MIAMI SHORES VILLAGE
REGULAR COUNCIL MEETING
The Miami Shores Village Council held their regularly scheduled Council Meeting on Tuesday, October 16,
2013 in the Council Chambers of Village Hall. The meeting was called to order at 7:30 PM with the
following individuals present:

ALSO PRESENT: Tom Benton, Village Manager

ABSENT (Vacation): Richard Sarafan, Village Attorney
PRESENTATION
Councilman Davis presented the Council with an award from the YGrene program for being one of the core
Miami -Dade municipalities participating in the program.
CONSIDERATIONS
1) VILLAGE CLERK Barbara A. Estep
A) APPROVAL OF THE OCTOBER 1, 2013 COUNCIL MEETING MINUTES.
Councilman McCoy moved to approve the October 1, 2013 Council Meeting Minutes as presented. Vice
Mayor Walters seconded the motion and the vote was unanimous in favor of the motion.
B) APPOINTMENTS TO THE PLANNING & ZONING BOARD (Three vacancies)
Applicants: Robert Abramitis John Busta Richard Fernandez
Mark David Hunter Michael O'Hara Clark Reynolds
W. Robert (Bob) Smith

Misters Abramitis, Fernandez, O'Hara and Smith were present and spoke on their own behalf. Due to the
number of incumbents seeking reappointment, Mr. O'Hara withdrew his name from consideration. Council
Members completed paper ballots, the results of which were that Robert Abramitis, John Busta and Richard
Fernandez were appointed to the Planning & Zoning Board.
C) APPOINTMENTS TO THE CODE ENFORCEMENT BOARD (Three vacancies)
Applicant: Barry Asmus Mark David Hunter Michael O'Hara
Barry Perl Clark Reynolds W. Robert (Bob) Smith
Misters Asmus, O'Hara, Perl and Smith were present and spoke on their own behalf. Paper ballots were
completed by the Council and by a majority vote; Barry Asmus, Barry Perl and Bob Smith were appointed
to the Code Enforcement Board.
D) APPOINTMENTS TO THE RECREATION ADVISORY BOARD (Four vacancies)
Applicants: Kristin David Cawn Mary Killeen -Griffith Michael O'Hara
Jonathan Meltz William Reich
Ms. Cawn, Ms. Griffith, Mr. O'Hara and Mr. Meltz were present and spoke on their own behalf. Council
Members completed paper ballots and when tallied, Kristin Cawn, Michael O'Hara, Jonathan Meltz and
William Reich, having received a majority of the votes, were appointed to the Recreation Advisory Board.
E) APPOINTMENTS TO THE HISTORIC PRESERVATION BOARD (Three vacancies)
Applicants: Seth Bramson Nina Korman Michael O'Hara
W. Robert (Bob) Smith
Due to his appointment to the Code Enforcement Board, Mr. Smith was no longer eligible to serve on the
Historic Preservation Board. Along with Michael O'Hara, Nina Korman was present and spoke on her own
behalf. As there were three applicants remaining for the three vacancies, Vice Mayor Walters moved to
appoint Nina Korman, Seth Bramson and Michael O'Hara to the Historic Preservation Board. Councilman
Davis seconded the motion and the vote was unanimous in favor of the motion.
F) APPOINTMENTS TO THE COUNTRY CLUB ADVISORY BOARD (Five vacancies)
Applicants: Bruce Brown Mark Gallo
Mary Killeen -Griffith Linda Mennes
Councilman McCoy moved to appoint Bruce Brown, Mark Gallo, Mary Killeen -Griffith and Linda Mennes
to the Country Club Advisory Board. Councilman Davis seconded the motion and the vote was unanimous
in favor of the motion.
G) APPOINTMENTS TO THE GENERAL EMPLOYEE PENSION BOARD (Three vacancies)
Applicants: Mary Ross Agosta Averill Dorsett Mark David Hunter
As there were only three applicants for the three vacancies, Councilman McCoy moved to appoint Mary
Ross Agosta, Averill Dorsett and Mark David Hunter to the General Employee Pension Board. Vice Mayor
Walters seconded the motion and the vote was unanimous in favor of the motion.
H) APPOINTMENTS TO THE PERSONNEL APPEALS BOARD (Three vacancies)
Applicants: Patricia Gispert Mark David Hunter
With only two applicants for the three vacancies, Councilman McCoy moved to appoint Ms. Gispert and
Mr. Hunter to the Personnel Appeals Board. Councilwoman Ledesma seconded the motion and the vote
was unanimous in favor of the motion.

2) ANNOUNCEMENTS
Ms. Estep read the announcements.
3) PUBLIC COMMENTS
Resident Bruce Brown asked about the Police Department Alert button on the website. Mr. Brown was
asked to speak to Chief Lystad regarding his questions.
4) COUNCIL COMMENTS
Yvonne Ledesma Councilwoman Ledesma spoke about the Board appointment process and
secondly, the need for appointed Board members to treat each resident coming before them with respect.
Jesse Walters Vice Mayor Walters thanked the individuals who volunteered to serve on the
Boards and spoke of the November Chamber of Commerce meeting program.

Councilman Davis spoke of the quality individuals volunteering to serve on the

for coming forward to volunteer their service for the community.

5) ADJOURNMENT
The Tuesday, October 15, 2013 Council Meeting was adjourned at 8:11 PM.
