01-21-2003 Regular Meeting• • Ret iseQl a /5/03 MJAMI SHORES VILLAGE REGULAR COUNCIL MEETING The Miami Shores Village Council held their regularly scheduled meeting on Tuesday, January 21, 2003 at the Village Hall. The Meeting was called to order at 7:30 PM with the following members present: PRESENT: Mayor Davis Greg Ullman Bob Blum Prospero Herrera Mark Ulmer ALSO PRESENT: Tom Benton, Village Manager Barbara Estep, Village Clerk Richard Sarafan, Village Attorney CONSIDERATIONS 1) MINUTES Barbara A. Estep A) APPROVAL OF THE JANUARY 7, 2003 REGULAR COUNCIL MEETING MINUTES. Mr. Blum moved approval of the January 7, 2003 Minutes. Mr. Herrera seconded the motion and the vote was unanimous in favor. 2) VILLAGE COUNCIL Mark S. Ulmer A) MOTION TO AMEND CAPITAL IMPROVEMENT BUDGET TO DELETE FURTHER EXPENDITURES ON N.E. 951111 STREET BETWEEN N.E. 2ND AVENUE AND GRAND CONCOURSE. Mr. Ulmer read his proposed motion and offered background information to the Council. He indicated that although the capital budget is amended and voted upon each year, he believes that the 95th Street resident's concerns have been addressed and that future funding should be eliminated. Mr. Ulmer provided statistical information which substantiated his belief that the issues raised by residents, i.e. traffic volume, vehicle speed, and the number of trucks on the street, had been mitigated. Individual Council Members offered their thoughts on the collected data, Mr. Ulmer's interpretation of the data, and their opinions on whether or not future funding should be deleted at this point in time. Following this discussion, Mayor Davis asked for a motion. Mr. Ulmer indicated that his motion would remain as proposed. No second was offered. The motion died for lack of a second. 3) ANNOUCEMENTS The Clerk read the announcements. • • • 4) PUBLIC COMMENTS Dan Dower Mr. Dower spoke about the 95th Street traffic issues and the allocated capital funding. Donald Shockey Mr. Shockey spoke about the 95th Street traffic. 5) COUNCIL COMMENTS Mr. Benton requested time to make a statement regarding the unfortunate remarks made by the subcontracted individual acting as the Village's Building Official. The remarks were subsequently printed in the Miami Herald. Mr. Benton reported that the subcontractor had tendered his resignation and would no longer be associated with the Village. Bob Blum No Comment. Mark Ulmer No Comment. Prospero Herrera No Comment. Greg Ullman Mr. Ullman spoke of general traffic issues. Mayor Davis Mayor Davis congratulated the Chamber's Citizen of the Year, Anne Piper and also about the upcoming Mayor's Task Force Ball, scheduled for February 22"' at the Country Club. 6) ADJOURNMENT The January 21, 2003 Council Meeting was adjourned at 8:25 PM.
