03-18-2014 Regular MeetingMiami Shores Village 10050 N.E.2nd Avenue Miami Shores, Florida 33138 Tel: (305) 795.2207 Fax: (305) 756.8972 Barbara Estep, MMC Village, CCerk MIAMI SHORES VILLAGE REGULAR COUNCIL MEETING The Miami Shores Village Council held their regularly scheduled Council Meeting on Tuesday, March 18, 2014 in the Council Chambers of Village Hall. The meeting was called to order at 7:30 PM with the following individuals present: PRESENT: Herta Holly Jesse Walters Hunt Davis Ivonne Ledesma ALSO PRESENT: Tom Benton, Village Manager Barbara Estep, Village Clerk Richard Sarafan, Village Attorney PRESENTATION ABSENT: Jim McCoy County Fire Chief, Dave Downey presented an overview of the Miami -Dade Fire & Rescue Department in general and Station #30, located in Miami Shores Village, in particular. Chief Downey also spoke of the many services offered by the Department. CONSIDERATIONS 1) VILLAGE CLERK Barbara A. Estep A) APPROVAL OF THE FEBRUARY 18, 2014 COUNCIL MEETING MINUTES. Vice Mayor Walters and Mr. Sarafan proposed amendments to the text of Item 1C as follows: Ms. Estep explained why .... board appointments, but that this vacancy had been subsequently advertised. Vice Mayor Walters confirmed the other member's thoughts. asked the Mayor to clarify the new policy regarding vacancies on the Boards and Committees. Mayor Holly indicated that the Council would fill vacancies as they occur as long as they have been advertised. ... . Vice Mayor Walters then moved approval of the minutes as amended. Councilwoman Ledesma seconded the motion and the vote was unanimous in favor of the motion. B) CONFIRMATION OF THE POLICE PENSION BOARD'S SELECTION OF A 5111 MEMBER FOR THE BOARD. Ms. Estep briefly explained the appointment process for the Police Pension Board's 5th member. Councilman Davis, a member of the Board, offered additional information regarding the discussions which • took place at the recent Pension Board meeting. In response to a question posed by Vice Mayor Walters, Councilman Davis stated that himself, Councilwoman Ledesma, Officer Vickers and Lieutenant McLeod serve on the Board. Councilman Davis moved to affirm the appointment of John Bolton as the 5th member of the Police Pension Board. Councilwoman Ledesma seconded the motion and the vote was 3 to 1 in favor of the motion with Vice Mayor Walters dissenting. 2) PLANNING DEPARTMENT David Dacquisto A) AN ORDINANCE BY THE VILLAGE COUNCIL AMENDING THE MIAMI SHORES VILLAGE CODE OF ORDINANCES TO REPEAL CHAPTER 8.5 FLOOD DAMAGE PREVENTION; TO ADOPT A NEW CHAPTER 8.5 FLOOD MANAGEMENT ORDINANCE; TO ADOPT PROCEDURES AND CRITERIA FOR DEVELOPMENT IN FLOOD HAZARD AREAS, AND FOR OTHER PURPOSES; TO ADOPT LOCAL ADMINISTRATIVE AMENDMENTS TO THE FLORIDA BUILDING CODE; PROVIDING FOR APPLICABILITY; REPEALER; SEVERABILITY; AND AN EFFECTIVE DATE. (2nd Reading) Ms. Estep read the caption of the ordinance into the record. Mayor Holly opened the floor for the Public Hearing but seeing no one present that wished to speak on the issue, closed the Public Hearing. Councilman Davis subsequently moved approval of the ordinance on second reading. Vice Mayor Walters seconded the motion and the vote was unanimous in favor of the motion. 3) ANNOUNCEMENTS Ms. Estep read the announcements. 4) PUBLIC COMMENTS None 5) COUNCIL COMMENTS Ivonne Ledesma Councilwoman Ledesma invited the residents to attend the meetings. Hunt Davis Councilman Davis congratulated staff on the great Unity Day event and encouraged residents to attend the upcoming Concert in the Park. Jesse Walters Vice Mayor Walters spoke about the Miami Country Day girls basketball team winning the Division 3A State Championship and Barry University's men's basketball team being named to the NCAA Division II Tournament. Herta Holly Mayor Holly spoke of the recent Heidi Hewes "Bark -Off' event benefitting the Sylvester Cancer center. 6) ADJOURNMENT The March 18, 2014 Council Meeting was adjourned at 7:48 PM. • Barbara A.
