09-22-2005 Budget Hearing Meeting• NIIAMI SHORES VILLAGE BUDGET HEARING — FISCAL YEAR 2005-2006 The Miami Shores Village Council held their second and final Public Hearing on the proposed Fiscal Year 2005-2006 Operating Budget on Thursday, September 22, 2005. The Meeting was held in the Council Chambers of Village Hall and was called to order at 7:00 PM with the following Members present: PRESENT: Mayor Al Davis J.C. Rodriguez Herta Holly Steve Loffredo Jim McCoy ALSO PRESENT: Tom Benton, Village Manager Barbara Estep, Village Clerk Richard Sarafan, Village Attorney Mark Malatak, Finance Director 1) PRESENTATION AND DISCUSSION OF THE PROPOSED BUDGET AND PROPOSED MILLAGE RATE (8.2500 AND 0.3637 plus 0.5659) FOR OPERATING AND DEBT SERVICE RESPECTIVELY. Mayor Davis made introductory comments regarding the budget and the budget process. Mayor Davis • opened the floor for the Public Hearing. • Osvaldo Costa John Molta Mr. Costa asked about the impact of the millage rates on average homeowner. Mr. Benton responded to Mr. Costa question, explaining that the ad valorem millage rate remained the same and the debt service millage rate was reduced slightly. Mr. Benton went on to explain that the net result to the homeowner (for the Village tax portion if the property was homesteaded and the individual had not just recently purchased the home) would be a slight increase in the property taxes. Mr. Molta asked for clarification on the noticing of the budget process and the Internal Service Funds within the budget document. Mr. Benton and Mr. Malatak responded, with Mr. Malatak explaining about the Risk Management and Fleet Management funds which make up the Internal Service Fund. 2) A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES VILLAGE, FLORIDA, ESTABLISHING FINAL AD VALOREM TAX LEVIES FOR GENERAL OPERATING AND VOTER -APPROVED DEBT SERVICE PURPOSES FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2005; PROVIDING FOR AN EFFECTIVE DATE. Mrs. Estep read the proposed Resolution. Mr. McCoy moved to adopt the Resolution as presented. Mrs. Holly seconded the motion and the vote was unanimous in favor of the motion. • • • • 3) A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES VILLAGE, FLORIDA, ADOPTING THE FISCAL YEAR 2005-2006 OPERATING AND DEBT SERVICE BUDGETS AND PROVIDING FOR AN EFFECTIVE DATE. Mrs. Estep read the proposed Resolution. Mr. Loffredo moved to adopt the Resolution as presented. Mr. Rodriguez seconded the motion and the vote was unanimous in favor of the motion. 4) ADJOURNMENT The September 22, 2005 Budget Hearing was adjourned at 7:18 PM. Barbara A.
