MIAMI SHORES VILLAGE
REGULAR COUNCIL MEETING
The Miami Shores Village Council held their regularly scheduled Council Meeting on Tuesday, April 17, 2012
in the Council Chambers of Village Hall. The Meeting was called to order at 7:00 PM with the following
individuals present:

Robert Levy, the Village's lobbyist provided information to the Council regarding the 2012 Legislative
Session.
CONSIDERATIONS
1) VILLAGE CLERK Barbara A. Estep
A) APPROVAL OF THE APRIL 3, 2012 COUNCIL MEETING MINUTES.
Vice Mayor Davis moved approval of the April 3, 2012 Council Meeting Minutes. Councilman Walters
seconded the motion and the vote was unanimous in favor of the motion.
B) AN ORDINANCE OF MIAMI SHORES VILLAGE, FLORIDA, AMENDING CHAPTER 14,
SECTION 14-33 OF THE CODE OF ORDINANCES OF MIAMI SHORES VILLAGE,
INCREASING RATES FOR LOCAL BUSINESS TAX RECEIPTS AS CONTAINED WITHIN
THE SCHEDULE OF LICENSE TAXES; PROVIDING FOR CONFLICTS, PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. (2nd & Final Reading)
Ms. Estep read the caption of the ordinance into the record and indicated that the required Public Hearing had
been properly noticed. Mayor McCoy opened the floor for the Public Hearing but having no one step forward
to speak on the issue, closed the Public Hearing. Ms. Estep indicated that due to the fact that the Governor had
just signed legislature which prohibits the LBT being assessed on real estate brokers or associates separate from
the offices for which they work, that line item would be omitted from the ordinance. Subsequently, Vice
Mayor Davis moved to adopt the amending Ordinance on second and final reading. Councilman Loffredo
seconded the motion and the vote was 4 to 1 in favor of the motion. Councilman Walters dissented.
2) VILLAGE COUNCIL Hunt Davis
A) DISCUSSION AND POSSIBLE ACTION REGARDING WAIVING THE FEES ASSOCIATED
WITH CLOSING N.E. 2ND AVENUE FOR A CHAMBER OF COMMERCE EVENT.
Due to the nature of the item, Attorney Richard Sarafan advised Councilman Walters that he should recuse
himself from the discussions and voting on the issue. Vice Mayor Davis introduced the item, indicating that he
had been approached by various members of the Chamber's Board of Directors regarding the possibility of the
Village waiving the costs associated with closing N.E. 2" Avenue for a special event to take place in October.
Vice Mayor Davis then moved to approve the Chamber's request to waive the costs to close N.E. 2nd Avenue.
Councilman Loffredo seconded the motion. Chamber of Commerce President, John McPhee, was present and
spoke to the Council regarding the planned event. Mr. McPhee responded to questions posed by the Council in
reference to the scope of the event and specifically what would be expected of the Village. Mr. Benton advised
the Council that the costs associated with the road closure are approximately $2000 to $2500. Mr. McPhee
assured the Council that should the Chamber not get a sufficient response from their members to warrant
having the special event, they would cancel the plans.
Mayor McCoy called for the vote which was unanimous in favor of the motion, with Councilman Walters
recusing himself from the vote.
3) ANNOUNCEMENTS

5) COUNCIL COMMENTS

Steve Loffredo Councilman Loffredo spoke of the Marshmallow Drop event.
Al Davis Councilman Davis spoke of a Rotary Club Program involving flying the American
Flag.
Hunt Davis Vice Mayor Davis also spoke of the Easter weekend activities, as well as the
upcoming Doctors Charter School Golf Tournament.
Jim McCoy Mayor McCoy spoke of the Recreation Department activities.

The April 17, 2012 Village Council Meeting was adjourned at 8:06 PM.
