01-21-2014 Regular Meeting• MIAMI SHORES VILLAGE 10050 N.E.2nd Avenue Miami Shores, Florida 33138 Tel: (305) 795.2207 Fax: (305) 756.8972 Barbara Estep, MMC Village- Clerk MIAMI SHORES VILLAGE REGULAR COUNCIL MEETING The Miami Shores Village Council held their regularly scheduled Council Meeting on Tuesday, January 21, 2014, in the Council Chambers of Village Hall. The meeting was called to order at 7:30 PM with the following individuals present: PRESENT: Herta Holly ABSENT: Richard Sarafan Jesse Walters due to illness Hunt Davis Ivonne Ledesma Jim McCoy ALSO PRESENT: Tom Benton, Village Manager Barbara Estep, Village Clerk CONSIDERATIONS 1) VILLAGE CLERK Barbara A. Estep A) APPROVAL OF THE JANUARY 7, 2014 COUNCIL MEETING MINUTES. Councilman Walters moved approval of the January 7, 2014 Council Meeting Minutes as submitted. Councilwoman Ledesma seconded the motion and the vote was unanimous in favor of the motion. 2) BROCKWAY MEMORIAL LIBRARY A) DISCUSSION AND POSSIBLE ACTION REGARDING A REQUEST FROM THE BROCKWAY MEMORIAL LIBRARY REGARDING A FUND RAISING CAMPAIGN AND PARKING METER REVENUES. Mr. Benton briefly explained the request by the Library Board to designate and assign the parking meters on the north side of 100th Street to the Library. He further indicated that it is the Board's intention to have local schools participates by decorating the meters. Councilman McCoy moved to approve the request. Councilman Davis seconded the motion. Henry Harnage and Cheryl Gowing from the Library Board of Trustees, as well as resident John Camp, elaborated on the details of the proposed program. Councilmembers voiced their support of the program and when Mayor Holly called for the vote, it was unanimous in favor of the motion. • • • 3) VILLAGE MANAGER Tom Benton A) DISCUSSION AND POSSIBLE ACTION REGARDING ANNEXATION OF THE "K -MART CORNER". Mr. Benton reported on the Administration's study of the possible annexation of the commercial area known as the "K -Mark Corner", indicating that he is looking to get approval from the Council before taking any further steps in the annexation process. Councilman McCoy asked about contacting the affected commercial property owners in light of the proposed County ordinance which will require a majority of the owners to approve of the annexation. Council members agreed that Mr. Benton should reach out to the property owners. After a brief discussion, Councilman Davis moved to direct the Administration to move forward with contacting the commercial property owners and to proceed with the annexation process. Councilman McCoy seconded the motion and the vote was unanimous in favor of the motion. B) DISCUSSION AND POSSIBLE ACTION REGARDING SUBMITTING A BID TO PROVIDE SANITATION SERVICES FOR THE VILLAGE OF BISCAYNE PARK. Mr. Benton explained the purpose of adding this item to the agenda earlier in the day and provided information to the Council regarding Biscayne Park's Request for Proposals to provide all of the solid waste services (garbage, trash and recycling). Mr. Benton stated that with the Council's approval, the Village plans on submitting a proposal for the sanitation services. He assured the Council that a proposal will not be submitted that results in a lower level of service provided to our own residents or not be fiscally beneficial to the Village. Councilman Davis moved to approve. Vice Mayor Walters seconded the motion and the vote was unanimous in favor of the motion. 4) ANNOUNCEMENTS Ms. Estep read the announcements. 5) PUBLIC COMMENTS Todd Leoni Mr. Leoni spoke of the downtown business area with respect to the trees and sign codes. Doug Garber Mr. Garber thanked the Police Department and the Recreation Department for their assistance and response to a recent incident at the Charter School. 6) COUNCIL COMMENTS Hunt Davis Councilman Davis spoke of the Muppet Movie event that had taken place the prior weekend at the Theater. Ivonne Ledesma No Comment. Jim McCoy No Comment. Jesse Walters Vice Mayor Walters spoke about the Theater and the recent movie showing.
