12-04-2001 Regular MeetingSOP MIAMI SHORES VILLAGE REGULAR COUNCIL MEETING The regularly scheduled meeting of the Miami Shores Village Council took place on Tuesday, December 4, 2001, in the Council Chambers commencing at 7:30 PM with the following members present: PRESENT: Mayor Davis Greg Ullman Bob Blum Prospero Herrera Mark Ulmer ALSO PRESENT: Tom Benton, Village Manager Barbara Fugazzi, Village Clerk Richard Sarafan, Village Attorney PRESENTATIONS Mr. Al Berg, Director of Code Enforcement, presented a Certificate of Recognition to Ms. Katiuska Hurley in honor of her home being named "House of the Month" for the month of December, 2001. Mayor Davis presented a Proclamation to representatives from Barry University in honor of the Women's Volleyball Team winning the NCAA Division II National Championship. Mr. William Henderson, Principal of the Miami Shores/Barry University Charter Middle School provided the Council with an update on the accomplishments and a financial status report on the School. CONSIDERATIONS 1) CONSENT AGENDA Barbara Fugazzi A) APPROVAL OF THE NOVEMBER 20, 2001 REGULAR COUNCIL MEETING MINUTES. B) A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL ADOPTING AN AFFIRMATIVE STATEMENT THAT AMENDS THE VILLAGE'S DEFERRED COMPENSATION PROGRAM, COMPLYING WITH THE ECONOMIC GROWTH AND TAX RELIEF RECONCILIATION ACT OF 2001 (EGTRRA), REVISING THE THRESHOLDS, CRITERIA, LIMITATIONS, AND OTHER REGULATORY CONCERNS AS IDENTIFIED BY THE INTERNAL REVENUE CODE 457 FOR THE YEAR BEGINNING JANUARY 2, 2002. Item 1B was withdrawn from the Agenda at the request of the Staff. Mr. approve the November 20, 2001 Council Meeting Minutes as submitted. the motion and the vote was unanimous in favor. 2) FINANCE DIRECTOR Herrera moved to Mr. Ullman seconded Mark Malatak A) REQUEST AWARD OF BID FOR THE VILLAGE'S COMPUTER SOFTWARE PROGRAM TO MAINSTREET SOFTWARE COMPANY IN THE AMOUNT OF $43,549. Mr. Malatak offered background information regarding the need for the software and the process used to obtain the price quotations. Mr. Herrera moved to award the bid for the computer software to MainStreet Software in the amount of $43,549. Mr. Ullman seconded the motion. Mr. Herrera asked about the amount of technical support to be provided by the vendor. Mr. Malatak responded that there would be approximately one month worth of training provided. Mayor Davis called for a vote which was unanimous in favor. 3) ANNOUNCEMENTS The Clerk read the announcements. • 4) PUBLIC COMMENTS No one present wished to make any public comment. 5) COUNCIL COMMENTS Greg Ullman Mark Ulmer Prospero Herrera Mr. Ullman wished everyone Happy Holidays. Mr. Ulmer wished everyone a Merry Christmas and a Happy Hanuka. Mr. Herrera thanked the M.S. Elementary School children for painting the windows of the downtown buildings. Mr. Herrera spoke about FPL's light pole replacement program and the need to retain the decorative poles along 96th Street and some of the other through -street areas. He also wished everyone a good holiday. Bob Blum Mr. Blum stated that he would be like the public in attendance (silent). Mayor Davis • Mr. Davis spoke about the Employee Appreciation Breakfast and the Volunteer Appreciation Reception. He expressly thanked all the employees and volunteers for their work. He wished everyone a great holiday and urged everyone to remember those in the armed services who are giving their time and lives for those of us at home.
