09-09-2004 Budget Hearing MeetingMIAMI SHORES VILLAGE BUDGET HEARING — FISCAL YEAR 2004-2005 The Miami Shores Village Council held their first of two public hearings regarding the Fiscal Year 2004-05 Operating Budget on Thursday, September 9, 2004. The Meeting was held in the Council Chambers of Village Hall and was called to order at 7:05 PM with the following individuals present: PRESENT: Jim McCoy Herta Holly Al Davis Ed Quinton Greg Ullman ALSO PRESENT: Tom Benton, Village Manager Barbara Estep, Village Clerk Richard Sarafan, Village Attorney PRESENTATION AND DISCUSSION OF THE PROPOSED BUDGET AND PROPOSED MILLAGE RATE (8.2500 AND 0.5151 plus 0.6100) FOR OPERATING AND DEBT SERVICE RESPECTIVELY. Mr. Benton provided informational highlights related to the proposed mill rates as well as the Fiscal Year 2004-05 operating budgets. Mr. Benton stated that the proposed budget represents a balanced budget which provides the same level of service and program offerings to the residents as in past years. Mayor McCoy opened the floor for the first Public Hearing on the Fiscal Year 2004-05 proposed tax millage and operating budget. Marcos Piloto Mr. Piloto spoke of the sanitation fee increase, indicating that the Village should look at alternatives such as privatizing a portion of the operation. Christine Merchant Ms. Merchant also spoke of the sanitation fees, reciting fees from other municipalities. Shaun Orell Mr. Orell requested information relating to his property's tax assessment. As no one else present wished to address the Council or offer comments relating to the budget process, Mayor McCoy closed the Public Hearing. A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES VILLAGE, FLORIDA, ESTABLISHING TENTATIVE AD VALOREM TAX LEVIES FOR GENERAL OPERATING AND VOTER -APPROVED DEBT SERVICE PURPOSES FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2004; PROVIDING FOR AN EFFECTIVE DATE. Ms. Estep read the title of the Resolution into the record. Mr. Davis moved approval of the Resolution as presented. Mrs. Holly seconded the motion. Mr. Ullman expressed his opposition to the tax increase and moved to send the budget back to the staff to prepare a budget which does not include a tax increase. Mr. Ullman's motion did not receive a second. Council Members • • • individually expressed their opinions that they had carefully reviewed the budget with Departmental Staff during the budget workshop and that in order to keep the services and programs that the Village currently offers, a tax increase was necessary to meet the costs. The vote was called with a 4-1 outcome, with Mr. Ullman casting the negative vote. A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES VILLAGE, FLORIDA, TENTATIVELY ADOPTING THE FISCAL YEAR 2004-2005 OPERATING AND DEBT SERVICE BUDGETS; SETTING THE TIME, DATE AND PLACE OF THE SECOND OF TWO PUBLIC HEARINGS TO DISCUSS THE AD VALOREM TAX LEVIES AND CORRESPONDING BUDGETS; AND PROVIDING FOR AN EFFECTIVE DATE. Ms. Estep read the caption of the Resolution. Mr. Davis moved to adopt the Resolution. Mrs. Holly seconded the motion and the vote was 4-1 with Mr. Ullman opposed.
