Mayor Holly called the meeting to order at 7:30 PM with the following individuals present: PRESENT: Herta Holly ABSENT: Ivonne Ledesma Jesse Walters Hunt Davis Jim McCoy ALSO PRESENT: Tom Benton, Village Manager Richard Sarafan, Village Attorney Karen Banda, Recording Secretary • PRESENTATIONS • Miami -Dade County Commissioner Sally Heyman spoke to the Council regarding the County's Feral Cat program and property renovations as they relate to the tax rolls. In addition, Commissioner Heyman introduced Alexis Moseley, a new member of her staff. Robert Levy of Robert Levy & Associates, the Village's Tallahassee Lobbyist provided the Council with a report on the recently concluded legislative session. Mayor Holly presented Public Works Director Scott Davis with a Proclamation in honor of National Public Works Week. Chair of the Library Board of Trustees, Cheryl Gowing, spoke of the new Library fundraising campaign to raise funds to be used to build an addition dedicated to the Children's section of the Library. CONSIDERATIONS 1) VILLAGE CLERK Barbara A. Estep A) APPROVAL OF THE APRIL 15, 2014 COUNCIL MEETING MINUTES. Councilman McCoy requested that an amendment be made to his motion contained in the last paragraph of Item 2A to strike through the words and approval. Councilman McCoy then moved to approve the Minutes as amended. Councilman Davis seconded the motion and the vote was unanimous in favor of the motion. B) AN ORDINANCE OF MIAMI SHORES VILLAGE, FLORIDA, AMENDING CHAPTER 14, SECTION 14-33 OF THE CODE OF ORDINANCES OF MIAMI SHORES VILLAGE, INCREASING RATES FOR LOCAL BUSINESS TAX RECEIPTS AS CONTAINED WITHIN THE SCHEDULE OF LOCAL BUSINESS TAXES, PROVIDING FOR CONFLICTS, PROVIDING FOR SEVERABILITY, AND PROVIDING FOR AN EFFECTIVE DATE. (1st Reading) Ms. Banda read the caption of the ordinance into the record. Mr. Sarafan explained the purpose of the ordinance and the 5% tax increase allowed by State Statute every other year. Vice Mayor Walters spoke of his opposition to any tax increase. Councilman McCoy indicated that he would support what amounts to a 2 1/2 % increase for each of the two years. There was no public comment offered. Councilman McCoy moved approval of the ordinance on first reading. Councilman Davis seconded the motion and the vote was three to one in favor of the motion with Vice Mayor Walters dissenting. 2) FINANCE DEPARTMENT Holly Hugdahl A) A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL CREATING BUDGET AMENDMENT #2 TO THE FISCAL YEAR 2013-2014 OPERATING BUDGETS; TRANSFERRING $59,800 FROM THE GENERAL FUND FUND BALANCE TO THE CAPITAL PROJECT FUND BALANCE; $32,000 FROM THE NON -DEPARTMENTAL CONTINGENCY ACCOUNT TO THE NON -DEPARTMENTAL PRINTING ACCOUNT; AND $87,022 FROM THE NON -DEPARTMENTAL CONTINGENCY ACCOUNT TO VARIOUS DEPARTMENT PAYROLL ACCOUNTS. Ms. Banda read the caption of the resolution into the record. Mr. Benton offered information related to the purpose of the resolution and confirmed that the resolution is a "housekeeping" issue following the previous approvals by Council to expend the funds. Councilman Davis moved approval of the resolution as presented. Councilman Davis seconded the motion and the vote was unanimous in favor of the motion. 3) VILLAGE MANAGER Tom Benton A) DISCUSSION AND POSSIBLE ACTION REGARDING THE SHORES SHUTTLE SCHEDULE. Mr. Benton provided background information and indicated that due to the fact that Barry University is in summer recess, he suggests that the Village suspend the Barry noon hour circular route. Vice Mayor Walters stated that he had spoken to Barry representatives and they see the proposal as reasonable, even when the Vice Mayor suggested that that particular route may not be reinstituted in the fall. Councilman Davis subsequently moved to direct staff to terminate the noon, Barry University circular route. Councilman McCoy seconded the motion and the vote was unanimous in favor of the motion. 4) VILLAGE COUNCIL Jesse Walters A) DISCUSSION REGARDING TRAFFIC ISSUES WITHIN THE VILLAGE. Vice Mayor Walters withdrew his item. 5) ANNOUNCEMENTS Ms. Banda read the announcements. } 6) PUBLIC COMMENTS Charles Walter Mr. Walter spoke of the Village wide survey being contemplated. 7) COUNCIL COMMENTS Jesse Walters No Comment. Hunt Davis Councilman Davis wished his aunt, Shirley Davis, a happy birthday. He also urged the community to attend the upcoming Memorial Day event. Jim McCoy Councilman McCoy spoke of the Memorial Day event. Herta Holly Mayor Holly thanked Commissioner Sally Heyman for her attendance and offered condolences to Commissioner Audrey Edmonson on the loss of a family member. Mayor Holly spoke of the many events going on in the Village and surrounding areas. 8) ADJOURNMENT The May 20, 2014 Council Meeting was adjourned at 8:45 PM. Barbara A.
