MIAMI SHORES VILLAGE
REGULAR COUNCIL MEETING
The regularly scheduled meeting of the Village Council was held on Tuesday, January 16, 2001 at the
Village Hall Council Chambers commencing at 7:30 PM with the following members present:

1) MINUTES

A) APPROVAL OF THE JANUARY 2, 2001 REGULAR COUNCIL MEETING
MINUTES.
Mr. Loffredo moved approval of the January 2, 2001 Council Meeting Minutes. Ms. Agosta seconded
the motion and the vote was unanimous in favor.
2) VILLAGE COUNCIL Steve Loffredo
A) DISCUSSION AND POSSIBLE ACTION REGARDING AMENDING THE ZONING
CODE AS IT RELATES TO WOODEN FENCES.
Mr. Loffredo provided information regarding his concerns about the proliferation of five foot, treated
wood fences. He indicated that residents install the fences, do not paint them and they deteriorate
quickly, mildewing and rotting away. Mr. Loffredo stated that he would like to see the Village regulate
the fences and require them to be painted or made of a quality material that will not deteriorate as
quickly. He stated that he is not sure that the Code Enforcement Department would be able to keep up
with enforcing the unsightliness of the fences if the trend continues for residents to erect them.
Mr. Loffredo asked for clarification from Mr. Sarafan regarding the procedure for amending an
ordinance. Following information received from Mr. Sarafan, Mr. Loffredo made a motion to have the
Council resolve to refer the possible regulation of unpainted, treated wood fences to the Planning &
Zoning Board for a report to be issued within 120 days regarding whether such structures should be
regulated and if so, what regulations they would recommend to the Council. Mayor Uhner seconded the
motion for discussion purposes.
Individual Council members discussed their views on whether or not wood fences should be regulated.
Following these discussions, it was the consensus of the Council to refer the matter to the
Administration. Mr. Benton indicated that staff would research the matter and prepare a report for the
Council. Mr. Loffredo withdrew his motion.

Mayor Ulmer moved to add an item to the Agenda on an emergency basis relating to the designation of a
representative to serve on the County's Community Image 2000 Advisory Board. Ms. Agosta seconded
the motion and the vote was unanimous in favor.
Mayor Ulmer related the information contained in the County's memorandum regarding the request to
appoint a representative to serve on the Community Image 2000 Advisory Board. Following a discussion
regarding the logistics of the proposed Advisory Board meetings, including their timing and the
scheduled Village election, it was the consensus of the Council to have the Manager or the Mayor decide
between them who would represent the Village.
3) ANNOUNCEMENTS
The Clerk read the announcements.
4) PUBLIC COMMENTS
No one present in the audience wished to speak.
5) COUNCIL COMMENTS
Al Davis Mr. Davis urged the community to attend Unity Day.
Mary Ross Agosta Ms. Agosta sent along good wishes for Jean Blum.
Steve Loffredo Mr. Loffredo offered his prayers for Jean Blum and spoke of Unity Day.
Mayor Ulmer Mayor Ulmer provided information regarding the `Evening in the Tropics" Task
Force event and Unity Day. He congratulated Barry University on a grant
award relating to E -Commerce business. Mayor Ulmer wished Jean Blum a
speedy recovery.
6) ADJOURNMENT
The January 16, 2001 Council Meeting was adjourned at 7:55 PM.
