
Residents Robert Alexander and Jorge Mallo spoke about the poor conditions at the Miami Shores Motel and
incidents a neighboring property on N.E. 105th Street.
6) COUNCIL COMMENTS
Ivonne Ledesma Councilwoman Ledesma thanked the residents for their input on the Motel and
thanked the applicants who applied for Board positions. Councilwoman Ledesma also spoke of the passing of
Bruce Keller who played Santa Claus for the Village Winterfest event for many years.
Jesse Walters Vice Mayor Walters expressed his pleasure at seeing so many residents apply for the
Board positions, including new residents. In addition, the Vice Mayor recognized Green Day co-chairs, Susan
Ackley and Kim Krause on the successful event.
Jim McCoy Councilman McCoy thanked the Board applicants for applying to serve the Village.
Hunt Davis Councilman Davis thanked the Board applicants and spoke of Bruce Keller's passing.
In addition, Councilman Davis spoke of the Library Director, Elizabeth Esper's recent retirement announcement
and the inaugural season of football.
Herta Holly Mayor Holly offered her condolences to the Keller family, spoke of Green Day and
Ms. Esper's retirement. Mayor Holly spoke of the Village's relationship with County Commissioner, Audrey
Edmonson.
