MIAMI SHORES VILLAGE
REGULAR COUNCIL MEETING
The regularly scheduled meeting of the Village Council was held on Tuesday, April 15, 2003 at the
Village Hall. The meeting was called to order at 7:30 PM with the following members present:

Mayor Davis
Greg Ullman
Bob Blum
Prospero Herrera
Mark Ulmer
ALSO PRESENT: Tom Benton, Village Manager
Barbara Estep, Village Clerk
Richard Sarafan, Village Attorney
Herta Holly, Council Member Elect
Jim McCoy, Council Member Elect
Ed Quinton, Council Member Elect
Mayor Davis called the meeting to order and offered opening remarks to those in attendance.
Mayor Davis asked for a motion to approve the Regular Minutes of Tuesday, April 1, 2003. Mr. Ullman
moved approval of the subject minutes as submitted. Mr. Herrera seconded the motion and the vote was
unanimous in favor.
• Ms. Estep read the Resolution declaring the results of the April 8, 2003 Election into the record. Mr.
Herrera moved to adopt the Resolution. Mr. Ullman seconded the motion and the vote was unanimous in
favor.
Mayor Davis presented plaques of appreciation of the members of the Council, expressing the Village's
gratitude for their service to the community. Departing Council Members, Mark Ulmer, Bob Blum and
Prospero Herrera, offered their thanks and appreciation to the audience and community.
Circuit Court Judge and Village Resident, Henry Harnage, administered the oath of office, officially
installing Herta Holly, Jim McCoy and Ed Quinton as new members of the Village Council.
Ms. Holly moved to appoint Mr. Jim McCoy as the Mayor of Miami Shores. Mr. Ullman seconded the
motion and the vote was unanimous in favor.
Mr. McCoy moved to appoint Ms. Holly as the Vice Mayor of Miami Shores. Mr. Davis seconded the
motion and the vote was unanimous in favor.
Al Davis, Greg Ullman and the newly elected officials offered remarks to those in attendance and their
supporters.
The April 15, 2003 Inaugural Meeting of the Village Council was adjourned at 8:20 PM.
