09-06-2006 Budget Hearing MeetingMIAMI SHORES VILLAGE BUDGET HEARING — FISCAL YEAR 2006-2007 The Miami Shores Village Council held the first of two Public Hearings on the proposed Fiscal Year 2006-2007 Operating Budget on Tuesday, September 6, 2006. The Meeting was held in the Council Chambers of Village Hall and was called to order at 7:00 PM with the following members present: PRESENT: Al Davis JC Rodriguez Herta Holly Steve Loffredo Jim McCoy ALSO PRESENT: Tom Benton, Village Manager Barbara Estep, Village Clerk Richard Sarafan, Village Attorney Mark Malatak, Finance Director 1) PRESENTATION AND DISCUSSION OF THE PROPOSED BUDGET AND PROPOSED MILLAGE RATE (8.2500 AND 0.8559) FOR OPERATING AND DEBT SERVICE RESPECTIVELY. Mayor Davis stated the purpose of the Hearing, indicating that the Council had reviewed the proposed budget with the Manager and the Department Heads both individually and during the budget workshop held in July. Mr. Benton advised that the Administration had presented a balanced budget with a proposed tax rate of 8.25 and 0.8559 for the operating budgets and debt service fees respectively. 2) A RESOLUTION OF THE NIIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES VILLAGE, FLORIDA, ESTABLISHING TENTATIVE AD VALOREM TAX LEVIES FOR GENERAL OPERATING AND VOTER -APPROVED DEBT SERVICE PURPOSES FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2006; PROVIDING FOR AN EFFECTIVE DATE. The Clerk read the caption of the proposed Resolution. Mr. Rodriguez moved to adopt the Resolution as presented. Mrs. Holly seconded the motion. 3) A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES VILLAGE, FLORIDA, TENTATIVELY ADOPTING THE FISCAL YEAR 2006-2007 OPERATING AND DEBT SERVICE BUDGETS; SETTING THE TIME, DATE AND PLACE OF THE SECOND OF TWO PUBLIC HEARINGS TO DISCUSS THE AD VALOREM TAX LEVIES AND CORRESPONDING BUDGETS; AND PROVIDING FOR AN EFFECTIVE -DATE. The Clerk read the caption of the proposed Resolution. Mr. Rodriguez moved to adopt the Resolution. Mrs. Holly seconded the motion. Mayor Davis opened the floor for the Public Hearing. Resident Robert Menge questioned the need to raise taxes due to added burden on the property owners. Mr. Benton stated that the total mill rate actually decreased slightly, and went on to outline a number of increases in expenses, i.e. insurance premiums, fuel costs, personal and labor related costs; and the Village's intent to maintain delivery of high level services and programs. Mr. Menge spoke of the increase in his tax bill specifically and when reviewed by Staff, it was suggested that he call the County because it appeared as though there may have been an error in the assessment. Mr. Loffredo and Mr. McCoy made statements regarding the proposed budget and the services and programs which are funded within the Budget. Resident Maria Cora expressed her • opposition, indicating that there should not be an increase. As no one else present chose to comment, the Mayor closed the Public Hearing. There was no further discussion amongst the Council Members and Mayor Davis called for a vote on the two Resolutions. Council Members voted unanimous in favor of the motions to adopt the Resolutions as presented. 4) ADJOURNMENT The September 6, 2006 Budget Hearing was adjourned at 7:15 PM. Barbara A.
