REGULAR COUNCIL MEETING
The Miami Shores Village Council held their regularly scheduled Council Meeting on Tuesday, March 7, 2006 in
the Council Chambers of Village Hall. The Meeting was called to order at 7:30 PM with the following
individuals present:

PRESENTATIONS
Mr. Benton presented the March, 2006 House of the Month Award to Daniel Hardwick of 9313 NW 2nd Court.
CONSIDERATIONS
1) VILLAGE CLERK Barbara A. Estep
A) APPROVAL OF THE FEBRUARY 21, 2006 COUNCIL MEETING MINUTES.
Mr. Rodriguez moved approval of the February 21, 2006 Council Meeting Minutes. Mr. Loffredo seconded the
motion and the vote was unanimous in favor of the motion.
411B) AWARD OF BID FOR DOCUMENT SCANNING SERVICES TO LYDIAN DATA
SERVICES.
Mr. McCoy moved to award the bid for the building department's document scanning services to Lydian
Data Services. Mrs. Holly seconded the motion and the vote was unanimous in favor of the motion.
C) AN ORDINANCE OF MIAMI SHORES VILLAGE, FLORIDA, AMENDING THE POLICE
OFFICERS' RETIREMENT SYSTEM TO IMPLEMENT CHANGES PURSUANT TO THE
COLLECTIVE BARGAINING AGREEMENT BETWEEN THE VILLAGE AND THE
POLICE BENEVOLENT ASSOCIATION, BY AMENDING SECTION 18-79 "SERVICE
RETIREMENT ALLOWANCE" OF THE VILLAGE CODE TO INCREASE THE SERVICE
RETIREMENT ALLOWANCE FOR POLICE OFFICERS; BY AMENDING SECTION 18-83
"CONTRIBUTIONS" OF THE VILLAGE CODE TO INCREASE THE MEMBER
CONTRIBUTION TO 9% OF COMPENSATION; BY RE -TITLING AND AMENDING
SECTION 18-90 "ROSTER OF RETIREES" OF THE VILLAGE CODE TO IMPLEMENT
AN ANNUAL COST OF LIVING INCREASE FOR RETIRED MEMBERS; BY AMENDING
SECTION 18-98 "DEFERRED RETIREMENT OPTION PLAN (DROP) FOR SWORN
POLICE PERSONNEL" OF THE VILLAGE CODE TO PROVIDE FOR PAYOUT OF AN
EMPLOYEE'S SICK AND ANNUAL LEAVE UPON ENTRY INTO THE DROP;
PROVIDING FOR CONFLICTS, PROVIDING FOR SEVERABILITY AND PROVIDING
FOR AN EFFECTIVE DATE.
The Village Clerk read the caption of the Ordinance into the record. Mr. Loffredo moved to adopt the
Ordinance as submitted. Mr. McCoy seconded the motion. Mayor Davis opened the floor for the Public
Hearing. As no one present wished to speak to the Ordinance, Mayor Davis closed the Public Hearing and
called for the vote which was unanimous in favor of the motion.
D) AN ORDINANCE OF MIAMI SHORES VILLAGAE, FLORIDA, CREATING CHAPTER 2,
ARTICLE VII, SECTION 2-100 ET SEQ. OF MIAMI SHORES VILLAGE CODE,
ESTABLISHING A PROCEDURE FOR LOBBYIST REGISTRATION, PROVIDING FOR
CONFLICTS, PROVIDING FOR SEVERABILITY, AND PROVIDING FOR AN
EFFECTIVE DATE.
The Clerk read the caption of the proposed Ordinance into the record. Mr. Loffredo moved approval of the
Ordinance on first reading. Mrs. Holly seconded the motion and the vote was unanimous in favor of the
motion.
2) VILLAGE MANAGER Tom Benton
A) REQUEST WAIVER OF BID PROCEDURE AND AWARD TREE STUMP REMOVAL WORK
TO US WRECKING AND LAND CLEARING, INC. IN THE AMOUNT OF $28,000.
Mr. Benton offered background information regarding the request, indicating that the process to request sealed
bids would take approximately 6 weeks, and delay the removal of the stumps which have been in place since
Hurricane Katrina and Hurricane Wilma. Mr. McCoy moved to waive the bid procedure and award the tree
stump removal work to US Wrecking and Land Clearing. Mrs. Holly seconded the motion and the vote was
unanimous in favor of the motion.

Mrs. Estep read the announcements.
4) PUBLIC COMMENTS
No one present wished to speak.
5) COUNCIL COMMENTS
Council Members spoke of the success of the Mayor's Community Task Force Ball and the Unity Day event.
