MIAMI SHORES VILLAGE
REGULAR COUNCIL MEETING
The Miami Shores Village Council held their regularly scheduled meeting on Tuesday, November 15, 2011 in
the Council Chambers of Village Hall. The Meeting was called to order at 7:00 PM with the following
individuals present:

Richard Sarafan, Village Attorney
CONSIDERATIONS
1) VILLAGE CLERK Barbara A. Estep
A) APPROVAL OF THE NOVEMBER 1, 2011 COUNCIL MEETING MINUTES.
Councilman Walters moved approval of the November 1, 2011 Council Meeting Minutes as presented.
Councilman Loffredo seconded the motion and the vote was unanimous in favor of the motion.
B) AN ORDINANCE OF THE MIAMI SHORES VILLAGE COUNCIL, AMENDING
SECTION 504, "SIGNS" BY CREATING 504.3 OF THE ZONING APPENDIX A, CONTAINED IN THE CODE OF
ORDINANCES OF MIAMI SHORES VILLAGE, FLORIDA, PROVIDING FOR ADMINISTRATIVE APPROVAL BY
THE PLANNING DIRECTOR OF CERTAIN TEMPORARY BUSINESS SIGN INSTALLATIONS, AND SIGNS
COMPLYING WITH A MASTER SIGN AGREEMENT, SETTING FORTH CONDITIONS FOR SAME, PROVIDING
FOR CONFLICTS, PROVIDING FOR SEVERABILITY, AND PROVIDING FOR AN EFFECTIVE DATE.

Ms. Estep read the caption of the ordinance into the record. Mayor McCoy opened the Public Hearing but as
no one present wished to comment on the proposed ordinance; Mayor McCoy closed the Public Hearing and
opened the floor for any Council discussion. Councilman Loffredo moved to adopt the proposed ordinance on
second and final reading. Vice Mayor Davis seconded the motion and the vote was unanimous in favor of the
motion.
C) AN ORDINANCE OF THE MIAMI SHORES VILLAGE COUNCIL, AMENDING
ARTICLE VI, "SPECIAL APPROVALS" BY CREATING SECTION 620 IN THE
ZONING APPENDIX A, CONTAINED IN THE CODE OF ORDINANCES OF
MIAMI SHORES VILLAGE, FLORIDA, PROVIDING FOR THE ISSUANCE OF
SPECIAL CONDITIONAL USE PERMITS TO PERMIT THE PRESENTATION
OF MOVIES WITHIN LEGITIMATE THEATERS, SETTING FORTH
DEFINITIONS AND CONDITIONS FOR SAME, PROVIDING FOR CONFLICTS,
AND PROVIDING FOR AN EFFECTIVE DATE.
Ms. Estep read the caption of the ordinance into the record. Mayor McCoy opened the Public Hearing. No
one in attendance wished to speak regarding the proposed ordinance. Mayor McCoy closed the Public Hearing
and opened the floor for Council discussion. Councilman Loffredo moved to adopt the proposed ordinance on
second and final reading. Vice Mayor Davis seconded the motion and the vote was unanimous in favor of the
motion.
2) FINANCE DEPARTMENT Holly Hugdahl
A) A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, CREATING BUDGET
AMENDMENT #4 TO THE FISCAL YEAR 2010-2011 OPERATING BUDGETS, INCREASING
REVENUES AND EFFECTUATING FUND TRANSFERS TO REVERSE THE YEAR END
BUDGETARY DEFICIT.
Following clarification of the funding transfers, Vice Mayor Davis moved to adopt the resolution creating
budget amendment #4 to the fiscal year 2010-2011 budgets. Councilman Walters seconded the motion and
the vote was unanimous in favor of the motion.
3) ANNOUNCEMENTS
Ms. Estep read the announcements.
4) PUBLIC COMMENTS
No one present wished to comment on any issues.
5) COUNCIL COMMENTS
Jesse Walters Councilman Walters spoke of the Downtown Merchants Association.
Steve Loffredo Councilman Loffredo wished everyone a Happy Thanksgiving.
• Al Davis Councilman Davis spoke of the success of the Mayor's Ball.
Hunt Davis Vice Mayor Davis offered condolences to the Police Department on the death of Diesel, one of
the K-9 Officers and spoke of the upcoming Charter School charity event.

Jim McCoy Mayor McCoy spoke of the Ball, indicating that the credit for its success lies with the
Committee Chair, Ellen Bonet.
6) ADJOURNMENT
The November 15, 2011 Council Meeting was adjourned at 7:23 PM.
