11-21-2000 Regular MeetingJ • • MIAMI SHORES VILLAGE REGULAR COUNCIL MEETING The regular meeting of the Miami Shores Village Council took place on Tuesday, November 21, 2000 at the Village Hall commencing at 7:30 PM with the following members present: PRESENT: Mayor Ulmer Bob Blum Al Davis Steve Loffredo Mary Ross Agosta ALSO PRESENT: Tom Benton, Village Manager Barbara Fugazzi, Village Clerk Richard Sarafan, Village Attorney CONSIDERATIONS 1) VILLAGE CLERK Barbara A. Fugazzi A) APPROVAL OF THE NOVEMBER 7, 2000 REGULAR COUNCIL MEETING MINUTES AND THE NOVEMBER 13, 2000 COUNCIL WORKSHOP MEETING MINUTES. Mr. Blum proposed the following amendments to the November 7, 2000 Regular Council Meeting minutes: Item 3A, Page 3, Paragraph 2:... regarding the challenges facing Dr. Maples. Mr. Blum said what Mr. Berg was calling a gable design was, in fact, a hip roof. The proposed design by Dr. Maples was a gable design and was the only harmonious way to provide the additional square footage... . Item 4B, Page 4, Last Paragraph of Item 4B • expressed their support of Mayor Ulmer's suggestion. Mr. Blum expressed concern for support of an ordinance that prohibits consumption of alcohol while asking Village staff to draft an ordinance making it permissible... . Mr. Blum then moved approval of the Minutes as amended. Mr. Loffredo seconded the motion and the vote was unanimous in favor. • • • 2) VILLAGE MANAGER Tom Benton A) APPROVAL OF THE IMPROVEMENT PLAN FOR MEMORIAL PARK. Mr. Benton and Mr. Jerry Estep, Recreation Director, outlined the planned improvements for the Park, allowing for better utilization of space for special events to be held. Mr. Benton reiterated that the funding of the improvements will come from the Safe Neighborhood Parks grant funds. Council questions involved specific details regarding the drawings and orientation and time lines. It was the concensus of the Council to move forward with proposed improvements. 3) ANNOUNCEMENTS The Village Clerk read the announcements. Due to his absence at the November 7, 2000 Council Meeting, Mr. Sarafan requested that the Council formally resolve to have staff draft an ordinance for submission to the Planning & Zoning Board regarding the sale of beer and wine in the B-1 Districts. Mr. Sarafan indicated that this would be strictly a housekeeping issue, in essence formalizing the request that the Council had initiated at the November 7th meeting. Mr. Loffredo moved to add the item to the Agenda. Mr. Blum seconded the motion and the vote was unanimous in favor. Mr. Loffredo moved to resolve to refer the matter relating to the drafting of an ordinance which would allow for the on -premises consumption of beer and/or wine in conjunction with a restaurant business to the Planning & Zoning Board. Ms. Agosta seconded the motion and the vote was unanimous in favor. 4) PUBLIC COMMENTS No residents wished to offer any comments. 5) COUNCIL COMMENTS Mary Ross Agosta Ms. Agosta wished everyone a Happy Thanksgiving and congratulated the Village Administration on the dedication ceremony for the aquatic center. Bob Blum Mr. Blum spoke about Poetry Night/Artist on View and invocations for the Council Meetings. Steve Loffredo Mr. Loffredo wished the residents a Happy Thanksgiving. Mayor Ulmer Mayor Ulmer wished everyone a Happy Thanksgiving and congratulated the staff on the successful dedication ceremony. 6) ADJOURNMENT The November 21, 2000 Council Meeting was adjourned at 7:50 PM.
