MIAMI SHORES VILLAGE
BUDGET HEARING — FISCAL YEAR 2004-2005
The Miami Shores Village Council held their second and fmal Public Hearing on the proposed Fiscal
Year 2004-2005 Operating Budget on Tuesday, September 21, 2004. The Meeting was held in the
Council Chambers of Village Hall and was called to order at 7:00 PM with the following Members
present:

Greg Ullman
ALSO PRESENT: Tom Benton, Village Manager
Barbara Estep, Village Clerk
Richard Sarafan, Village Attorney
Mark Malatak, Finance Director
1) PRESENTATION AND DISCUSSION OF THE PROPOSED BUDGET AND PROPOSED
MILLAGE RATE (8.2500 AND 0.5151 plus 0.6100) FOR OPERATING AND DEBT
SERVICE RESPECTIVELY.
Mr. Benton provided a brief synopsis of the proposed budget and the millage rates (8.2500 and 0.5151
plus 0.6100) for the operating budgets and debt service funds respectively); and the assessed property
values.
2) A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, NIIAMI SHORES
VILLAGE, FLORIDA, ESTABLISHING FINAL AD VALOREM TAX LEVIES FOR
GENERAL OPERATING AND VOTER -APPROVED DEBT SERVICE PURPOSES FOR
THE FISCAL YEAR BEGINNING OCTOBER 1, 2004; PROVIDING FOR AN
EFFECTIVE DATE.
Ms. Estep read the proposed Resolution. Mayor McCoy opened the floor for the Public Hearing. As no
one present wished to comment on the proposed millage rates, Mayor McCoy closed the Public Hearing.
Mr. Davis moved to adopt the Resolution as presented. Mrs. Holly seconded the motion and the vote was
4 to 1 in favor of the motion with Mr. Ullman dissenting.
3) A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES
VILLAGE, FLORIDA, ADOPTING THE FISCAL YEAR 2003-2004 OPERATING AND
DEBT SERVICE BUDGETS AND PROVIDING FOR AN EFFECTIVE DATE.
Ms. Estep read the proposed Resolution. Mayor McCoy opened the floor for the Public Hearing. As no
one present wished to comment on the proposed Fiscal Year 2004/05 budgets, Mayor McCoy closed the
Public Hearing. Mr. Davis moved to adopt the Resolution as presented. Mrs. Holly seconded the motion
and the vote was 4 to 1 in favor of the motion, with Mr. Ullman dissenting. Mr. Ullman commented that
he was opposed to the proposed millage rates and budget due to reasons stated in previous meetings.

The September 21, 2004 Budget Hearing was adjourned at 7:10 PM.
