The Meeting was called to order at 7:30 PM with the following members present: PRESENT: Al Davis JC Rodriguez Steve Loffredo Jim McCoy ALSO PRESENT: Tom Benton, Village Manager Barbara Estep, Village Clerk Richard Sarafan, Village Attorney ABSENT: Herta Holly PRESENTATIONS The June, 2006 House of the Month Award was announced as Fredric Toney & Hilda Jackson of 121 N.W. 104th Street. CONSIDERATIONS 1) VILLAGE CLERK Barbara A. Estep A) APPROVAL OF THE MAY 16, 2006 COUNCIL MEETING MINUTES. Mr. Rodriguez moved approval of the May 16, 2006 Council Meeting Minutes as submitted. Mr. Loffredo seconded the motion and the vote was unanimous in favor of the motion. • • • B) DISCUSSION AND POSSIBLE ACTION REGARDING THE COUNCIL BUDGET WORKSHOP DATE. Mr. Loffredo indicated that he would review the budget and submit notes in writing rather than hold up the meeting schedule as he will be away on vacation. As a result, the Council's Budget Workshop for the FY 06/07 Operating Budget was confirmed for Tuesday, July 11, 2006 beginning at 6:00 PM in the Conference Room of Village Hall. 2) VILLAGE MANAGER A) DISCUSSION AND POSSIBLE ACTION REGARDING RENEWING THE MAINTENANCE CONTRACT WITH THE DEPARTMENT OF TRANSPORTATION FOR THE VILLAGE TO MAINTAIN THE STATE ROADWAY'S RIGHT-OF-WAYS. Mr. Benton provided background information regarding the long standing agreement between the Village and the Florida Department of Transportation, indicating that the contract represented the normal renewal conditions. Council Members expressed their pleasure with the arrangement for the Village to maintain the State's roadway right-of-ways and their desire to see the arrangement continued. Mr. Loffredo moved to approve he execution of the agreement. Mr. Rodriguez seconded the motion and the vote was unanimous in favor of the motion. 3) VILLAGE COUNCIL A) DISCUSSION AND POSSIBLE ACTION REGARDING THE VILLAGE ZONING CODE. Sponsored by Mayor Al Davis Mayor Davis summarized the information contained in his memorandum to Council, indicating that he would like the Planning & Zoning Board to look into two areas of the zoning code, the first being allowable fencing materials and the second being roofing materials. Mayor Davis stated that a number of residents had approached him regarding adding the white vinyl fence material to the list of allowable fence materials, as well as expanding the list of allowable roofing materials. Individual Council Members thanked the Mayor for bringing these items to their attention and as long as the issue of harmony in the neighborhoods was reviewed by the Board, they endorsed the idea of having the Planning & Zoning Board look at amending the Code. Mr. McCoy moved to have the Planning & Zoning Board review the current Code in the areas of fencing and roof materials and report back to the Council with their recommendations. Mr. Loffredo seconded the motion and the vote was unanimous in favor of the motion. B) DISCUSSION AND POSSIBLE ACTION CONCERNING HURRICANE PREPAREDNESS MEASURES. Sponsored by Councilman Stephen Loffredo Mr. Loffredo outlined his proposal to provide alternate power (generators) for traffic lights that lose power during hurricanes. Mr. Loffredo stated that he would like to send the matter to Staff to come up with a plan and report back to the Council. Council Members indicated their support of the concept and following a brief discussion, Mr. Loffredo moved to approve in principal the idea of providing alternate power sources for roadway intersections and to ask Staff to research the feasibility and logistics and report back to the Council with a proposed plan. Mr. McCoy seconded the motion and the vote was unanimous in favor of the motion. 4) ANNOUNCEMENTS Mrs. Estep read the announcements. 5) PUBLIC COMMENTS None • • • 6) COUNCIL COMMENTS Council Members spoke of the Memorial Day Service and of Mr. Benton's Hurricane Preparedness Workshop. 7) ADJOURNMENT The June 6, 2006 Council Meeting was adjourned at 7:50 PM Barbara A.
