MIAMI SHORES VILLAGE
VILLAGE COUNCIL MEETING
The regularly scheduled meeting of the Village Council was held on Tuesday, May 15, 2001 at the
Village Hall commencing at 7:30 PM with the following members present:
PRESENT: Mayor Davis
Greg Ullman
Bob Blum
Prospero Herrera
Mark Ulmer
ALSO PRESENT: Tom Benton, Village Manager
Barbara Fugazzi, Village Clerk
Richard Sarafan, Village Attorney
CONSIDERATIONS
1) VILLAGE CLERK Barbara A. Fugazzi
A) APPROVAL OF THE MAY 1, 2001 REGULAR COUNCIL MEETING MINUTES.
Mr. Blum moved approval of the May 1, 2001 Council Meeting Minutes. Mr. Herrera seconded the
motion and the vote was unanimous in favor.
2) VILLAGE MANAGER Tom Benton
A) DISCUSSION AND POSSIBLE ACTION REGARDING AWARDING
STREET/ALLEY RESURFACING BID TO H & J ASPHALT IN THE AMOUNT OF
$2.60 PER SQUARE YARD.
Mr. Benton indicated that the Administration wished to withdraw the item for consideration.
B) DISCUSSION REGARDING CHARTER HIGH SCHOOL ADVISORY BOARD
POSITION.
Mr. Benton explained the item, indicating that the Chamber of Commerce had appointed a Board to serve
as Directors for a charter high school and had designated two spots for Village Council appointees. Mr.
Benton further stated that he had attended one meeting. Mr. Blum moved to discuss the appointments.
Mr. Herrera seconded the motion. Mr. Benton recommended to the Council that each Council Member
submit a resident name for the Council to consider two individuals.
Council discussion centered around whether or not it would be appropriate to make the appointments.
Mr. Ulmer moved to table the discussion until Item 3A is considered. Mr. Blum seconded the motion
and the vote was unanimous in favor.

3) VILLAGE COUNCIL Greg Ullman
A) DISCUSSION REGARDING THE CHARTER HIGH SCHOOL PROJECT.
Mr. Ullman explained the contents of his proposed resolution, outlining the three major components
contained in the information: 1) Praise for the Chamber for it's initiative; 2) An invitation for the
Chamber to make a presentation to the Council at the next regularly scheduled Council Meeting; and 3)
The formation of a Citizen Task Force to investigate the particulars and pros and cons of the high school
proposal. Mr. Ullman expressed his opinion that the Village should be proactive and offer guidance and
support for the project. Mr. Ullman then moved to adopt the resolution. Mr. Ulmer seconded the
motion.
Individual Council Members thanked Mr. Ullman for placing the item on the Agenda and concurred with
the thoughts contained in the resolution, including requesting a presentation from the Chamber and the
formation of a task force. At the next Council Meeting, each Council Member will appoint one resident
to the task force. Mayor Davis called for a vote which was unanimous in favor of adopting the
resolution.
ITEM 2B - Mr. Ulmer moved to defer the appointment of individuals to the Chamber's charter school
board until such time as the task force is formed and makes reports to the Council, but to have Mr.
Benton continue to attend any scheduled meetings and act as the liaison to the Council. Mr. Ullman
seconded the motion. Further discussion ensued regarding whether or not it would be appropriate or
useful to appoint the Board members at this time. Following this discussion Mayor Davis called for a
vote which was unanimous in favor of the motion to defer the appointments.
4) ANNOUNCEMENTS
The Clerk read the announcements.
5) PUBLIC COMMENTS
Leon Newman Mr. Newman spoke about the charter high school.
Michelle Haziza Ms. Haziza spoke about recent jet noise in the Shores.
6) COUNCIL COMMENTS
Prospero Herrera Mr. Herrera congratulated resident Rueben Thompson on his graduation from
law school.
Greg Ullman Mr. Ullman spoke about the upcoming SPATS murder/mystery benefit at the
Country Club.
Mark Ulmer Mr. Ulmer thanked Ms. Haziza for bringing the jet noise matter to their attention.
Bob Blum Mr. Blum congratulated the Charter School for their FCAT scores and wished Al
Berg well.
Mayor Davis Mr. Davis echoed his colleagues comments and spoke about the Memorial Day
services scheduled for 9:00 AM on Monday, May 28t.
