04-15-2014 Regular Meeting• Barbara Estep, MMC VUlage- Clerk - Miami Shores Village 10050 N.E.2nd Avenue Miami Shores, Florida 33138 • MIAMI SHORES VILLAGE REGULAR COUNCIL MEETING The Miami Shores Village Council held their regularly scheduled Council Meeting on Tuesday, April 15, 2014 in the Council Chambers of Village Hall. Mayor Holly called the meeting to order at 7:30 PM with the following individuals present: PRESENT: ALSO PRESENT: CONSIDERATIONS Herta Holly Jesse Walters Hunt Davis Ivonne Ledesma Jim McCoy Tom Benton, Village Manager Barbara Estep, Village Clerk Richard Sarafan, Village Attorney 1) VILLAGE CLERK Barbara A. Estep A) APPROVAL OF THE APRIL 1, 2014 COUNCIL MEETING MINUTES. Vice Mayor Walters moved approval of the April 2, 2014 Council Meeting Minutes. Councilman Davis seconded the motion and the vote was unanimous in favor of the motion. 2) VILLAGE COUNCIL A) DISCUSSION AND POSSIBLE ACTION REGARDING VILLAGE ENTRANCE WAY SIGNS. Councilman McCoy Councilman McCoy summarized the project history, indicating that there had been some problems with the original designs along the way but that he hoped the funding for the construction and installation of the newly developed sign design and color scheme would be approved so that the entrance way sign project can move forward. Councilman McCoy provided information regarding the additional funding being requested for seven signs, having eliminated two signs originally called for in an attempt to keep costs within reason. Councilman McCoy voiced his preference on the alternatives available to the Council. In response to questions posed by Councilwoman Ledesma, Councilman McCoy explained that the additional costs were due to the new design using concrete monument signs rather than just metal and provided a list of sign installation locations as well as the two locations that had been eliminated. Councilman McCoy confirmed for Vice Mayor Walters that there were a total of 3 Village entrance way signs previously installed on 103rd Street and 95th Street. Councilman Davis stated that in the interest of • economies of scale and so that the Council does not have to revisit the issue, he would like to have the Council consider including the two signs that Councilman McCoy had eliminated. The Council discussed the difference in costs to include the additional signs. Councilwoman Ledesma raised the question of one of the eliminated signs being slated for N.W. 115th Street in the middle of Barry's campus. She indicated that the Administration should discuss the sign project with the University. The Council held a brief discussion regarding an entrance sign for the Biscayne Boulevard and N.E. 6th Avenue intersection, which is not included in the current proposal. At the conclusion of the discussions and with input from the Village Clerk and the Village Attorney, Councilman McCoy moved to approve Item 2A, with the addition of entrance signs on the north side of N.W. 103`d Street and N.W. 2nd Avenue, the north end of N.W. 115th Street pending discussion with Barry University, and approving the expenditure of funds from the sources as indicated at such time as the Administration deems it appropriate for an entrance sign at the Biscayne Boulevard/N.E. 6th Avenue intersection. Councilman Davis seconded the motion and the vote was unanimous in favor of the motion. B) DISCUSSION AND POSSIBLE ACTION REGARDING A VILLAGE SPONSORED SURVEY. Councilwoman Ledesma Councilwoman Ledesma indicated that she would like to have the Council direct Mr. Benton to research the fees and costs associated with conducting a survey which will provide a formal way to receive feedback from the residents. She indicated that North Bay Village and Bay Harbor and in the process of developing a survey and she mentioned a number of topics/issues that might be explored. Individual Council members expressed their opinions on the idea of a survey, with Councilman McCoy and Councilman Davis voicing their support in general, yet indicating that a survey should be conducted by a professional in order to ensure its legitimacy and accuracy. Mayor Holly indicated that she doesn't like surveys and stated that all the Council members are accessible so people can contact them with their opinions on items. Doesn't believe that a formal survey is necessary but has no problem with Mr. Benton researching the costs and process. At the conclusion of the discussion, Councilwoman Ledesma moved to direct the Village Manager to research the fees and costs of conducting a resident survey and report back to the Council. Councilman McCoy seconded the motion and the vote was unanimous in favor of the motion. 3) ANNOUNCEMENTS Ms. Estep read the announcements. 4) PUBLIC COMMENTS David Hunter Mr. Hunter spoke of his years in Miami Shores and that he would be moving at the end of May. He thanked the staff and Council for their support. Mr. Hunter also spoke of the importance of conducting a survey. 5) COUNCIL COMMENTS Ivonne Ledesma Councilwoman Ledesma acknowledged David Hunter's contributions of the Village and spoke of her experience with the recent Miami -Dade Days in Tallahassee. Jesse Walters Vice Mayor Walters clarified his memo which was included in the Council packet. He also spoke of Jonas Georges' farewell party. Jim McCoy Councilman McCoy wished David Hunter well and thanked the Council for their support on the entrance way sign issue. Hunt Davis Councilman Davis thanked David Hunter for his comments and urged people to apply for the upcoming Library and School Board appointments. Herta Holly Mayor Holly spoke about the entrance signs, the Easter holiday and thanked residents who take the time to write notes and letters complementing our Village staff. 6) ADJOURNMENT The April 15, 2014 Council Meeting was adjourned at 8:17 PM.
