REGULAR COUNCIL MEETING
The Miami Shores Village Council held their regularly scheduled Council Meeting on Tuesday, June 17, 2008 in the
Council Chambers of Village Hall. The meeting was called to order with the following individuals present:

PRESENTATIONS
Ms. Donna Hurtak, Chair of the Brockway Memorial Library Board of Trustees presented the Brockway Memorial
Library Annual Report to the Council.
CONSIDERATIONS
1) VILLAGE CLERK Barbara A. Estep
A) APPROVAL OF THE MAY 20, 2008 COUNCIL MEETING MINUTES.
Mr. Herrera moved approval of the May 20, 2008 Council Meeting Minutes. Mr. Rodriguez seconded the motion and
the vote was unanimous in favor of the motion.
2) VILLAGE MANAGER Tom Benton
A) DISCUSSION AND POSSIBLE ACTION REGARDING A FISCAL YEAR 2008/09 MILLAGE
RATE.
Mr. Benton spoke of the difficult budget year and highlighting the loss of revenues due to the economic
downturn, loss of sales tax revenues, State revenue sharing funds and the negative effects on the ad valorem tax

monies due to recent Legislative actions. He also outlined the spending increases necessitated by rising fuel
costs, energy costs, insurance premiums and staff costs. Mr. Benton stated that in response to the Council's May
20, 2008 request to have him return with a recommended millage rate, he would recommend a rate of 7.75 mills.
This rate is being recommended to accommodate known contracted increases, and a very conservative Capital
Budget and also includes making a majority of the budget cuts outlined during the May 6, 2008 Town Hall
meeting. Individual Council Members expressed their opinion regarding the recommended 7.75 mill rate with
some Council Members indicating that they would rather not see an increase above 7.5662. Mayor Holly pointed
out that the recommended millage of 7.75 is the same mill rate the Village levied back in 2003 and 2004. Mr.
Davis reviewed some of the data he had compiled, including comparisons that a raise in millage from 7.5662 to
7.75 would only save the average homeowner approximately $45 to $60 annually but would fund approximately
$170,000 in Village services.
At the conclusion of the discussion, Mr. Benton indicated that he would continue to work on balancing the
budget with the Council's comments in mind.
3) ANNOUNCEMENTS
Ms. Estep read the announcements.
4) PUBLIC COMMENTS
Stephanie Ansen Ms. Ansen spoke of the Theater's summer season and their plans for the fall.
William Wells Mr. Wells spoke of the County's energy policy and Climate Change Advisory Board.
Eddie Lewis Mr. Lewis spoke of the proposed millage rate.
5) COUNCIL COMMENTS
JC Rodriguez Mr. Rodriguez spoke of the start of the budget season.
Prospero Herrera Mr. Herrera congratulated the graduates of Doctors Charter School.
Steve Loffredo Mr. Loffredo echoed the comments of his colleagues.
Hunt Davis Mr. Davis also congratulated the recent graduates.
Herta Holly Mayor Holly spoke of the Council's responsibility in the budget process and how seriously
they take the responsibility. She indicated that there needs to be a good balance of maintaining services versus
looking after the citizen's pocketbooks.
6) ADJOURNMENT
The June 17, 2008 Council Meeting was adjourned at 8:07 PM.
