VILLAGE COUNCIL WORKSHOP
The Miami Shores Village Council held a Council Workshop on Tuesday, December 7, 2004 in the Conference
Room of Village Hall. The Workshop was called to order at 9:10 PM. The purpose of the workshop was to
discuss the final version of a Traffic Calming Report Study which has been submitted by the firm of Tetra Tech.
After discussing the minor amendments made following the July 6th Regular Council Meeting, the Council
reached a consensus to place the policy on the January 4, 2005 Council Meeting Agenda for formal adoption.
The Council Workshop Meeting was adjourned at 9:25 PM.

RE: Proposed Amendments to the Doctors Charter School Charter Document
Attached please find proposed changes to the charter document being proposed by the Charter
School Authority's Board of Directors. The Village ordinance which established the Authority
stipulates that any charter amendments be approved by the Village Council.
The proposed amendments include changing the Charter School's name to reflect the correct
name of Doctors Charter School of Miami Shores. In addition, the Authority has proposed
language which defines a date the contract and charter will take effect and will clarify and
facilitate the transfer of certain assets, including equipment, books, and records from the existing
Charter Middle School to the new Doctors Charter School. Maggie Manrara, Richard Sarafan
and I have all reviewed the proposed amendments and I recommend the Council approve the
amendments as presented.

Council to officially name the school pursuant to the request of the North Dade Medical
Foundation Inc.

High School" to read "municipal corporation on behalf of Doctors Charter School of
Miami Shores"
Rationale of proposed change: To reflect a clear and definite effective date of this new
charter Contract and the transition from Miami Shores/Barry University Connected
Learning Community Charter School (MS/BU) to Doctors Charter School of Miami
Shores. Doctors Charter School of Miami Shores submitted an application as a
municipal -sponsored charter school to benefit, inter alia, from the ability of Miami
Shores Village to finance the construction of the school. The citizens of Miami Shores
approved the issuance of bonds to pay for the construction of the facilities to house the
middle/high school.
This application was approved by the School Board. The intent is to have a smooth
transition from the existing charter middle school into the middle/senior high school
sponsored by Miami Shores Village.

Amend "This contract shall become effective as of the date that the Charter for the
existing Charter School, is surrendered to the Sponsor, " to read "This contract shall
become effective as of June 1, 2005 (the last day of classes at MS/BU). As indicated, the
former educational operations ofMS/BU are to be integrated into Doctors Charter
School of Miami Shores. In order to insure a seamless transition, continuity of
instruction and the ability to build upon the successes of MS/BU, certain assets, e.g.
furniture/equipment, textbooks and educational materials and supplies, etc.; students and
staff in good standing as well the records (financial and student) of the existing Charter
school will be transferred to Doctors Charter School of Miami Shores. Doctors Charter
School will effectively be a part of the expanded feeder chain or pattern of MS/BU such
that students matriculating at the existing charter middle school, who desire to do so, will
be afforded a preferential opportunity to continue their charter school education at
Doctors Charter School of Miami Shores.
IN WITNESS WHEREOF, the parties hereto have executed this amendment to the
aforementioned contract.
