REGULAR COUNCIL MEETING
The Miami Shores Village Council held their regularly scheduled Council Meeting on Tuesday, October 4, 2011 in
the Council Chambers of Village Hall. Mayor McCoy called the meeting to order at 7:00 PM with the following
individuals present:

CONSIDERATIONS
1) PLANNING & ZONING DEPARTMENT David Dacquisto
A) AN ORDINANCE OF THE MIAMI SHORES VILLAGE COUNCIL, AMENDING
DIVISION 5, "OFF STREET PARKING REQUIREMENTS", OF SEC. 521
CONTAINED IN THE ZONING APPENDIX "A" OF THE VILLAGE CODE OF
ORDINANCES, BY CREATING SEC. 521.6 "UNIVERSITY PARKING MASTER
PLAN", PROVIDING FOR CONFLICTS, PROVIDING FOR SEVERABILITY,
AND PROVIDING FOR AN EFFECTIVE DATE.
Ms. Estep read the caption of the Ordinance into the record. Mayor McCoy opened the floor for the Public
Hearing but as no one in attendance wished to speak, Mayor McCoy closed the Public Hearing. Vice Mayor
Davis moved to approve the proposed Ordinance on second reading. Councilman Loffredo seconded the motion.
No one on the Council initiated any questions or additional comments. The vote was 4 — 0 in favor of the motion
with Mayor McCoy abstaining from the vote.

2) VILLAGE CLERK Barbara A. Estep
A) APPROVAL OF THE SEPTEMBER 20, 2011 COUNCIL MEETING AND BUDGET HEARING
MINUTES.
Vice Mayor Davis moved to approve the September 20th Council Meeting and Budget Hearing Minutes as submitted.
Councilman Walters seconded the motion and the vote was unanimous in favor of the motion.
3) VILLAGE MANAGER Tom Benton
A) APPROVAL OF THE OCTOBER 2010 — 2013 FEDERATION OF PUBLIC EMPLOYEES
CONTRACT AS RATIFIED BY THE MEMBRSHIP, SEPTEMBER, 2011.
Mr. Benton offered information regarding the bargaining unit's contract proposal, indicating that the proposed
agreement did not provide for any additional pay or benefits. Vice Mayor Davis moved to approve the FPE's
contract. Councilman Loffredo seconded the motion and the vote was unanimous in favor of the motion.
B) PRESENTATION OF COMPOSTING REPORT.
Mr. Benton provided the Council with background information regarding the composting report submitted to the
Council. Mr. Benton reviewed the program and indicated that it would not be cost effective or feasible for the Village
to undertake such an ambitious program at this time. Council Members agreed with Mr. Benton's assessment and
thanked him for the extensive research and representation. It was suggested that the contents of the report be placed
on the Village's website.
C) DISCUSSION AND POSSIBLE ACTION REGARDING APPROVAL OF AN AGREEMENT WITH
WAS l'E MANAGEMENT INC. FOR YARD WASTE DISPOSAL.
Mr. Benton advised that the proposed agreement with Waste Management would provide an alternative for disposal
of the Village's clean yard trash. Mr. Benton indicated that the City of Miami's Virginia Key facility is currently not
operating due to concerns with the African snail. Councilman Loffredo moved to enter into an agreement, subject to
the review and approval of the Village Attorney, with Waste Management Inc. for disposal of clean yard trash. Vice
Mayor Davis seconded the motion and the vote was unanimous in favor of the motion.
4) ANNOUNCEMENTS
Ms. Estep read the announcements into the record.
5) PUBLIC COMMENTS
No one present wished to offer any comments.
6) COUNCIL COMMENTS
Jesse Walters Councilman Walters announced that Lance Harke has been named as the Chamber of Commerce
Citizen of the Year.
Steve Loffredo Councilman Loffredo thanked the Village Staff for continuing to look into the possibility of sewer
and new water line installations in order to improve the downtown area.
Al Davis No Comment
• Hunt Davis Vice Mayor Davis spoke of the upcoming Board Appointments and also of the Mayor's Ball.
Jim McCoy Mayor McCoy provided details regarding the November 5, 2011 Mayor's Ball, advising that it is the
fundraising mechanism for many of the Village's special events. Mayor McCoy also offered congratulations to Lance
Harke.
7) ADJOURNMENT
The October 4, 2011 Council Meeting was adjourned at 7:34 PM.
