The meeting was called to order at 7:30 PM with the following individuals in attendance: PRESENT: Herta Holly Jesse Walters Hunt Davis Ivonne Ledesma Jim McCoy ALSO PRESENT: Tom Benton, Village Manager Barbara Estep, Village Clerk Richard Sarafan, Village Attorney CONSIDERATIONS 1) VILLAGE CLERK Barbara A. Estep A) APPROVAL OF THE MAY 21, 2013 COUNCIL MEETING MINUTES. Councilman Davis moved approval of the May 21, 2013 Council Meeting Minutes as submitted. Councilwoman Ledesma seconded the motion and the vote was unanimous in favor of the motion. 2) PUBLIC WORKS Scott Davis A) REQUEST APPROVAL OF THE NEGOTIATED FEE OF $162,000, FOR TY LIN/HJ ROSS FOR DESIGN CRITERIA SERVICES WITH RESPECT TO THE DOWNTOWN SANITARY SEWER LINE AND WATER MAIN UPGRADE PROJECT. Public Works Director, Scott Davis, summarized the selection process and the negotiations which occurred between the Village and TY Lin representatives, indicating that the proposed negotiated fee is $162,000. Councilman McCoy moved to approve, subject to a review of the contract by Mr. Sarafan, the negotiated fee of $162,000 to TY Lin for design services. Councilman Davis seconded the motion and the vote was unanimous in favor of the motion. 3) VILLAGE COUNCIL Mayor Herta Holly 1111 A) DISCUSSION AND POSSIBLE ACTION REGARDING REDUCING THE SPEED LIMIT ON VILLAGE ROADWAYS FROM 30' MPH TO 25 MPH. • Mayor Holly outlined her request to have staff investigate the possibility of reducing the speed limit to 25 MPH on Village roadways. Mayor Holly indicated that she heard concerns from many people during the campaign and that with the current trend to walk and bike more throughout the Village, lowering the speed limit would help to ensure the safety and security of our residents. Councilman Davis spoke of the possible problem with enforcing a lower speed limit and that there may be some confusion regarding the different speeds allowed on different roadways. Councilman McCoy agrees in principal to the concept and looks forward to receiving the Staff report. Mayor Holly then moved to direct staff to investigate reducing the speed limit and report back to the Council. Councilman McCoy seconded the motion and the vote was unanimous in favor of the motion. 4) ANNOUNCEMENTS Ms. Estep read the announcements into the record. 5) PUBLIC COMMENTS Ellen Bonet Ms. Bonet spoke of the two Charter School Board seats selected by the respective PTSA's. Patrice Gillespie -Smith Ms. Gillespie -Smith expressed her support of lowering the speed limit. Charlie Smith The son of Patrice Gillespie -Smith, Charlie, also spoke of slowing traffic. 6) COUNCIL COMMENTS Ivonne Ledesma speed limits. Councilwoman Ledesma acknowledged the Mayor's initiative to lower the Jesse Walters No Comment Jim McCoy Councilman McCoy thanked Charlie for coming out with his mom, and spoke of the Memorial Day event. Hunt Davis No Comment Herta Holly Mayor Holly reminded everyone that the rain helps the gardens and the trees that are in bloom. 7) ADJOURNMENT The June 4, 2013 Council Meeting was adjourned at 7:46 PM.
