09-08-2014 Budget Hearing Meeting• MIAMI SHORES VILLAGE BUDGET HEARING — FISCAL YEAR 2014-15 The Miami Shores Village Council held the first of two Public Hearings on the proposed Fiscal Year 2014-2015 millage rates and associated budgets on Monday, September 8, 2014. The Meeting was held in the Council Chambers of Village Hall and was called to order at 7:00 PM with the following members present: PRESENT: Herta Holly Jesse Walters Hunt Davis Yvonne Ledesma Jim McCoy ALSO PRESENT: Tom Benton, Village Manager Barbara Estep, Village Clerk Jesus Suarez, Acting Village Attorney Holly Hugdahl, Finance Director PRESENTATION AND DISCUSSION OF THE PROPOSED BUDGET AND PROPOSED MILLAGE RATE (8.0000 AND 0.6392) FOR OPERATING AND DEBT SERVICE RESPECTIVELY. Mr. Benton stated the purpose of the Hearing, indicating that he and the Council had reviewed the proposed budget with the various Department Heads during the budget workshop held in July. Mr. Benton advised that the Administration had presented a balanced budget with a proposed tax rate of 8.0000 mils. Mr. Benton provided information regarding the General Fund Budget and all funds budget totals. Mr. Benton indicated that there were no proposed cuts in services within the presented budget and that the budget included, if approved, a transfer of $5,000 from the General Fund Contingency Fund to the Mayor & Council budget to accommodate funding of $1,000 per Council person to allow for out- of-pocket expenses associated with performing their duties. This issue had been raised and recommended during the Budget Workshop. 2) RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES VILLAGE, FLORIDA, ADOPTING THE TENTATIVE LEVYING OF AD VALOREM TAXES FOR MIAMI SHORES VILLAGE FOR THE FISCAL YEAR 2015; PROVIDING FOR AN EFFECTIVE DATE. Ms. Estep read the caption of the resolution into the record. Mayor Holly opened the floor for the Public Hearing but seeing no one come forward, closed the Public Hearing on the Resolution establishing tentative tax levies. Councilman McCoy moved approval of the resolution as presented. Councilwoman Ledesma seconded the motion and the vote was unanimous in favor of the motion. 3) A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES VILLAGE, FLORIDA, ADOPTING THE TENTATIVE BUDGETS FOR FISCAL YEAR 2015; AND PROVIDING FOR AN EFFECTIVE DATE. Ms. Estep read the caption of the resolution for the record. Mayor Holly opened the floor for the Public Hearing. Residents Robert Butler and Ed Quinton spoke in opposition to the proposed $5,000 allocation of funds in the Mayor & Council budgets. Mayor Holly subsequently closed the Public Hearing. Individual Council Members voiced their opinions regarding the proposed discretionary funding for the • • Mayor & Council and Mr. Benton advised that if approved, a policy addressing use of the funds would be brought before the Council for consideration. Following these discussions, Councilman McCoy moved to approve the Resolution, without providing for the transfer of funds from the Contingency Account to the Mayor & Council budget. Councilman Davis proposed an amendment to the motion which would have resulted in a $5,000 donation to the Community Alliance. A brief discussion ensued regarding the amended motion and at the conclusion of the discussion Councilman Davis withdrew the suggested amendment and seconded Councilman McCoy's original motion. Mayor Holly called for the vote, the result of which was 4 to 1 in favor of the motion with Vice Mayor Walters dissenting. 4) ADJOURNMENT The September 8, 2014 Budget Hearing was adjourned at 7:25 PM.
