The Meeting was called to order at 7:30 PM with the following individuals present: PRESENT: • ALSO PRESENT: • PRESENTATIONS Herta Holly Steve Loffredo Hunt Davis Prospero Herrera JC Rodriguez Tom Benton, Village Manager Barbara Estep, Village Clerk Richard Sarafan, Village Attorney Mr. Lewis Beilman, Senior Intergovernmental Representative of the South Florida Water Management District provided information relating to the water shortage and water restrictions currently in place. Mayor Holly presented a Proclamation declaring April as Water Conservation Month to Mr. Beilman of the South Florida Water Management District. CONSIDERATIONS 1) CONSENT AGENDA - Barbara A. Estep Items were discussed and voted upon independently. A) APPROVAL OF THE FEBRUARY 19, 2008 COUNCIL MEETING MINUTES. Mr. Loffredo moved approval oft he February 19, 2008 Council Meeting Minutes. Mr. Herrera seconded the motion and the vote was unanimous in favor of the motion. B) APPROVAL OF BANKING RESOLUTIONS FOR BANK OF AMERICA AND SUNTRUST. Mr. Benton gave a brief explanation of the purpose of the banking resolutions, stating that the resolutions were necessary for general bank account maintenance. Mr. Herrera moved approval of the Resolutions. Mr. Rodriguez seconded the motion and the vote was unanimous in favor of the motion. • C) REQUEST APPROPRIATION AND EXPENDITURE OF FORFEITURE FUNDS IN THE TOTAL AMOUNT OF $7,500 TO INFORMED FAMILIES OF MIAMI-DADE COUNTY. • Chief Lystad spoke of the programs sponsored by Informed Families of Miami -Dade County and that the support goes towards the Statutory requirement for the use of forfeiture funds. Mr. Rodriguez moved to approve the request for appropriation and expenditure of forfeiture funds for Informed Families of Miami -Dade in the amount of $7,500. Mr. Herrera seconded the motion and the vote was unanimous in favor of the motion. 2) VILLAGE MANAGER Tom Benton A) DISCUSSION AND POSSIBLE ACTION REGARDING PENDING ANNEXATION APPLICATION. Mr. Benton provided the Council with a status report on the annexation application, indicating that should the Council wish to move forward, the moratorium at the County level has been lifted and the Village can once again actively pursue the annexation. Mr. Benton reviewed the numbers, both anticipated revenues and expenses, and stated that the expenses include the addition of one police officer and one public works maintenance worker. Mr. Loffredo moved to have the Village Manager continue with the annexation application process. Mr. Davis seconded the motion and the vote was unanimous in favor of the motion. 3) ANNOUNCEMENTS The Clerk read the announcements. 4) PUBLIC COMMENTS TF Chambers Mr. Chambers spoke of annexation of the K -Mart comer. 5) COUNCIL COMMENTS Hunt Davis No Comment Steve Loffredo Mr. Loffredo thanked the Staff, participants and the Recreation Department for their work on Unity Day, Prospero Herrera Mr. Herrera spoke of the Miami International Film Festival and Native Plant Day at the Elaine Gordon Park. JC Rodriguez Mr. Rodriguez spoke of the Mayor's Ball. Herta Holly Mayor Holly thanked all the individuals involved with the Mayor's Ball, stating that the Ball raised over $40,000. 6) ADJOURNMENT The March 4, 2008 Council Meeting was adjourned at 8:05 PM. • Barbara A.
