REGULAR COUNCIL MEETING
The Miami Shores Village Council held their regularly scheduled Council Meeting immediately following the 2nd
Budget Hearing. The Meeting was called to order at 7:10 PM in the Council Chambers of Village Hall with the
following individuals present:

CONSIDERATIONS
1) VILLAGE CLERK Barbara A. Estep
A) APPROVAL OF THE SEPTEMBER 2, 2008 BUDGET HEARING AND COUNCIL MEETING
MINUTES.
Mr. Herrera moved to approve the September 2, 2008 Budget Hearing and Council Meeting Minutes as presented.
Mr. Loffredo seconded the motion and the vote was unanimous in favor of the motion.
2) VILLAGE MANAGER Tom Benton
A) DISCUSSION REGARDING THE STATUS OF THE ANNEXATION APPLICATION.
Mr. Benton advised the Council as to the status of the annexation application, indicating that the County
Commission had passed an ordinance on first reading which stipulated that the County would retain the sanitation
fees. This is in conflict with what had been discussed between the Village and the County during previous

meetings, and in his opinion may be a deal breaker. In addition, the interlocal agreement, which Mr. Benton had
anticipated would contain all of the details of the transfer, did not contain a number of key items. For example,
the agreement made no mention of when the Village could expect payment of the ad valorem taxes. A
representative for the County advised that as the taxes are a year in arrears, the Village would not receive any ad
valorem taxes for the effected properties until the new tax year (2010).
Mr. Benton stated that he had scheduled a meeting with County Representatives so that he and our Village
Attorney, Richard Sarafan, can review the particulars of the application and clarify outstanding issues.
Subsequent to that meeting, he will bring the item back before the Council for further discussion and direction.
Mr. Sarafan clarified that the County's intention would be to retain the ad valorem taxes even though the Village
would be providing services to the annexed area. A number of Council Members expressed their concerns with
the proposed scenario and indicated their understanding that the annexed area residents would become a real part
of the Village.

Steve Loffredo Thanked the Staff for development and delivery of the Budget.
Hunt Davis Also thanked the Staff for the Budget and spoke of the 2' Avenue construction project.
Herta Holly Mayor Holly spoke of the 2d Avenue construction.
6) ADJOURNMENT
The September 16, 2008 Council Meeting was adjourned at 7:22 PM.
