REGULAR COUNCIL MEETING
The regularly scheduled Council Meeting of Miami Shores Village was called to order at 7:11 PM on Tuesday,
September 21, 2004 with all Council Member in attendance.
PRESENTATIONS
Acknowledgement of Proclamation to be presented to the Miami Shores Elementary School.
Presentation of the Annual Report by Ms. Donna Hurtak, Chair of the Brockway Memorial Library Board of
Trustees.
CONSIDERATIONS
1) CONSENT AGENDA Barbara A. Estep
A) APPROVAL OF THE SEPTEMBER 7, 2004 COUNCIL MEETING MINUTES AND THE
SEPTEMBER 9, 2004 BUDGET HEARING MEETING MINUTES.
B) REQUEST APPROVAL OF APPROPRIATION AND EXPENDITURE OF FORFEITURE FUNDS
IN THE AMOUNT OF $2,650.00 FOR HALLOWEEN HOWL POLICE DEPARTMENT
ACTIVITIES.
Mayor McCoy requested that the items be addressed individually.
Mrs. Holly moved approval of the submitted Council Meeting Minutes. Mr. Davis seconded the motion and the
vote was unanimous in favor of the motion.
Chief Masten offered a brief explanation of the request. Mr. Davis moved to approve and appropriate the funding
as requested. Mrs. Holly seconded the motion and the vote was unanimous in favor of the motion.
2) VILLAGE CLERK Barbara A. Estep
A) AN ORDINANCE OF MIAMI SHORES VILLAGE, FLORIDA, AMENDING THE VILLAGE
CODE OF ORDINANCES, CHAPTER 14, ARTICLE IV. COMMERICAL PHOTOGRAPHY AND
FILMING, SECTIONS 14-71, 14-72 AND 14-73, RELATING TO FILM LICENSING, PROVIDING
FOR CONFLICTS, AND PROVIDING FOR AN EFFECTIVE DATE.
• Mrs. Estep read the caption of the Ordinance. Mr. Davis moved approval on first reading. Mr. Quinton
seconded the motion and the vote was unanimous in favor of the motion.
B) AN ORDINANCE OF THE MIAMI SHORES VILLAGE COUNCIL AMENDING SECTION 6.7
OF THE MIAMI SHORES VILLAGE CODE OF ORDINANCES RELATING TO BUILDING
PERMIT FEES; PROVIDING FOR FEES FOR RIGHT-OF-WAY CONSTRUCTION, PROVIDING
FOR CONFLICTS, PROVIDING FOR SEVERABILITY, PROVIDING FOR AN EFFECTIVE
DATE.
Mrs. Estep read the Ordinance caption. Mr. Benton verified that the proposed increases and language
clarifications had been discussed during the budget workshop process. Mr. Davis moved approval of the
ordinance on first reading. Mrs. Holly seconded the motion and the vote was unanimous in favor.
C) AN ORDINANCE OF MIAMI SHORES VILLAGE, FLORIDA, AMENDING SECTIONS 18-38,
18-39, 18-48, 18-49, 18-53, 18-58 AND 18-65 OF THE CODE OF ORDINANCES OF MIAMI
SHORES VILLAGE, FLORIDA, RELATING TO THE DEFINITION OF AVERAGE FINAL
COMPENSATION, CONTRIBUTIONS BY MEMBERS, CREDITABLE SERVICE, THE
COMPOSITION OF THE GENERAL EMPLOYEES PENSION BOARD AND THE POLICE
OFFICER'S RETIREMENT SYSTEM PENSION BOARD, PROVIDING FOR CONFLICTS,
PROVIDING FOR SEVERABILITY, AND PROVIDING FOR AN EFFECTIVE DATE.
Mrs. Estep read the caption of the Ordinance. Mr. Davis moved to approve the proposed ordinance on
first reading. Mr. Ullman seconded the motion and the vote was unanimous in favor of the motion.

Mrs. Estep announced the next Council Meeting.
4) PUBLIC COMMENTS
No one present wished to speak.
5) COUNCIL COMMENTS
Ed Quinton Mr. Quinton asked that people remember those serving overseas.
Greg Ullman Mr. Ullman spoke of the hurricane victims.
Al Davis Mr. Davis expressed his feelings of being fortunate to live in Miami Shores with the
quality services the residents received post hurricane.
Herta Holly Mr. Holly agreed with the comments made by her colleagues.
6) ADJOURNMENT
Mayor McCoy adjourned the September 21, 2004 Council Meeting at 7:27 PM.
