The meeting was called to order at 7:30 PM with the following individuals present: PRESENT: Al Davis Prospero Herrera Hunt Davis Herta Holly Steve Loffredo ALSO PRESENT: Tom Benton, Village Manager Barbara Estep, Village Clerk Richard Sarafan, Village Attorney CONSIDERATIONS 1) VILLAGE CLERK Barbara A. Estep A) APPROVAL OF THE MAY 4, 2010 COUNCIL MEETING MINUTES. Mrs. Holly moved approval of the May 4, 2010 Minutes. Mr. Loffredo seconded the motion. Mr. Davis suggested amending the wording on item 3A to indicate that the motion failed. Ms. Estep noted the requested amendment. The vote to approve the amended minutes was unanimous in favor of the motion. B) AN ORDINANCE OF MIAMI SHORES VILLAGE, FLORIDA, AMENDING CERTAIN SECTIONS OF CHAPTER 20, ARTICLE V, ENTITLED STORMWATER UTILITY, OF THE VILLAGE CODE OF ORDINANCES, TO FURTHER EFFECTUATE THE TRANSFER OF BILLING OF STORMWATER ASSESSMENTS VIA THE MIAMI-DADE COUNTY TAX BILL, PROVIDING FOR CONFLICTS, PROVIDING FOR SEVERABILITY, AND PROVIDING FOR AN EFFECTIVE DATE. (1g Reading) Ms. Estep read the caption of the proposed ordinance into the record. Mr. Loffredo reiterated that he was against the idea of having the Village's stormwater and sanitation assessments placed on the County tax bills and would therefore be voting against the ordinance amendments. Mrs. Holly moved to adopt the proposed ordinance on first reading. Mr. Davis seconded the motion and the vote was 4 to 1 in favor of the motion. Mr. Loffredo was the dissenting vote. • • C) AN ORDINANCE OF MIAMI SHORES VILLAGE, FLORIDA, AMENDING CERTAIN SECTIONS OF CHAPTER 9 OF THE VILLAGE CODE OF ORDINANCES, ENTITLED GARBAGE & TRASH, TO FACILITATE COLLECTION OF SANITATION ASSESSMENTS VIA THE MIAMI- DADE COUNTY TAX BILL, PROVIDING FOR CONFLICTS, PROVIDING FOR SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE. (1st Reading) Ms. Estep read the caption of the proposed ordinance into the record. Mrs. Holly moved adoption of the ordinance on first reading. Mr. Herrera seconded the motion and the vote was 4 to 1 in favor of the motion. Mr. Loffredo cast the dissenting vote. 2) VILLAGE MANAGER Tom Benton A) DISCUSSION REGARDING SEWER INSTALLATION. Mr. Benton provided a summary of the information contained in his memorandum and a review of the plans that had been previously discussed. Mr. Benton pointed out that the original plan was to have the district run from 94th Street north to 100th Street but that there had been additional discussion regarding adding an additional block and run to 101st Street. This change would add the Library and the Village Hall to the district, as well as four single family homes. Mr. Benton advised the Council that he was waiting for additional answers from the County with respect to water main installation questions. He further stated that the County had just recently advised him that the district must also include the vacant lots and parking lots abutting the proposed district and assessments would be levied on those vacant and parking parcels. Mayor Davis suggested that each Council Member offer their thoughts on the idea of creating a special taxing district for downtown sewer installations. Council Members, in turn, expressed their opinions on the installation of sewers for downtown and their thoughts on the costs and possible ramifications for the residents. It was clear that additional information was required in order to continue the discussions. Mayor Davis suggested that a Council Workshop be convened when Mr. Benton has received the requested information from the County and has additional information that will assist the Council in making a determination whether or not to move forward with the project. Council Members were in agreement with the Mayor's suggestion. 3) ANNOUNCEMENTS Ms. Estep read the announcements. 4) PUBLIC COMMENTS Robert Kuntz Mr. Kuntz is a candidate for Circuit Court Judge and provided information regarding his candidacy. — www.electrobertkuntz.com for information. Andre Williams Mr. Williams is a Miami Gardens Councilman. He spoke of the upcoming clinic on Foreclosure Prevention. The Clinic is being held on June 8th at the Village's Community Center. Mr. Williams is also running for US Congress. His website is www.andrewilliams2010.com. Eddie Lewis Mr. Lewis spoke about the sewer issue. 5) COUNCIL COMMENTS Steve Loffredo Mr. Loffredo thanked the speakers and reminded everyone about the Memorial Day service and the budget process workshop. • Hunt Davis Mr. Davis thanked the guests and spoke about mosquito season. Prospero Herrera Mr. Herrera thanked the neighbors for coming to speak and spoke of the downtown event scheduled for May 29th. Herta Holly Championship Title. Al Davis Board applications. Mrs. Holly spoke of Barry University's men's tennis program that won the NCAA Mayor Davis spoke of Memorial Day and reminded people of the Monday deadline for 6) ADJOURNMENT The May 18, 2010 Council Meeting was adjourned at 8:25 PM.
