REGULAR COUNCIL MEETING
The Miami Shores Village Council held their regularly scheduled Council Meeting on Tuesday, October 3, 2006
in the Council Chambers of Village Hall. The Meeting was called to order at 7:30 PM with the following
individuals present:

PRESENTATIONS
Viny & Madeleine Romanello of 29 N.E. 96th Street were presented with the October, 2006 House of the Month
Award.
CONSIDERATIONS
1) CONSENT AGENDA Barbara A. Estep
A) APPROVAL OF THE SEPTEMBER 19, 2006 BUDGET HEARING AND COUNCIL MEETING
MINUTES.
B) REQUEST APPROPRIATION AND EXPENDITURE OF FORFEITURE FUNDS IN THE
AMOUNT OF $1,500 TO FUND A PORTION OF THE HALLOWEEN HOWL EVENT.
The Village Clerk read the items contained within the Consent Agenda. Mrs. Holly moved approval of the
Consent Agenda. Mr. Loffredo seconded the motion and the vote was unanimous in favor of the motion. Mr.
Loffredo mentioned that forfeiture funds had routinely been used to subsidize the Halloween Howl event in the
past and that this request continues that tradition.

2) VILLAGE CLERK Barbara A. Estep
A) APPOINTMENTS TO THE COUNTRY CLUB ADVISORY BOARD (Three vacancies)
Applicants: Richard Gonzalez Ken Harris
Mr. Gonzalez was present and spoke on his own behalf. As there were three vacancies and only two applicants,
Mr. McCoy moved to appoint the two applicants. Mrs. Holly seconded the motion and the vote was unanimous
in favor of the motion.
B) APPOINTMENTS TO THE FINE ARTS COMMISSION (Two vacancies)
Applicants: Donna Font Louis Lezama Michael Stock
Ms. Donna Font was present and spoke on her own behalf. Council Members completed paper ballots with the
following results:

Mr. Calli was present and spoke on his own behalf'. Paper ballots were completed by the Council with the

Mr. Spahn was reappointed to the Personnel Appeals Board based on the balloting.
D) APPOINTMENTS TO THE RECREATION ADVISORY BOARD (Six vacancies)

Amy Zibelli
Mr. McCoy indicated that Ms. Zibelli had called him to withdraw her name from consideration. Due to this
circumstance, there were six applicants for six vacancies. Therefore, Mr. Loffredo moved to appoint the six
applicants to the Board. Mr. McCoy seconded the motion and the vote was unanimous in favor of the motion.
Mr. Benton spoke about the need to bring the appointment terms back into realignment and suggested that staff
look at the terms and come up with an equitable way to alleviate the turnover of so many board members at any
one time. The Council agreed with Mr. Benton's suggestion.
E) APPOINTMENTS TO THE HISTORIC PRESERVATION BOARD (Three vacancies)

Ms. SallieAnne Marvil-Rodriguez, Mr. Mike Mason, and Ms. Madeleine Romanello were present and spoke on

taken requiring the Council to vote for two applicants out of those candidates receiving three votes. The tally of

3) ANNOUNCEMENTS
Mrs. Estep read the announcements.
4) PUBLIC COMMENTS
Madeleine Romanello Ms. Romanello spoke about the anticipated traffic study for N.E. 96th Street between
N.E. 211d Avenue and N. Miami Avenue.
Barry Perl Mr. Perl spoke of the profusion of real estate signs that appear on Sundays.
TF Chambers Mr. Chambers spoke about the need for the realty signs.
5) COUNCIL COMMENTS
Steve Loffredo Mr. Loffredo expressed his gratitude for the applicants who applied for Board positions.
JC Rodriguez No comment offered.
Herta Holly Ms. Holly thanked the residents for applying for Board and Committee appointments.
Mrs. Holly also urged the community to keep the children safe in light of the recent
tragedies.
Jim McCoy Mr. McCoy expressed appreciation to the Board applicants.
Al Davis Mayor Davis spoke of a letter written by a resident of N.W. 111th Street.
6) ADJOURNMENT - The October 3, 2006 Council Meeting was adjourned at 8:15 PM.
