MIAMI SHORES VILLAGE
BUDGET HEARING — FISCAL YEAR 2010-2011
The Miami Shores Village Council held the first of two Public Hearings on the proposed Fiscal Year
2010-2011 Operating Budget on Wednesday, September 8, 2010. The Meeting was held in the Council
Chambers of Village Hall and was called to order at 7:00 PM with the following members present:

1) PRESENTATION AND DISCUSSION OF THE PROPOSED BUDGET AND PROPOSED
MILLAGE RATE (8.0000 AND 0.7762) FOR OPERATING AND DEBT SERVICE
RESPECTIVELY.
Mr. Benton stated the purpose of the Hearing, indicating that he and the Council had reviewed the
proposed budget with the various Department Heads during the budget workshop held July 13, 2010. Mr.
Benton advised that the Administration had presented a balanced budget with a proposed tax rate of
• 8.0000 mils and a proposed General Fund Budget $12,205,926 and a total budget of all funds of
$21,879,959. Mr. Benton spoke briefly about the change in the manner in which the Village will be
billing the sanitation and stormwater charges, indicating that the charges will be included on the County
tax bill as a non -ad valorem assessment.

2) A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES
VILLAGE, FLORIDA, ESTABLISHING TENTATIVE AD VALOREM TAX LEVIES
FOR GENERAL FUND AND OTHER FUNDS OF THE VILLAGE FOR THE FISCAL
YEAR BEGINNING OCTOBER 1, 2010; PROVIDING FOR AN EFFECTIVE DATE.
Ms. Estep read the resolution for the record. Mrs. Holly moved approval of the resolution as presented.
Mr. Herrera seconded the motion. Mayor Davis opened the floor for the public hearing. Seeing no one
step forward to speak, Mr. Loffredo commented on the Village's attempts to keep the millage rate
constant and not raise the millage rate for the upcoming fiscal year. Mayor Davis closed the public
hearing on Item 2 and called for the vote, which was unanimous in favor of the motion.
3) A RESOLUTION OF THE MIIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES
VILLAGE, FLORIDA, TENTATIVELY ADOPTING THE FISCAL YEAR 2010-2011
BUDGETS, SETTING THE TIME, DATE AND PLACE OF THE SECOND OF TWO
PUBLIC HEARINGS TO DISCUSS THE AD VALOREM TAX LEVIES AND
CORRESPONDING BUDGETS; AND PROVIDING FOR AN EFFECTIVE DATE.
Ms. Estep read the resolution for the record. Mr. Loffredo offered a statement clarifying that the
assessment and value of an individual property is set by the County and not the Village but if people had
a question regarding their tax notice, the Village would try to assist them in understanding the notice.
Mayor Davis opened the floor for the public hearing. A Village resident, Ms. Johnson from Grand

Concourse spoke of her tax notice, particularly the difference between the assessed value and the market
value and the fact that her total tax bill increased. Mayor Davis suggested that Ms. Johnson see Mr.
Benton following the meeting to discuss her individual notice. As no one else wished to speak, Mayor
Davis closed the public hearing. Mr. Herrera moved to approve the resolution tentatively adopting the
fiscal year 2010-2011 budgets and setting the date and time for the second of two public hearings. Mrs.
Holly seconded the motion and the vote was unanimous in favor of the motion.
4) ADJOURNMENT
The September 8, 2010 Budget Hearing was adjourned at 7:15 PM.
