01-02-2002 Regular Meeting• • • MIAMI SHORES VILLAGE REGULAR COUNCIL MEETING The regularly scheduled meeting of the Village Council was held on Wednesday, January 2, 2002 at the Village Hall commencing at 7:30 PM with the following members present: PRESENT: ALSO PRESENT: PRESENTATIONS Mayor Davis Greg Ullman Bob Blum Prospero Herrera Mark Ulmer Tom Benton, Village Manager Barbara Fugazzi, Village Clerk Richard Sarafan, Village Attorney Mr. Al Berg, Planning & Zoning/Code Enforcement Director, presented a certificate to Jose and Ana Penaranda in honor of their home being named "House of the Month" for the month of January, 2002. Mayor Davis presented certificates to the winners of the Holiday Lighting Contest: Major Light Display Robert & Patricia Sweisberger 1245 N.E. 96th St. Daytime Display Sandra Brown 1201 N.E. 97th St. Small Display (2 Winners) Jeffrey Kellum 453 N.E. 102' St. Ellyn Olson 297 N.E. 105th St. Most Creative Stanford & Candice Comstock 1079 N.E. 94th St. Children's Display Jack & Candy Rengstl 665 Grand Concourse Chief Masten presented certificates to Police Officers Cliff Vickers and Luis Sanchez for their being named Dade County Chief's Association Officers of the Month for October, 2001. CONSIDERATIONS 1) VILLAGE CLERK Barbara Fugazzi A) APPROVAL OF THE DECEMBER 4, 2001 REGULAR COUNCIL MEETING MINUTES. Mr. Ullman moved to approve the December 4, 2001 Council Meeting Minutes. Mr. Herrera seconded the motion and the vote was unanimous in favor. • • • 2) VILLAGE COUNCIL Greg Ullman a) DISCUSSION AND POSSIBLE ACTION REGARDING THE SHORES PERFORMING ARTS THEATER. Mr. Ullman requested that Mr. Vince Schafineister and Mr. Rem Cabrera be allowed to make brief presentations regarding the status of the Theater. Mr. Ullman then moved to fund the Theater in the amount of $25,000. Mr. Ulmer seconded the motion for discussion purposes. Mr. Ulmer further stated that due to his schedule he had not had sufficient time to review the material and following the presentations, it was his intention to make a motion to table the item until the next Council Meeting. Mr. Schafineister provided the Council with highlights from the background information packet forwarded from the Theater group, including the fact that the Theater believes the building has been sold by Konover to foreign investors. Mr. Ray Cabrera spoke of the capital improvement projects which have been completed with the funding from Miami -Dade County and his level of confidence in the new artistic and management team in place at the Theater. Individual Council members offered their opinions on the idea of providing the Theater with $25,000; questioned Theater group members on various items; and expressed their positive thoughts, as well as their concerns regarding the proposal. Some of the specific concerns mentioned were: a) Issues relating to an unknown new owner and the fate of the current lease agreement b) The appearance of an ongoing revenue shortfall and whether this request for funding is only a stop -gap measure. c) Large donation contributors no longer contributing funding. d) Lack of Village ownership or control. e) If the building ceases to be a theater, then what could it be. Council members indicated that the theater building is an asset to the community and a landmark to the downtown area. Mr. Ullman stated his belief that the proposed funding is not too much for the Theater to request and that he would like to see annual funding assistance in the Village's budget. Mr. Ulmer raised the question of the feasibility of purchasing the Theater. He stated that this idea had been raised a number of years ago and requested that the Administration review the pertinent documents. Following these discussions, Mr. Ullman moved to table the item until the next Council Meeting. Mr. Ulmer seconded the motion and the vote was unanimous in favor. 3) ANNOUNCEMENTS The Clerk read the announcements. 4) PUBLIC COMMENTS Ann Piper Ms. Piper spoke about SPATS and the Theater. Rem Cabrera Mr. Cabrera thanked the members of the Council for hearing the Theater item and stated that he would be available to answer any questions the Council members may have prior to the next meeting Page 2 • 5) COUNCIL COMMENTS All Council Members wished everyone a Happy New Year.
