MIAMI SHORES VILLAGE
REGULAR COUNCIL MEETING
The Miami Shores Village Council held its regularly scheduled Council Meeting on Tuesday, January 17, 2006 at the
Village Hall. The meeting was called to order at 7:30 PM with the following members present:

PRESENTATIONS
Mayor Davis read the names of the winners of the 2005 Holiday Light Contest.
CONSIDERATIONS
1) VILLAGE CLERK Barbara A. Estep
A) APPROVAL OF THE DECEMBER 6, 2005 COUNCIL MEETING MINUTES.
Mr. Rodriguez moved approval of the December 6, 2005 Council Meeting Minutes. Mr. Loffredo seconded the motion
and the vote was unanimous in favor of the motion.
2) POLICE DEPARTMENT Interim Chief Kevin Lystad
A) A RESOLUTION OF THE MAYOR AND VILLAGE COUNCIL OF THE VILLAGE OF MIAMI
SHORES, AUTHORIZING THE VILLAGE MANAGER TO APPLY FOR THE FEDERAL DRUG
CONTROL AND SYSTEM IMPROVEMENT PROGRAM GRANT AVAILABLE THROUGH THE MIAMI-
DADE DEPARTMENT OF HUMAN SERVICES TO APPLY FOR, RECEIVE, EXPEND FUNDS AND
EXECUTE AGREEMENTS WITH THE PURPOSE OF CREATING A "DRUG CONTROL AND SYSTEM
IMPROVEMENT PROGRAM".
The Village Clerk read the caption of the Resolution into the record. Chief Lystad outlined the purpose of the resolution
and associated grant funds, indicating the monies received from the grant are used for records retention programming.
Mr. Loffredo moved to adopt the resolution. Mr. McCoy seconded the motion and the vote was unanimous in favor of
the motion.
3) VILLAGE COUNCIL Herta Holly
A) A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, IN
SUPPORT OF CONGRESSMAN KENDRICK MEEK'S INITIATIVE TO PROVIDE 100%
FEDERAL REIMBURSMENT FOR CITY, COUNTY AND STATE HURRICANE RECOVERY
COSTS.
Ms. Estep read the caption of the resolution into the record. Mrs. Holy offered information relating to the resolution in
support of Congressman Meek's initiative. Mrs. Holly moved to adopt the resolution. Mr. McCoy seconded the motion
and the vote was unanimous in favor of the motion.
4) VILLAGE MANAGER Tom Benton
A) REQUEST APPROVAL TO CLOSE THE ALLEY BETWEEN N.E. 98TH AND N.E. 99TH STREET
EAST OF BISCAYNE BOULEVARD.
Mr. Benton explained the request for alley closure, stating that the Village Administration had received the request from
residents of the affected alley via a petition. Mr. Benton further stated that this particular alley is the only alley not gated
in the area which results in a lot of cut -through traffic for the property owners. Mr. McCoy moved to approve the
request to close the alley between N.E. 98th and N.E. 99th Streets, east of Biscayne Boulevard. Mrs. Holly seconded the
motion and the vote was unanimous in favor of the motion.
5) ANNOUNCEMENTS
Ms. Estep read the announcements.
6) PUBLIC COMMENTS
Mayor Davis recognized the large crowd of individuals in attendance to comment on the Doctors Charter School
operations. Mayor Davis outlined the procedural rules for the speakers.
Nancy Strapp
Ms. Strapp indicated that she is a teacher at Krop High School and has a student at the DCS.
She voiced her support of the school and stated that the School needs the support of the
parents.
Michael Stock Mr. Stock stated that the School hasn't lived up to its expectations.
Diane Ramirez Ms. Ramirez stated that circumstances were intolerable and expressed her opinion that the
Council should take responsibility and dismiss Ms. Manrara from the School and Mr. Heffernan from the Board.
Rebecca Kataress Ms. Kataress stated that she is a life-long educator and has a student at DCS. She offered her
opinion that the education is being undermined by the few parents that are unhappy.
Marion Daniels Ms. Daniels, a teacher and parent at Doctors Charter School spoke in support of the School and
its administration.
Doug Garber Mr. Garber, a teacher at DCS, spoke of the atmosphere at the School, indicating that there is a
vendetta being waged by the unhappy parents.
Robert Benson Mr. Benson, parent of an 8th grade student voiced his support of the school.
Ms. Sirgala Ms. Sirgala, a teacher at DCS that had also been teaching at MSBU, indicated that she is
concerned about the school and the administration.
Sergio Hernandez Mr. Hernandez, a teacher at DCS, indicated that the teachers have all the resources to teach.
Sandra Osborne Ms. Osborne, parent, stated that the School is not what was promised.
Liz Steele Ms. Steele, parent, indicated that she is a teacher for the County and has a student at DCS. She
expressed her opinion that Ms. Manrara does not have the skills to manage the School.
Bonnie Willis Ms. Willis, teacher at DCS, expressed her belief that most teachers are happy at DCS. She
further stated that it is too bad that Peter Lavinier was not employed at the School but she is happy teaching there.
Dawn Halliday Ms. Halliday, parent, questioned Ms. Manrara's qualifications and indicated that she is
unhappy with the lack of responses she has received to her inquiries.
Chip Southerland Mr. Sotherland stated that he is upset with changes at the School and is not impressed by the
School.
Jeffrey Bustos Mr. Bustos is a student at the School who had previously attended Krop. He stated that he was
promised a sports program and the School offers a very limited sports program.
Gabriella Roy Ms. Roy, parent, expressed her dissatisfaction with the timing of reports and grade
notifications. She indicated that by the time she is notified that there is a problem with her child, it is too late to take any
action to correct or improve the work.
Anna Ward Ms. Ward, parent, indicated that the situation is appalling.
Terry Mitchell Ms. Mitchell expressed her concern with the students.
Susie Southerland Ms. Southerland indicated that the children are not getting what they need and that there is no
comparison between MSBU and DCS.

Mr. Branchetti talked about the lack of communication between the School's administration

Andrea Smith, student, indicated that she is discouraged with the learning environment at the
Walter Latimer, student, spoke of organizational and scheduling problems.
Arena Richard Ms. Richard indicated that she does not have any problem with school or Ms. Manrara but one
person is destroying the community.
Mayor Davis closed Public Comment.
7) COUNCIL COMMENTS
Herta Holly Mrs. Holly thanked everyone for coming and stated that she would like to see more people
attend the Council Meetings. Mrs. Holly announced the School Dedication ceremony.
Jim McCoy Mr. McCoy thanked those in attendance and advised the audience that the Council takes their
comments seriously.
