MIAMI SHORES VILLAGE
REGULAR COUNCIL MEETING
The regularly scheduled meeting of the Village Council was held on Tuesday, May 21, 2002 at
the Village Hall. The meeting was called to order at 7:30 PM with the following members
present:
PRESENT: Mayor Davis
Greg Ullman
Bob Blum
Prospero Herrera
Mark Ulmer
ALSO PRESENT: Tom Benton, Village Manager
Barbara Fugazzi, Village Clerk
Richard Sarafan, Village Attorney
PRESENTATION
Mr. Phil Gonot of PMG Associates reviewed the way PMG conducted the survey, including
number of households called, geographical location, and household make-up. Mr. Gonot went on
to provide the Council with some of the highlights of his firm's telephone survey relating to the
charter high school. Based on the assembled data and the Firm's method of interpretation, Mr.
Gonot reported that approximately 633 students were likely to attend a Village charter high
school. Of the 633 possible student population, 206, or one third, were Miami Shores Village
students and 327 were students from El Portal, Biscayne Park and the Unincorporated Miami -
Dade County area in the immediate vicinity. Individual Council Members reviewed with Mr.
Gonot some of the specific data supplied.
Following the presentation, Mr. Ullman moved to schedule a workshop meeting to discuss both
the results of the survey and the RFP submittal from Charter School USA. Mr. Ulmer seconded
the motion and the vote was unanimous.
CONSIDERATIONS

A) APPROVAL OF THE MAY 7, 2002 REGULAR COUNCIL MEETING MINUTES.
Mr. Blum moved approval of the May 7, 2002 Regular Council Meeting minutes as submitted.
Mr. Herrera seconded the motion and the vote was unanimous in favor.
2) VILLAGE COUNCIL Bob Blum
A) A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI
SHORES VILLAGE, FLORDIA, OPPOSING THE REPEAL OF MIAMI-DADE
COUNTY'S HUMAN RIGHTS ORDINANCE WHICH PROHIBITS
DISCRIMINATION BASED ON SEXUAL ORIENTATION AND EXPRESSING
SUPPORT FOR THAT ORDINANCE.

The Clerk read the caption of the Resolution. Mr. Blum expressed his position and the reason for
his sponsorship of the proposed Resolution. Mr. Blum read pertinent portions of the
Discrimination Section of Chapter 11 of the County Code. Mr. Blum then moved to adopt the
Resolution as proposed. Mr. Ullman seconded the motion. Mr. Ullman expressed his thoughts
on the referendum and voiced his opinion on the merits of the issue. Mr. Ulmer and Mr. Herrera
indicated that they did not think the issue should be addressed at the Village Council level and
instead, urged voters to go to the polls on September 10t to cast their vote on the ballot.
Following this discussion, Mayor Davis called for the vote which was 3-2 in favor of the motion.
Mr. Ulmer and Mr. Herrera were the dissenting votes.
3) ANNOUCEMENTS
The Clerk read the announcements.
4) PUBLIC COMMENTS
No one from the audience wished to make any comment.
5) COUNCIL COMMENTS
Bob Blum Mr. Blum spoke about the Charter Middle School and a recent history
award they won.
Prospero Herrera No comment.
Mark Ulmer Mr. Ulmer again encouraged everyone to cast their vote on the Human
Rights Ordinance on September 10t.
Greg Ullman Mr. Ullman thanked the individuals for attending the meeting.
Mayor Davis Mayor Davis spoke about the upcoming Memorial Day Program.
6) ADJOURNMENT
The Regular Council Meeting of May 21, 2002 was adjourned at 8:17
