REGULAR COUNCIL MEETING
The Miami Shores Village Council held its regularly scheduled meeting on Wednesday, October 4, 2000 at the
Village Hall commencing at 7:30 PM with the following members present:

A) APPROVAL OF THE SEPTEMBER 19, 2000 BUDGET HEARING MEETING MINUTES
AND REGULAR COUNCIL MEETING MINUTES.
Mr. Davis moved approval of the September 19, 2000 Budget Hearing and Regular Council Meeting Minutes as
submitted. Mr. Loffredo seconded the motion and the vote was unanimous in favor.

Due to the fact that existing Code Board Members, Misters Herrera and Sastre were appointed to the Planning &
Zoning Board, the number of vacancies for the Code Enforcement Board increased from one (1) to three (3).
Misters Busta, Dentico and Vickers had already spoken, and Mr. Perl was present and also spoke on his own
behalf. Balloting was conducted as follows:

2) VILLAGE MANAGER Tom Benton
A) DISCUSSION AND POSSIBLE ACTION REGARDING GRANTING INITIAL APPROVAL
OF IRRIGATION SYSTEM FOR BOULEVARD MEDIAN.
Mr. Benton explained the item before the Council, indicating that the Administration is seeking initial approval
for the Florida Department of Transportation to include an irrigation system into the median designs for the
Boulevard Improvement Project. Mr. Blum moved to approve the concept of irrigation for the medians of the
Boulevard project. Mr. Davis seconded the motion. Council requested that Mr. Benton obtain clarification that
the dollars indicated are for a center median irrigation system only. Mr. Loffredo compared the dollars proposed
to be spent on this irrigation system to the dollars earmarked for the school grant funds.
Mayor Ulmer opened the floor for public comment.
James Dentico Mr. Dentico expressed his belief that the medians should not be irrigated.
Robert Vickers Mr. Vickers suggested that the FDOT plans be checked to ensure that the system be a
soaking versus sprinkling system and the type of water to be used.
Cesar Sastre Mr. Sastre expressed his opinion that the medians should be irrigated to be able to
landscape them the right way.
Mayor Ulmer closed public comment. The vote was called with a 4 -1 result, Mr. Loffredo opposing the motion.

3) ANNOUNCEMENTS
The Clerk read the announcements.
4) PUBLIC COMMENTS

Mark Sell
Kathy Martin
Mr. Soli, representing the Chamber, spoke about the Chamber's drive to collect funds for
bullet proof vests for the Village's K-9 units.
Ms. Leonard spoke about the proposed boundary change for attendance at the Miami
Shores Elementary School.
Mr. Sell spoke about the Elementary School boundaries.
Ms. Martin thanked the Council for the matching fund opportunity for Horace Mann.
5) COUNCIL COMMENTS
Mary Ross Agosta Ms. Agosta asked that Mr. Benton research the issues regarding the elementary school
boundaries and reminded everyone that October is Breast Cancer Awareness Month.
Steve Loffredo Mr. Loffredo spoke about the school boundary issue. He also indicated that he does not
agree with the recent report which states there is not a speeding problem in the Village.
• Bob Blum Mr. Blum spoke about of the quality of applicants applying for appointment to the
different Boards and Committees and urged people who were not appointed at this time,
to continue to apply in the future.

Mayor Ulmer indicated that he would like to see the Council have a workshop on the
school boundary issue. He also thanked the Village staff for their efforts in the wake of
the storm.
6) ADJOURNMENT
The October 4, 2000 Council Meeting was adjourned at 8:45 PM.
