09-04-2007 Budget Hearing Meeting• • • MIAMI SHORES VILLAGE BUDGET HEARING — FISCAL YEAR 2007-2008 The Miami Shores Village Council held the first of two Public Hearings on the proposed Fiscal Year 2007-2008 Operating Budget on Tuesday, September 4, 2007. The Meeting was held in the Council Chambers of Village Hall and was called to order at 7:00 PM with the following members present: PRESENT: Herta Holly Steve Loffredo Hunt Davis Prospero Herrera JC Rodriguez ALSO PRESENT: Tom Benton, Village Manager Barbara Estep, Village Clerk Richard Sarafan, Village Attorney 1) PRESENTATION AND DISCUSSION OF THE PROPOSED BUDGET AND PROPOSED MILLAGE RATE (7.1400 AND 0.2153 plus 0.4611) FOR OPERATING AND DEBT SERVICE RESPECTIVELY. Mr. Benton stated the purpose of the Hearing, indicating that he and the Council had reviewed the proposed budget with the various Department Heads during the budget workshop held July 24 and July 25, 2007. Mr. Benton advised that the Administration had presented a balanced budget with a proposed tax rate of 7.14 and 0.6764 for the operating budgets and debt service fees respectively. Mr. Benton expressed the difficulty with balancing the proposed budget due to the constraints imposed by the Legislature. Mr. Benton indicated that the Administration had cut a number of positions from the budget and attempted to make cuts which would have the smallest effect on the majority of residents. He went on to say that certain fees would be raised and some programs scaled back, including an increase in the Sanitation and Stormwater rates, and reduced hours at the Community Center and Aquatic Center. 2) A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES VILLAGE, FLORIDA, ESTABLISHING TENTATIVE AD VALOREM TAX LEVIES FOR GENERAL OPERATING AND VOTER -APPROVED DEBT SERVICE PURPOSES FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2007; PROVIDING FOR AN EFFECTIVE DATE. 3) A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES VILLAGE, FLORIDA, TENTATIVELY ADOPTING THE FISCAL YEAR 2007-2008 OPERATING AND DEBT SERVICE BUDGETS; SETTING THE TIME, DATE AND PLACE OF THE SECOND OF TWO PUBLIC HEARINGS TO DISCUSS THE AD VALOREM TAX LEVIES AND CORRESPONDING BUDGETS; AND PROVIDING FOR AN EFFECTIVE DATE. The Clerk read the Titles of the two proposed Resolutions. Mayor Holly opened the floor for the Public Hearing. Resident Gwen Burzycki spoke about the hardship to her if the hours at the Aquatic Center are reduced. She spoke about needing to keep the lap swim program available in the evening for the individuals who work and cannot attend the morning hour lap swim. Residents Tom Gay and Joanna Revelo also spoke about the lap swim hours. As no one else present chose to comment, the Mayor closed the Public Hearing. As the Manager and Council had thoroughly reviewed the proposed budget during the two evening workshop in July, the Council had no further comments to make at this time. • • Mr. Loffredo moved to approve the Resolution establishing tentative ad valorem tax levies for the general operating and voter approved debt service for the fiscal year 2007-2008. Mr. Herrera seconded the motion and the vote was unanimous in favor of the motion. Mr. Rodriguez moved to approve the Resolution tentatively adopting the fiscal year 2007-2008 operating and debt service budgets and setting the date and time for the second of two Public Hearings. Mr. Herrera seconded the motion and the vote was unanimous in favor of the motion. 4) ADJOURNMENT The September 4, 2007 Budget Hearing was adjourned at 7:17 PM. Barbara A.
