The Meeting was called to order at 7:33 PM with the following individuals present: PRESENT: Herta Holly Al Davis Ed Quinton Greg Ullman • ALSO PRESENT: Tom Benton, Village Manager Barbara Estep, Village Clerk Richard Sarafan, Village Attorney • ABSENT: PRESENTATIONS Jim McCoy Mrs. Holly presented a Proclamation declaring National Public Works Week to Dave Traill, Public Works Director. Mr. Larry Kline, an architect with the design firm of Spillis Candella DMJM, made a presentation of the site plan elevations of the Doctors Charter School of Miami Shores to the Council Members. Mr. Jerry Chiocca, a partner in the Village's auditing firm of Rachlin, Cohen and Holtz, presented a brief overview of the Comprehensive Annual Financial Report for the Fiscal Year Ended 9/30/03. CONSIDERATIONS 1) CONSENT AGENDA Barbara A. Estep A) APPROVAL OF THE MAY 4, 2004 REGULAR COUNCIL MEETING MINUTES. B) AWARD OF SIDEWALK/CURB AND GUTTER REPAIR WORK BID TO ADVENTURE ENVIRONMENTAL. The Clerk read the items contained in the Consent Agenda. Mr. Davis moved to approve the Consent Agenda as submitted. Mr. Ullman seconded the motion and the vote was unanimous in favor. • • 2) VILLAGE CLERK Barbara A. Estep A) DISCUSSION AND POSSIBLE ACTION REGARDING A REQUEST FROM MR. & MRS. ORRIN MacDONELL TO DE -DESIGNATE THEIR HISTORICALLY DESIGNATED HOME LOCATED AT 9760 N.E. 5m AVENUE ROAD. Mr. and Mrs. MacDonell were present and spoke on their own behalf. They stated that due to the historic designation of their home they cannot obtain competitively priced homeowner's insurance. Mr. and Mrs. MacDonell provided information relating to their dilemma and indicated that it is a fmancial hardship for them to have their home designated. Council Members empathized with the MacDonell's, stating the probability that no one is happy with the cost of their property insurance. Council Members discussed their concerns regarding the request and the possible consequences and future abuses that may occur should the request to de -designate the home be approved. Subsequent to these discussions, Mr. Davis moved to deny the request to de -designate the home. The motion failed for lack of a second. Mr. Davis then moved to approve the MacDonell's request. This motion also failed for lack of a second. No further motion was offered and no further action taken. 3) ANNOUNCEMENTS The Clerk read the announcements. 4) PUBLIC COMMENT No public comment was offered. 5) COUNCIL COMMENT Ed Quinton Mr. Quinton thanked the Police Department for their invitation to participate in the Informed Families dinner and offered his prayers to the McCoy family with their recent emergency. Greg Ullman Mr. Ullman echoed Mr. Quinton's comments. Al Davis Mr. Davis reiterated his colleague's comments. Herta Holly Mrs. Holly also offered her prayers to the McCoy's. Mrs. Holly spoke of the Village's Memorial Day service planned for Monday, May 31St 6) ADJOURNMENT The May 18, 2004 Council Meeting was adjourned at 8:34 PM Herta Holly, Vice Mayor • Barbara A.
